About this file
This is a Statement of Objectives (SOO) for the design, procurement, delivery, and installation of a high-density mechanical-assist mobile shelving system at Little Rock Air Force Base, Arkansas. The 189th Logistics Readiness Squadron requires a complete turnkey solution to replace existing shelving with a modern storage system that maximizes capacity within a 19.5 feet by 48 feet footprint inside an existing building. The system must accommodate loads up to 10,000 pounds with minimal applied force (no more than 1 pound), feature mechanical-assist operation with hand cranks on both sides, and operate within a height range of 11 to 13.5 feet inclusive of vinyl flooring. The shelving configuration requires back-to-back 18-inch deep shelves (36 inches total depth) in a 4-post upright design with a minimum capacity of 405 pounds per shelf and adjustable shelves at 1-inch or 1.5-inch increments. All visible components must have a durable gray finish, and the system must include two overhead LED linear fixtures per aisle with automatic illumination tied to aisle opening and closing.
The contractor is responsible for providing all labor, materials, equipment, transportation, and supervision necessary for a complete installation within 120 days of contract award. Key deliverables include detailed factory-engineered shop drawings, site logistics plans, height compliance verification, weekly progress reports, and as-built documentation. Safety requirements mandate full-length passive mechanical safety sweeps, ADA-compliant steel ramps on both sides of the system, and all load-rating data plates. The Government will remove yellow safety pillars, dismantle and discard the existing shelving system prior to installation, provide facility access during standard operating hours (0800-1600 Monday-Friday), and supply a designated electrical circuit up to 20 amps at the center installation area. This is a 100% Total Small Business Set-Aside under FAR Subpart 12.6 for commercial items with NAICS code 337215 (Showcase, Partition, Shelving, and Locker Manufacturing), and award will be made to the responsible offeror with the lowest price meeting all specified requirements.

1.0 INTRODUCTION & BACKGROUND
This Statement of Objectives (SOO) defines the requirements for the design, procurement, delivery, and installation of a new high-density mechanical-assist mobile shelving system at Little Rock Air Force Base (LRAFB). The objective is to replace existing shelving with a modern, efficient, and safe storage solution that maximizes storage capacity within a defined footprint inside the existing building structure. The contractor shall provide all labor, materials, equipment, transportation, supervision, and project management necessary to deliver a complete, turnkey system.
2.0 SCOPE OF WORK
The contractor shall design, furnish, install, and commission a complete high-density mobile shelving system. Work includes:
[CHANGED] [Removed] [CHANGED] [Removed] Installation of new mobile carriages, rails, decking, shelving, lighting, safety systems, and accessories within the existing building footprint.
Coordination with base personnel regarding site access, yellow pillar removal, loading dock use, and installation sequencing.
[CHANGED] Submission of detailed factory-engineered shop drawings including but not limited to: rail layout, carriage dimensions, load ratings, shelving configuration, ADA ramp details, and electrical requirements.
Compliance with all dimensional, structural, operational, and safety requirements in this SOO.
3.0 PERIOD AND PLACE OF PERFORMANCE
Period of Performance: The contractor shall complete all work within 120 days from the date of contract award.
Place of Performance: Little Rock Air Force Base, AR 72099, inside the designated building storage area.
Site Access:
The building includes three loading docks.
The building is equipped with roll-up doors suitable for material handling and equipment entry.
Hours of operation are 0800–1600, Monday through Friday, excluding federal holidays.
The contractor shall coordinate all access, security requirements, and delivery logistics with base personnel.
4.0 TECHNICAL REQUIREMENTS & SYSTEM SPECIFICATIONS
4.1 General System Requirements
System must fit within a maximum floor space of 19.5 ft × 48 ft inside the building. [CHANGED] The new mobile shelving system shall run perpendicular to the existing pallet racking and shelving.
All visible components shall have a durable gray finish.
4.2 Mobile Carriages and Track System
Adjustable, anti-tip rail system.
[CHANGED] Maximum 2-inch polyvinyl decking, slip-resistant, installed between rails and integrated with the building’s concrete floor.
Solid steel end panels on all exposed carriage ends.
Low-profile end stops to prevent over-travel.
4.3 Shelving and Structural Components
Height Compliance — All shelving must be installed at a height between 11 feet and 13.5 feet, inclusive of the vinyl flooring.
Minimum 405 lbs per shelf load capacity.
Permanent, highly visible load-rating data plates required on each shelving section.
4.4 Performance and Operation
Mechanical-assist, single-reduction drive mechanism with handles. [CHANGED] Hand cranks are required on both sides of the system, and carriage handles must be installed on the 48-foot side of the system.
Carriages must move loads up to 10,000 lbs with no more than 1 lb of applied force.
4.5 Safety and Accessibility Features
Full-length passive mechanical safety sweep that halts movement upon contact.
ADA-compliant steel ramps providing smooth transition from the building floor to the deck surface. [CHANGED] Steel ADA ramps are required for both sides of the system.
All safety features must meet applicable federal and DoD standards.
4.6 Integrated Lighting System
Two overhead LED linear fixtures per aisle. [CHANGED] Lights shall be automatic, set to illuminate when the aisle is opened and turn off when closed..
5000K color temperature with aisle-specific optics for vertical illumination.
All lighting power routed from the central stationary carriage, with electrical integration coordinated with the building’s existing power infrastructure.
4.7 Building Conditions & Requirements
The contractor shall verify all building conditions, including floor levelness, ceiling height, lighting clearance, and wall obstructions prior to installation.
