188th Civil Engineering Squadron, Arkansas Air National Guard Fort Smith Regional Airport

GENERAL SCOPE
188th Wing Air National Guard Civil Engineering Squadron intends to replace interior lights and ceiling grid within an elevated building as well as correcting various deficiencies on the exterior of the building and on the tower structure. The site of work is at the 188th Wing Razorback Range, Arkansas ANG. Contractor will take necessary precautions to avoid damage to surrounding property and/or materials, private or government owned. Contractor will limit his personnel to those areas required to perform work as specified. Contractor will coordinate with the contracting officer and/or his designated representative regarding his proposed work schedule. Contractor will be considered liable for damage caused by negligence on his/her part. Contractor is responsible for employees and sub-contractors. The Government shall be responsible for removal and reinstallation of antennas mounted on top of building.
OVERVIEW
DESCRIPTION OF WORK
The work required by this project includes furnishing all plant, labor, and materials required to accomplish the project in strict accordance with this statement of work. The work includes but is not limited to:
1. REMOVAL OF HVAC DUCTWORK
a. Remove existing 3 ½’ by 3 ½’ abandoned sheet metal air handler enclosure located on roof of Building
88, Main Control Tower.
b. Frame and patch remaining roof penetration with exterior plywood sheathing matching surface elevation of adjacent roof sheathing.
2. REPLACEMENT OF EXISTING ROOFING
a. Remove existing elastomeric roofing material from 15’ by 15’ roof of Building 88, Main Control
Tower. Removal shall be performed in accordance with Section 07 01 50 19, PREPARATION FOR
RE-ROOFING.
b. Install rigid low-slope tapered insulation board as necessary to ensure positive slope to roof edge over entire roof surface.
c. Install 60 mil (1.5 mm) thick thermoplastic polyolefin (TPO) roofing on newly prepared roof of Building 88, Main Control Tower. Installation shall be performed in accordance with Section
07 54 23, THERMOPLASTIC POLYOLEFIN (TPO) ROOFING.
3. REPLACEMENT OF INTERIOR LIGHT FIXTURES
a. Replace eight (8) existing interior 2’ x 2’ light fixtures at Building 88, Main Control Tower with new LED fixtures. Four (4) replaced light panels must be Even-Glow RGB-type 36 Watt dimmable (OR APPROVED EQUAL). Lighting upgrades shall incorporate lighting components that are certified to meet criteria identified in all applicable AFIs, UFCs, ETLs, and Illuminating Engineering Society of North America (IESNA) standards. The most relevant standard is UFC 3-530-01, which calls for:
30 foot-candles in offices, 5 foot-candles in hallways, 15 foot-candles in bathrooms by fixtures and vanities; showers at 10 foot-candles 30 foot-candles in warehouse spaces, 50 foot-candles in aircraft hangar areas
For more clarity on illuminance requirements for area types, consult UFC 3-530-01. At a minimum, the light intensity levels will meet or exceed specifications outlined in UFC 3-530-01. Replacement shall be performed in accordance with Section 26 51 00 INTERIOR LIGHTING
b. LED lamps installed in new light fixtures shall meet the following standards:
a) Mercury and Lead Free
b) No UV radiation
c) Lights instantly and silent operation
d) Lumen Maintenance – 70% at 60,000 hours or 10 years (whichever comes first)
e) Operating life of 25,000 hours minimum 10 year or 60,000 hour warranty
f) UL classified in US or Canada.
g) All LED lamps must be Energy Star rated
h) Recommended Manufacturer is Feit, GE, Philips, Halco Lighting, Sylvania, Cree, or LED
Lighting.
c. Furnish and install additional wiring in electrical conduit as required to segregate new dimmable light fixtures from other fixtures. Install new light MiBoxer WiFi Smart Multi Zone RGB Controller with Touch Remote - 6 Amps/Channel (OR APPROVED EQUAL)
4. REPLACEMENT OF DAMAGED STRUCTURAL METAL
a. Replace a section of square tubing on Main Control Tower.
b. Reattach power and antennae supports on Main Control Tower.
c. All metal work on tower structure shall be performed in accordance with
SECTION 05 50 14 STRUCTURAL METAL FABRICATIONS.
5. REPAINT TOWER STRUCTURE
a. Sandblast and repaint exposed surfaces of tower structure and Building 88, Main Control Tower.
Sandblasting shall be completed on all surfaces that require it for effective application of the paint.
Repainting shall include the tower structure, railings and rail fence, as well as the exterior walls of building 88 on top of the tower structure. The rail fencing can be replaced instead of repainted if it meets the same specifications of the current fencing and is of the same color as the tower structure.
Paint removal and repainting shall be performed in accordance with Section 09 97 13.27 HIGH PERFORMANCE COATINGS FOR STEEL STRUCTURES. The area shall be enclosed to control the spread of the sandblasting. The safety data sheets of all chemicals shall be sent to the 188th Environmental Manager for review and approval prior to starting of the project. All safety data sheets need to be at the worksite and available for review. The contractor is required to supply all collection systems, spill kit materials and waste drums for all generated waste. The contractor is responsible for proper collection, storage and removal of all contaminated waste produced at the site, in accordance with all state and federal regulations. Ensure that the Fort Chaffee Environmental Manager is aware of all related work procedures and waste production.
6. REPLACEMENT OF CEILING GRID
a. Remove existing ceiling grid and acoustical panels inside control tower for Building 88, Main Control Tower. Replace ceiling materials with black grid and black ceiling tiles (Armstrong OR APPROVED EQUAL) Ceiling grid and tile replacement work shall be performed in accordance with Section 09 51
00 ACOUSTICAL CEILINGS.
CONSTRUCTION PERFORMANCE PERIOD
The offeror shall identify the proposed construction performance period. The proposed performance period will not exceed 120 days. This should suffice for delivery of materials as the 188th Wing realizes that some of the work to be done could have extended lead times due to fabrication of needed materials to meet the intent of the project.
Contractor will have to submit in writing documentation of material delays and schedules of delivery for review and approval prior to ordering any said materials.

