About this file

This is an Official Questions and Answers document addressing vendor inquiries regarding the High-Density Mechanical-Assist Mobile Shelving System solicitation (W50S6P26Q0001) for Little Rock Air Force Base. The Q&A clarifies significant scope changes and technical specifications that were incorporated into Amendment 0001. Key scope changes include: the Government will now handle removal and disposal of existing shelving (contractor is no longer required to quote teardown labor), and the new mobile shelving system will be oriented perpendicular to existing pallet racking with an approximate footprint of 19'6" x 48'. Technical specifications confirmed include back-to-back 36" x 18" deep shelves with independent height adjustability, polyvinyl decking with a total thickness from floor to finished surface of 2" (thinner options acceptable), system height between 11 and 13.5 feet, minimum shelf load capacity of 405 lbs per shelf (450 lbs acceptable), and shelf adjustment increments of either 1" or 1-1/2". The system requires hand cranks and steel ADA ramps on both sides, full-height steel end panels on all exposed carriage ends, carriage handles on the 48-foot side, and automatic lighting with two centered lights per aisle controlled to turn on when aisles open and off when closed. Power requirements include a designated 20-amp circuit available from Civil Engineering near the central stationary carriage location, with all aisle lighting wired in series to a single connection point. Additional site conditions specify ceiling heights ranging from 25'10" to 32'6", sprinkler clearances at 31', 28', 26', and 24', and various ceiling obstructions. The Government confirmed that detailed factory-engineered shop drawings will suffice (engineer stamped drawings from a separate firm are not required), and system components need not come from a single manufacturer provided all components are fully compatible and meet safety and performance specifications.

Table of Contents1
1. Introduction2
2. Significant Scope & Layout Changes2
3. Technical Specifications & Configuration3
4. General Clarifications & Site Conditions4

1. Introduction The following questions were received in response to the solicitation. The questions and official Government answers are categorized by their impact on the scope and design of the requirement, with the most significant impact questions listed first.

2. Significant Scope & Layout Changes Q1. Disposal & Removal of Existing Shelving: Is it okay to deliver a roll-off dumpster and haul away the existing shelving that is to be disassembled? If it is not okay, where shall the existing shelving be delivered for disposal? Is there a dumpster on site to dispose of this equipment or do we need to provide our own?

A1. A contractor-provided roll-off dumpster is not required. At the customer’s request, Civil Engineering (CE) will remove the existing shelf system once all items have been removed from them to save on cost. The contractor is no longer required to quote the teardown and removal of the existing shelving.

Q2. System Orientation: The overall footprint of the system will be approximately 19’6” x 48’. By looking at the photos, it would appear that this will run perpendicular to existing pallet rack and shelving. Can you confirm this?

A2. Yes, the new mobile shelving system will run perpendicular to the existing pallet racking and shelving.

Q3. Hardware & Ramp Locations: Do you want the carriage handles on the 48’ side or the 19.5’ side? Are hand cranks and steel ADA ramps required for both sides of the system?

A3. Yes, hand cranks and steel ADA ramps are required on both sides of the system. Carriage handles should be installed on the 48-foot side of the system.

Q4. Lighting Controls & Wiring: Where do you want the central stationary?

A4. We want two automatic lights centered in each aisle, ideally set so that when the aisle is opened the lights turn on, and when it’s closed, they turn off. The incoming power to all the aisle lights should have a single point to connect building power to the shelve lighting, reducing running multiple circuits. We prefer all lights come wired in series. However, we do have the ability to connect power to whatever it takes, but knowing on the front end helps us acquire materials to make the electrical connections.

Q5. Power Availability: Will Little Rock AFB provide the required power source leading to the middle/central stationary carriage? Is there a drop for the electrical power near where the central stationary will be located?

A5. Yes, an electrical power drop is available near the location of the central stationary carriage. CE will have a designated circuit up to 20 amps to connect to the middle/center installation area for the power supply.

3. Technical Specifications & Configuration Q6. Back-to-Back Shelving: Shall shelving sections be installed in a back-to-back fashion with 36 x 18”D shelves back-to-back, so a shelf on one side can be height adjustable and not affect the 36 x 18 shelf on the other side?

