About this file
This document contains answers to questions regarding two federal contract opportunities for repair of fire suppression systems at buildings 135 and 138 in Birmingham, Alabama. The projects will replace existing Aqueous Film Forming Foam fire suppression systems with new High Expansion Foam systems to resolve life safety and code deficiencies, upgrade water supply systems, replace valves and pumps, and ensure fully functional replacement systems. One project also involves proper disposal of removed Aqueous Film Forming Foam products and equipment. The solicitations are issued by the Department of the Army Alabama Army National Guard under numbers W50S6M-20-B-0001 for services including labor, materials, equipment and supervision. The responses clarify sequencing of work stages, provide as-built drawings at the Contracting Officer's discretion, and confirm demolition of existing systems and installation of new systems may overlap in hangar areas to maintain fire protection.

The following items pertain to both Project BRKR162322 and Project BRKR162323:
1. Question: In order to accurately determine the scope of work in the project, we need information pertaining to the existing buildings that we could not verify during the Pre‐Bid Conference and site visit. Accordingly, we request the Government provide an electronic copy of the as‐built drawings of the existing buildings in .pdf format.
a. Answer: As-built drawings may be provided at the discretion of the Contracting Officer. If provided, existing documentation will not relieve the Contractor of any responsibility for work required by the Contract.
The Contractor shall visit the site in order to familiarize themselves with the existing conditions and understand the extent of work required to successfully execute the project. If additional site visits are required to to review existing conditions, prospective offers shall contact the Contracting Officer to schedule a visit.
2. Question: Submittal Development, Approvals, and Material Acquisition – Specification Section 01 1000 – Summary in the Building 135 specifications includes a Stage 1 which allows time for submittal development, approvals and material acquisition. The Bid Documents clearly indicate the work associated with Building 137 and 138 be completed prior to beginning the work on Building 135; however, Specification Section 01 1000 – Summary in the Building 138 specifications does not include a stage to allow time for submittal development, approvals and material acquisition prior to beginning work. How much time will be allowed between the Notice of Award and the Notice to Proceed for Stage 1 of Project BRKR1623223?
a. Answer: Refer to Addendum No. 1, specifications have been revised.
Refer to new specification section 01 0100 Project Consolidation, Sequencing, and Phasing and revised specification section 01 1000 –

Summary for both BRKR162322 and BRKR163323. Submittal development, approvals, and material acquisition for BRKR162323 (Building 138) is intended to occur concurrently with stage 1, Construction of the new building envelope for building 137. Submittal development, approvals, and material acquisition for BRKR162322 (Building 135) is intended to occur concurrently with BRKR162322 (Building 138).
The following items only pertain to Project BRKR162322:
3. Specification Section 01 1000 – Summary – Article 1.02, Item A states, “Project shall be substantially complete within 270 calendar days from the notice to proceed” ; however, Article 1.06 also indicates the work shall be completed in five (5) separate stages and the total number of days allowed for all of the stages of the project equals three hundred forty‐ five (345) days. Please clarify this discrepancy.
a. Answer: Refer to Addendum No. 1, specifications have been revised.
Refer to new specification section 01 0100 Project Consolidation, Summary for both BRKR162322 and BRKR163323.
4. Specification Section 01 1000 – Summary – Article 1.06, Item C.5a states regarding the Stage 5 work, “Upon testing and acceptance of the new systems, the Contractor will be authorized to demolish existing systems and make repairs to existing finishes as required”; however, Drawing FP401 indicates piping and components for the new HEF fire suppression system will occupy some of the same space as the existing AFFF fire suppression system being removed. Accordingly, the existing AFFF fire suppression system must be taken out of service and demolition of the existing system must begin during the Stage 4 work rather than the Stage 5 work. Will it be acceptable to begin demolition of the existing AFFF fire suppression system in AFF Equipment Area F111 during the Stage 4 work?
a. Answer: Refer to Addendum No. 1, specifications have been revised.
Refer to new specification section 01 0100 Project Consolidation, Sequencing, and Phasing and revised specification section 01 1000 – Summary for both BRKR162322 and BRKR163323. Removing AFFF systems from service prior to installation of new HEF systems is acceptable within the hangar areas. Intent is to maintain existing fire protection and life safety systems in ancillary shop and administrative spaces in service until new systems are operational and ready to be placed into service.
