About this file
This Request for Information (RFI) contains detailed questions and responses regarding a roof repair project for two buildings at the 187th Fighter Wing in Montgomery, Alabama. The solicitation (W50S6N25QA012) is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with an estimated project value between $100,000 and $250,000, focusing on roof repairs for Building 1804 (Munitions Complex) and Building 1801 (Civil Engineering).
Key details include site-specific information such as physical address (5187 Selma Highway), work parameters involving roof replacement and potential insulation work, and operational constraints. Notable requirements include OSHA compliance, base access protocols (2 weeks for US citizens), work restricted to Tuesday-Friday, and no formal pre-construction meeting. The project has contingent funding, meaning contract execution depends on appropriated funds availability. Contractors must provide performance and payment bonds within 10 days of award, and must accommodate occupied buildings with minimal disruption to existing operations.

1. Request for Alternate Site Visit: We were unable to attend the scheduled site visit. Can a follow-up walkthrough or escorted access be arranged for WarVet Industries prior to proposal submission? Due to limited manning, we did not have time for an additional site visit.
1. Request for Roof Drawings and As-Builts: Are as-built architectural/roof plans available for Buildings 1801 and 1804? If yes, please provide electronic access or PDF files. Original drawings for B1804 are attached. Original drawings for B1801 were not found. A floor plan of B1801 is attached. Only the roof over the second floor is being replaced in this project. The existing roof is asphalt roll roofing.
1. Photographic Records: Can the government provide recent photos of the roof areas, particularly damaged locations and areas requiring flashing or membrane work? Images of B1804 are attached. We do not have images of B1801.
1. Precise Facility Addresses or GPS Coordinates: Please confirm the physical addresses or coordinates of Buildings 1801 and 1804 for remote roof measurement tools (e.g., EagleView). Physical address is 5187 Selma Highway, Montgomery, AL 36108. See attached pdf aerial image for orientation to buildings.
1. Existing Roof Composition and Core Sample Results: Have any roof cores been performed on Building 1801 to confirm the existing roof layers and insulation thickness? If so, please share findings. Cores were taken during the site visit. However, they have been disposed of.
1. Lightning Protection Scope Clarification (Bldg 1804): Are new lightning protection components required, or only replacement of damaged components? Are UL or NFPA certifications expected? Existing lightning protection to remain. No certifications required.
1. Insulation Quantity Clarification (Bldg 1801): The amendment references 4,000 SF for pricing insulation. Is this the full roof area or just the assumed amount of potential replacement? 4000 sf is the assumed amount of potential insulation replacement. This quantity is to allow for competitive bidding. After work begins the sf amount will be paid for based on actual sf of insulation removed/replaced.
1. Access and Equipment Limitations: Are there any weight or size restrictions for equipment (e.g., cranes, lifts, dumpsters) or staging areas? Cranes and lifts must meet FAA guidelines. Both sites can accommodate a 40 yard construction dumpster or smaller.
1. Dumpster and Laydown Area Designation: Where can dumpsters, lifts, and material deliveries be staged? Will staging be inside the security fence or at a designated contractor area? A staging area will be agreed upon between the COR and the contractor after award. There are multiple options for both sites.
1. Base Access and Badging Protocols: What is the timeline and process for submitting personnel for base access vetting, and how long does it typically take to receive clearance? Base access for US citizens takes up to 2 weeks. It will take longer for personnel who have to be submitted to Immigration.
1. Safety Plan Submission Requirements: The SOW does not reference a contractor safety plan. Is a formal safety plan submission required before mobilization? If so, must it comply with EM 385-1-1 or OSHA 29 CFR 1926? A formal safety plan is not required. All work must be performed with OSHA standards.
1. Security Escort Requirements for Work Hours: The solicitation states Tuesday through Friday as standard workdays with escorts provided. Are contractor escorts available Saturday - Monday if pre-coordinated, and are additional fees incurred? Escorts are available on Mondays for B1801. Work on B1804 must be performed Tues-Friday.
1. Pre-Construction Meeting Requirements: Will a formal pre-construction meeting be held post-award, and will submittals (e.g., safety, schedule, insurance) be reviewed prior to notice to proceed? A formal pre-construction meeting will not be held. Work will be coordinated with the Contracting Officer Representatve.
1. Clarification on Crisis Plan & Essential Services: The General Requirements state the contractor must submit a Crisis Management Plan within 10 days of contract award. Are there format or content standards required? Please disregard.
1. Bonding and Insurance Details: Please confirm the deadline and format for submission of performance/payment bonds. Performance and Payment Bonds shall be required ten (10) days after contract award. Original bonds shall be provided, utilizing the SF25 form and issued by a surety registered with the Department of the Treasury
1. Coordination with Facility Utilities or Operations: Are there any known ongoing operations, HVAC equipment, or base communications near the work areas that require protection or coordination? Both buildings will be occupied during construction. HVAC equipment is pad mounted on the ground for both buildings. The contractor must use means and methods to protect existing equipment.
1. Hazardous Material Disclosure: Are there any known hazardous materials (e.g., asbestos-containing roofing materials, lead) on either structure? If not known, should the contractor carry a contingency for testing? There are no known hazardous materials in either building, which is documented in the base’s Asbestos Plan and Lead Based Paint Plan.