A6. Yes, shelving sections should be installed in a back-to-back configuration using 36” × 18” deep shelves so that adjustments on one side do not affect the opposite side.

Q7. Decking Thickness: Does the reference to 2” polyvinyl decking mean the approximate distance from the concrete floor to top of the wood decking? Is there a reason for the 2” decking?

A7. The reference to 2” polyvinyl decking is understood to mean the total distance from the concrete floor to the top of the finished decking surface. A thinner decking option is preferred to minimize the size of the ADA ramp, but the customer is comfortable with either specification. Our flooring requirements include polyvinyl decking, an ADA compliant steel ramp, anti-slip flooring, and support for the weight requirements.

Q8. Height & Mezzanine: There are 2 different height requirements, 11’ and 13’6”. Does the 11’ high go under the mezzanine? If so, do you have a run length of the 11’ high shelving and the 13’6” shelving?

A8. No portion of the new shelving will be under the mezzanine. Per SOO Section 4.3, all shelving must be installed at a height between 11 feet and 13.5 feet. This indicates an acceptable height range for the overall system, rather than two distinct height requirements for different sections.

Q9. Shelf Capacity: Should each shelf be rated for 450 lbs. instead of 405 lbs?

A9. Per SOO Section 4.3, the requirement is a “Minimum 405 lbs per shelf load capacity.” A shelf rated for 450 lbs exceeds this minimum and is perfectly acceptable.

Q10. Shelf Adjustments: Shall each shelf be adjustable at 1” increments or 1-1/2” increments?

A10. Either 1” or 1-1/2” shelf-adjustment increments will be acceptable for this installation.

Q11. Back & End Panels: Would the back panels only be on the outside carriages? If hand cranks are required on both sides of the system, should they have full height steel end panels as well?

A11. Back panels are required only on the outside carriages. Per SOO Section 4.2, the system requires “Solid steel end panels on all exposed carriage ends.” Therefore, full height steel end panels are required on both sides.

Q12. Single Manufacturer Requirement: Will it be a requirement for the entire system to be produced by the same manufacturer?

A12. No. The Government has determined that requiring the entire system to be produced by a single manufacturer is not a requirement, provided all proposed components are fully compatible and meet all safety and performance specifications outlined in the SOO.

4. General Clarifications & Site Conditions Q13. Overall Length Constraints: Are you wanting the overall length to measure 19’-6”? 4-48” and 1-36” section of shelving will get you 19’ and with the crank and end panels the overall length will be 19’-6”.

A13. Per SOO Section 4.1, the system must fit within a “maximum floor space of 19.5 ft × 48 ft.” This represents the maximum allowable footprint boundary, not necessarily the exact required length.

Q14. Site Dimensions & Obstructions: Can you help me with information for the request regarding Ceiling Height, Clearance from floor to sprinklers, and Clearance to other ceiling obstructions?

A14. The measurements are as follows:

Ceiling Height: Max 32’6” / Min 25’10” Floor to Sprinkler: 31’, 28’, 26’, and 24’ MISC Obstructions: 21’2”, 23’, 23’6”, 25’10”, 24’4”, 23’10” (These include lights, plumbing, gas and compressed air lines, conduit, and radiate heat system).

There is a shielding against the wall at 15’ and the garage door is 21’ at the tallest and 14’ opening.

Q15. Engineering Drawings: Will detailed factory engineered shop drawings suffice or must a separate engineering firm sign off on the mobile shelving system with engineer stamped drawings?

A15. Yes, detailed factory-engineered shop drawings will suffice. They must include all required system information, such as the rail layout, carriage dimensions, load ratings, shelving configuration, ADA ramp details, and electrical requirements.

Q16. Existing Shelving Drawings: Can you provide a drawing showing the layout, size and elevation of all of the shelving units that need to be removed?

A16. A formal drawing is not available; however, photographs of the existing shelving have already been provided for reference. Note: As stated in A1, the removal of the existing shelving will be handled by Civil Engineering.
