PROJECT CONSOLIDATION, SEQUENCING, AND PHASING 01 0100 - 1
SECTION 00 0100 – PROJECT CONSOLIDATION, SEQUENCING, AND PHASING
PART 1 GENERAL
1.01 SECTION INCLUDES:
A. Project Consolidation and Government Intent B. Overall Contract Duration and Sequencing C. Sequencing Requirements, Contractor’s Responsibility, & Minimum Government
Expectations D. Maintaining Existing Systems in Operation E. Construction Schedule & Issuance of Notice to Proceed
1.02 PROJECT CONSOLIDATION AND GOVERNMENT INTENT
A. It is the intent of the Government to award construction of BRKR162322, Repair Fire Suppression Fuel Cell, Building 135 and BRKR162323, Repair Fire Suppression, Hangar, Building 138 within one firm fixed price contract in accordance with the solicitation requirements provided by the Government to prospective Contractors.
1.03 OVERALL CONTRACT DURATION AND SEQUENCING
A. The consolidated award of BRKR162322 and BRKR162323 shall be substantially complete within 585 calendar days from the date established by the Contracting Officer in the Notice to Proceed.
B. The work will be completed across multiple phases - refer to Specification Section 01 1000 – Summary for BRKR162322 and BRKR162323 for specific phasing requirements and durations applicable for each facility included within the consolidated award for construction. However, the overall work of each facility shall be completed as follows:
C. The work of BRKR162323, Repair Fire Suppression, Hangar, Building 138 shall be substantially complete within 270 days from the date established by the Contracting Officer in the Notice to proceed for the consolidated project.
1. Upon completion and acceptance of the work of Building 138, the Contracting Officer will issue a notice to proceed with the work at Building 135. Work may not begin at Building 138 prior written notification from the Contracting Officer.
PROJECT CONSOLIDATION, SEQUENCING, AND PHASING 01 0100 - 2
2. Provide Contracting Officer with a minimum 21 day notice prior to anticipated start date for the work of Building 135 to allow for coordination of maintenance activities and schedules.
D. The work of BRKR162322, Repair Fire Suppression, Fuel Cell, Building 135 shall be substantially complete within 585 days overall from the date established by the Contracting Officer in the Notice to proceed for the consolidated project.
E. The work of BRKR162323 must be completed first in order to allow for continued operations within Building 135. The existing fire pump serving Building 135 and Building 138 (located within the existing fire protection room of Building 135) shall also remain in operation for the duration of the construction activities associated with BRKR162323, Repair Fire Suppression, Hangar, Building 138.
1.04 SEQUENCING REQUIREMENTS, CONTRACTOR’S RESPONSIBILITY, &
MINIMUM GOVERNMENT EXPECTATIONS
A. Project sequencing, scheduling, and construction means and methods are the sole responsibility of the awarded general contractor.
B. However, the Government requires both projects (BRKR162322 and BRKR162323) to be phased in order to allow for continuity of ongoing maintenance activities associated with the KC-135 flying mission operating out of Buildings 135 and 138. As such, the Contactor shall sequence and phase the work to meet the following minimum expectations:
1. The Government’s access to, and ability to operate KC135 maintenance activities from, a minimum of one hangar bay must be maintained at all times throughout the duration of the work associated with both BRKR162322 and BRKR162323.
2. The Government will require a fire watch be posted at all times when an airplane is present within a facility that is not fully protected by automatic sprinkler systems and automatic detection/releasing system. The fire watch will be provided by the Government at no cost to the Contractor. However, the Contractor will coordinate the work to minimize, to the greatest extent possible, the amount of time that the Government is required to post a fire watch.
3. Unobstructed access to the hangar bays for the maximum amount of time possible during the duration of the work is the primary requirement to allow for ongoing maintenance activities. As such, the Contractor will:
i. Sequence demolition of existing work scheduled to be removed and installation of new work to be concurrent activities within each hangar bay.
ii. Begin work within each hangar bay only after 21-day prior notification to the Government and after a written notice to proceed has been issued by the Contracting Officer.
