REPAIR FIRE SUPPRESSION, HANGAR BUILDING 138
Job #: ANG# BRKR162322 / SSL# 17069
ANG# BRKR162323 & SSL# 17070
From: David Donovan
The following items pertain to both Project BRKR162322 and Project
BRKR162323:
1. Specification Section 21 1313 – Wet Pipe Sprinkler System – Items 3.07A indicates to color code mark piping as specified in Section 09 9000 – Painting and Coatings;
however, Section 09 9000 does not indicate the fire protection piping shall be color coded. Please clarify this discrepancy.
a. Answer: Fire Suppression Pipe shall be labelled in accordance with UFC
4-211-01. Mark all exposed interior piping with plastic wrap around-type pipe labels conforming to American Society of Mechanical Engineers/American National Standards Institute (ASME/ANSI) A13.1, Scheme for the Identification of Piping Systems. Indicate the type of fluid carried and direction of flow. Labels that stick-on (adhesive backed) or are held on with straps/adhesive tape are not permitted. Labels are not required on any fire suppression system branch lines regardless of size, or mains and cross-mains less than a nominal 2-1/2 in (64 mm). Labels are not required on piping routed below the floor line in trenches or pits. At a minimum, the following labels are required.
i. FIRE PROTECTION WATER - Used on dedicated potable and non-potable fire protection water supply piping.
ii. FOAM CONCENTRATE - Used on foam concentrate piping.
iii. FIRE SPRINKLER - Used on water-only sprinkler piping.
iv. HIGH-EXPANSION FOAM - Used on Hi-Ex foam/water piping.

a. Answer: All existing AFFF Foam Concentrate must be properly containerized, transported/manifested, and incinerated at an approved permitted facility. The installation environmental manager must sign all shipping manifest and receive certification of disposal/destruction in a timely manner. Certification of disposal/destruction must include volume/weight, disposal method, and cost.
4. When the new high expansion foam systems are tested, how should that foam be disposed of?
a. Answer: All HEF, materials contaminated by HEF, and wastewater containing HEF must be properly containerized, transported/manifested, and disposed in an approved permitted facility. The installation environmental manager must sign all shipping manifest and receive certification of disposal in a timely manner. Certification of disposal must include volume/weight, disposal method, and cost.
5. Who is the project Fire Protection Engineer (FPE) to be employed by? The fire sprinkler subcontractor or the general contractor?
a. Answer: See also the response to question 10 below. The General
Contractor will ultimately be responsible for providing the services of a QFPE meeting the requirements/criteria of UFC 3-600-01. The QFPE may be employed by either the General Contractor or the fire sprinkler subcontractor.
6. Please confirm the Fire Protection Engineer (FPE) is to oversee the entire shop drawing and design process and construction. The cost of the FPE usually is a percentage of the overall contract.
a. Answer: See also responses to question 5 and 10. The Contractor shall provide a QFPE meeting the requirements/criteria set forth in UFC 3- 600-01. 7. Are there any explosion proof devices requirements in the support areas
a. Answer: Support areas directly off the hangar bay still have a Class 1 Div 2 rating up to 18” where they are not suitably cutoff from the hangar in accordance with UFC 4-211-01. Refer to life safety plans and electrical hazard drawings for hazard classifications. High hazard areas such as F102, F102A, and F103 in building 135 would require explosion proof devices throughout based on the room’s hazardous level. Installations in all hazardous areas must comply with NFPA 70 Article 500.
8. Please confirm there ARE explosion proof devices in both hangar bays.
a. Answer: Devices must be explosion proof if located below 18” in the hangar bays. Installation must comply with UFC 4-211-01 and NFPA
70. Pay attention to Chapter 3-6.19 in the UFC and Article 513 in the
NEC.

a. Answer: The existing primary power utility is owned by the 117th Air
Refueling Wing. The Contractor is responsible for providing and installing the transformer indicated on the drawings.
10. It is required that the fire protection drawings be reviewed & stamp, and the same inspector is to witness all testing and installation which is a QFPE. Who is responsible for getting this requested person and paying their cost?
a. Answer: The Contractor shall employ a QFPE meeting the requirements of UFC 3-600-01. The Contractor’s QFPE shall provide all design, hydraulic calculations, shop drawings, etc… of all fire suppression and life safety (fire alarm, mass notification, etc…) systems required by the project scope. The Contractor’s QFPE shall also provide all required on-site performance verification testing for fire suppression, high expansion foam, fire alarm, mass notification systems, etc…. Neither the A/E nor the Government will provide any construction related QFPE services.
11. There is some welding to be performed by a certified welders, getting his certification will not be a problem, but will there be a inspection by a inspector and if so what will that inspection consist of? Who will provide the inspector?

Existing as-builts have also been provided which depict the reflected ceiling plan for the original construction of each facility.
15. Are there as builts or current site utility plans available?
a. Answer: Existing as-builts have been provided. Civil drawings included in both project drawings also depict known, existing, sub-surface utilities.
16. Are controls drawings and specs available?
a. Answer: Respondent assumes this question is related to HVAC systems controls. Please advise if the question is related to other building system(s). Existing controls systems were included in the as-built documentation provided by the Government. No changes to the existing BAS systems are anticipated by the project(s) scope.
17. Are controls tied into BAS?

Please clarify this discrepancy.
a. Answer: Specification Section 01 1000 is correct. Project shall be substantially complete within 585 calendar days.
21. Drawing A2.3 – Detail 3/A2.3 indicates the frame at the overhead coiling fire door is a hollow metal frame; however, Item 2.03B in Specification Section 05 500 – Metal Fabrications indicates the door frame for overhead door opening shall be angle sections with a galvanized finish. Please clarify this discrepancy.
a. Answer: No discrepancy is present. As indicated in detail 3/A2.3 both a galvanized steel angle section “frame” or “track” and a hollow metal frame is required at this opening. A hollow metal frame “cased opening” is required to protect the exposed CMU edges of the opening. The door system itself is intended to be a face of wall mounted assembly with galvanized steel “track” or “frame” at both jambs.
