Q01: With the introducon of fuels and running of engines inside the building, will any modificaons to the fire alarm system be required for this project?

A01: No changes to the building fire alarm system are required. JBER fire chief has reviewed the project plans and validated the exisng system capabilies.

Q02: Will the government provided control cabinets require shutdown contacts from the fire alarm system?

A02: No requirement.

Q03: Can the government provide cut sheets on the equipment it will be providing?

A03: Equipment to be installed are listed in Atachment 4.

Q04: Is the exisng electrical service sized appropriately to accommodate the addional loads to be added by this scope?

A04: To be determined by the contractor.

Q05: Atachment 4 has power requirements for an Instrumentaon & Control Cabinet, and the fuel and oil skid with a Fuel Pump and an oil pump. Is there anything else that will require an electrical connecon?

A05: No electrical connecons beyond those listed are required.

Q06: Will the government be making the final connecons to the equipment from the controller or will that be the responsibility of the contractor?

A06: Contractor will be responsible for providing connecons from the building systems to the equipment. The government will install inter-equipment connecons.

Q07: Will engineering be required?

A07: To be determined by the contractor.

Q08: Are there any requirements for leak detecon on the fuel system?

A08: No requirement.

Q09: The provided drawing (atachment 2) calls for a New Service Disconnect. Please confirm that this is a disconnect for the equipment and not a New Service Disconnect.

A09: confirmed. This is intended to be a service disconnect for the equipment. Per the SOW, contractor shall provide/install electrical panels, switches, and connecons needed to power control cab, distribuon box, electrical starter unit, and fuel system as shown on the atachments.

Q10: Opon 003 call for the installaon of approx. 1000’ of fiber to building 15437. Can the government confirm that there is a spare innerduct and adequate space in the exisng raceway from MH237A all the way to the communicaons hub in Building 16430?

A10: For opon Bid Item #2 the government confirms that there is space in the innerduct from building 16430 to MH E237A. The contractor will be responsible for installing innerduct from the manhole to bldg. 15437.

Q11: Please confirm if structural drawings will be required for the canopy and concrete foong and stamped by an Alaska engineer?

A11: The government confirms that new structural drawings need to be stamped by a Professional Engineer.

Q12: Please confirm that no soil analysis is needed for the concrete pad and foongs and that the new concrete pad and foong will reside on compacted nave soil.

A12: To be determined by the contractor.

Q13: Please indicate any test requirements for concrete, compacon, welds, cabling, or other special inspecons.

A13: All work shall be in accordance with UFC criteria, building codes, local direcves, and standard pracces.

Q14: Please confirm that the Instrumentaon and Control Cab with dimensions of 8’x8’x20’ is not part of the equipment to be placed on the new concrete pad.

A14: The government confirms that the control cab will not be placed on the new concrete pad. The new concrete pad is intended to support the fuel skid.

Q15: Please confirm that the proposed locaon of the concrete slab and foongs will not impact the exisng building concrete foong.

A15: The government confirms that the concrete foongs and slab are not intended to e into or impact the exisng building foundaon. The contractor is responsible for ensuring new foundaon and canopy systems do not degrade the exisng structure.

Q16: Please confirm if mil cerficaons will be required for canopy and rebar.

A16: No requirement.

Q17: A painted plywood board with ground connecon and 4” PVC pipe in the floor is next to a steel column on the North Wall. Please indicate if this is the locaon for the new Comm Panel.

A17: Use of the exisng plywood board for the new comm panel is acceptable.

Q18: Please confirm that a new 4” PVC pipe will need to enter the building in proximity of the exisng, through the concrete foundaon and that the concrete slab will need cut and removed for this and new concrete placed back for slab will need rebar doweled and concrete painted to match?

A18: The government confirms that this is an acceptable locaon and method for installing the new innerduct building entry. The government notes that opon bid #1 requires the installaon of two (2) 4” PVC ducts. If the contractor intends to use the exisng 4” PVC noted in queson 7, the contractor will be responsible for verifying the suitability of the exisng duct.

Q19: Please confirm if new electrical conduit will need to install behind interior metal paneling.

A19: No requirement.

Q20: One of the duct openings that was laid out with blue tape is in the path of the building brace rods. Please confirm if this opening can move up without interfering with steel girts above. If moving the opening up interferes with the steel girt can the steel girt locaon be altered, and will this require any modificaons to the structure of the building? Also, will the exterior metal siding panels need replaced due to exposed fastener holes?

A20: The locaons of the vents and service disconnect are esmates. Openings may be adjusted to allow for clearance from building structural systems. If contractor’s soluon creates exposed fastener holes, the contractor will submit a correcve acon plan to be approved by the Govt.

Q21: Please confirm if a dig permit is required for any comm trenching and hyrdo-boring.

A21: Yes. An AF103 Base Civil Engineering Work Clearance Request will be required to be submited by the contractor. Please contact 773rd CES in building 6236 for informaon on subming this request.

Q22: Can addional informaon be provided on the ducng needed? Or are there other engine test cell drawings for reference?

A28: No. This is intended to be a service disconnect for the equipment. Per the SOW, contractor shall provide/install electrical panels, switches, and connecons needed to power control cab, distribuon box, electrical starter unit, and fuel system as shown on the atachments.

Q29: Can a basis of design or any relevant informaon from another engine test facility be provided? Also, use of silencers or other equipment in conjuncon with the duct was menoned in the site visit. May we ask for any informaon on that as well?

A29: The solicitaon has been amended (amendment 3) to add pictures and drawings for similar roof vented systems. They will need to be adapted for wall vents, but this should provide a beter picture of what we are looking for. No silencers will be required in conjuncon with the duct system.