PROJECT CONSOLIDATION, SEQUENCING, AND PHASING 01 0100 - 3
iii. Complete work within each hangar bay within the timeframes specified for each facility – refer to specification section 01 1000 for each project for required maximum durations.
iv. Begin work within each hangar bay after procurement and delivery to the job site of all materials required to complete the work required by the project scope within each hangar bay.
4. Ancillary Spaces (administrative and support shops):
i. Access to and ongoing use of ancillary spaces is also of importance to allow for ongoing maintenance operations; however, it is secondary to access to the Hangar Bays.
ii. As such the Contractor shall phase the work in a manner that ensures only one ancillary space is un-occupiable by the Government at any given time.
iii. It is anticipated that each area will be un-occupiable due to construction activities at two different times during the work within each facility to allow for existing systems to remain in place until new systems are placed into operation.
iv. More than two interruptions to a single space will not be permitted.
v. Refer to section 01 1000 – Summary for specific construction duration limits for each project scope.
1.05 MAINTAINING EXISTING SYSTEMS IN OPERATION
A. The Contractor shall, to the greatest extent possible, maintain existing fire suppression and life safety systems in operation until new systems are installed and operational. As such, the Contractor shall:
1. Begin construction activities with the work of BRKR162323, Repair Fire Suppression, Hangar, Building 138 in order to install new fire pumps that will ultimately provide fire protection water service to both facilities. During construction of BRKR162323, the existing fire pump serving both buildings 135 and 138 (located within the fire protection room of building 135) will remain in place and operational.
i. The Contractor will coordinate with Base Civil Engineer to schedule shutdown of building 135 water supply only as required to reconfigure the existing piping systems around existing backflow preventor in building 137 as noted on the drawings for BRKR162323. All preparatory work required to limit water supply interruption shall be accomplished by the Contractor prior to initiating the water supply interruption. Interruption shall be limited to 72 hours and be coordinated with a non-UTA weekend.
Coordinate with Base Civil Engineer and Base Fire Chief to post a fire watch (to be provided by the Government) if required during the
PROJECT CONSOLIDATION, SEQUENCING, AND PHASING 01 0100 - 4
interruption. Provide a minimum 14 day prior notice to the Government in order to coordinate interruption with Owner's activities.
2. Keep, protect, and maintain in operation all existing life safety systems within ancillary shop and administrative spaces until new systems have been installed, tested, and are ready to be placed in operation.
i. This requirement does not apply to the hangar bays. It is the Government’s preference to limit the timeframe in which construction activities will prevent access to the Hangar bay in lieu of minimizing duration that fire protection and life safety systems are non-operational.
1. However, immediately upon commencing work within the hangar bay, the Contractor will install one manual pull station within the hangar bay and temporarily connect this manual pull station to either the existing fire alarm system or new fire alarm system (whichever is currently in operation and intended to remain in operation for the remainder of the work). The intent is to have a location available to the fire watch in which to notify building occupants of an emergency event within the hangar that requires evacuation of adjacent administrative and shop spaces. This manual pull station may be temporary and removed upon completion or new and be incorporated into the completed work.
However, the location of the pull station will be as directed by the base fire marshal on site.
ii. In ancillary spaces is anticipated that Contractor will install new systems one space at a time until the system is complete, operational, and certified.
Following certification of the new system the existing systems will be removed from service and existing systems and components demolished one space at a time.
1.06 CONSTRUCTION SCHEDULE & ISSUANCE OF NOTICE TO PROCEED
A. The Contractor will submit a detailed project schedule and phasing plan of the entire consolidated project for review and approval by the Government prior to any on-site work commencing.
B. Upon approval of the schedule and phasing plan the Government will issue a Notice to Proceed with on-site activities.
C. Notice to proceed date will be negotiated based upon the Contractor’s proposed schedule and ongoing aircraft maintenance requirements/schedules.
D. Contractor’s proposed schedule shall incorporate all phasing durations listed in this specification section as well as Section 01 1000 – Summary for both BRKR162322 and BRKR162323. Adjustments to the prescribed phasing durations for each project will be
PROJECT CONSOLIDATION, SEQUENCING, AND PHASING 01 0100 - 5
considered by the Government upon request and when submitted within the comprehensive project schedule