INVESTIGATION
The offeror shall accomplish the necessary field surveys and investigations by visual inspection of the construction site included in the scope of work as required considering the existing conditions. Inspection may be performed jointly with the BCE or his designated representative identifying and resolving any items requiring special attention.
CLEANUP
Residue, debris, other materials left over from removal and/or installation will be carried off base and disposed of by the contractor in compliance with laws, ordinances, and codes. Work area will be kept clean and neat, maintained in a hazard free and orderly condition.
ENVIRONMENTAL
CONTRACTOR shall be responsible for compliance with EPA/ADEQ requirements and is required to provide a list of proposed hazardous materials that will be used on the project to the Base HAZMART representative prior to commencing work (FAR 52.223-3), (DFARS 252.223-7001).
ASSUMPTIONS/EXCLUSIONS
Contractor’s proposal pricing shall be based on the following assumptions/exclusions:
The 188th Wing’s mission requirements may, on occasions, limit the availability of the Contractor to access some or all of the project area. The BCE and/or his designated representative, will provide scheduling information to the Contractor as early as possible regarding days or times when the project area will be unavailable for the Contractor.
The Government shall provide access to all work areas between 8:00 AM and 4:30 PM, central standard time, Monday through Friday, excluding holidays. All work shall be performed during these designated times.
Contractor shall utilize the 188th Civil Engineering Squadron and the 188th Communications Flight to have the existing utilities located. The 188 CES and 188 CF will locate private lines (water, sewer, sprinkler or irrigation lines, coax, telephone, etc.). A good “locate” is a mark within 18” horizontally from the actual underground facility (per American Public Works Association guidelines). The Contractor is not responsible for damages that occur as a result of incorrectly located or “not located” facility. Gas and electric facilities must be located by AOG and OG&E respectively. The marking of utilities must be scheduled and may take several days before completed.
Contractor to ensure compliance with FAA permit and will be responsible for input of the permit located on the following website and for tracking permit acceptance by the FAA. Time is included in the schedule for this requirement. Ensure 188th CES Deputy Engineer is notified of compliance.

ANTITERRORISM-OPERATIONS SECURITY-INFORMATION PROTECTION
Access and General Protection/Security Policy and Procedures. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
Employees of Contractor and all associated sub-contractors will receive Antiterrorism Level 1 awareness training incorporated in the 188th Wing base access agreement (SFS form 77).
In accordance with AFI 10-701, Operations Security, OPSEC PMs/SMO/SMNCOs/Coordinators will provide OPSEC training or training materials to contract employees within 90 days of employees’ initial assignment to the contract and annually thereafter. General organizational orientations may need to be supplemented by duty-related orientations in the work center targeted toward specific critical information and vulnerabilities associated with the work. Initial training (OPSE 1301 – OPSEC Fundamentals) and refresher training (Security Administration) are both available on the ADLS website.
The Contractor shall identify an individual who will be responsible for Operations Security. That individual will be briefed on OPSEC Awareness and Critical Information and Indicators during the first Pre-Work meeting.
The use and possession of controlled substances to include marijuana (medicinal or recreational use) on the installation is in violation of Title 10 US Code 912a.Art 112a. Contractors are notified this policy is strictly enforced and violators will be denied entry. Personnel caught on the installation can be prosecuted.
Unless waved in writing by the Government Information Protection Officer, the Contractor shall apply DoD Controlled Unclassified Information (CUI) handling procedures (e.g., cover sheets, headers, and digital encryption) to all draft and final deliverables under this PWS/SOW that contains information included on the DoD CUI Registry (OPSEC, PRVCY, CTI). Prior to being granted access to CUI Contractors and Subs must provide proof of DoD CUI training to the COR. Training is available here:

Unless waived in writing by the Government Information Protection Officer, all draft deliverables under this PWS/SOW, and working papers associated with them, shall be shredded prior to recycling or disposal.
Drafts in electronic media will be deleted or erased prior to reusing the electronic medium or space on a computer hard drive or shared server space. Final versions of products under this PWS/SOW will be delivered to the Contracting Representative (COR).
