About this file

This is a Request for Information (RFI) Questions and Answers document for solicitation W50S6M26QA014, addressing contractor inquiries regarding sewer pipe realignment services at the 117th Air Refueling Wing in Birmingham, Alabama.

The RFI clarifies that this is a brand-new contract with no incumbent contractor. The project involves full inspection and repairs of existing piping systems across six facilities, with all buildings equipped with 4-inch ductile iron pipe. Contractors have flexibility in selecting access points, with the main sewer line entry into each building identified as a primary option. The government provided a current sewer map as an attachment and specified that work shutdown procedures would involve notifying building occupants of temporary restroom unavailability with advance notice. The solicitation is being issued via Standard Form 1449 with a Firm Fixed Price (FFP) contract award structure based on Lowest Price Technically Acceptable criteria. Offers must include a signed SF 1449, completed CLIN schedule with pricing, representations and certifications (or SAM.gov confirmation), and two to three past performance references. A mandatory site visit is scheduled for September 1, 2026, at 10:00 AM CST, with the updated Statement of Work dated August 26, 2026. All offerors must be registered in SAM.gov and submit proposals electronically to MSgt Jonathan Werkmeister and William Hall, referencing solicitation number W50S6M26QA014.
