3 PROJECT OBJECTIVE

Non-personal services: Provide all plant, labor, new and current material, transportation, tools, equipment, appliances, supplies, services, permits, insurance, and supervision necessary to ADAL Engine Test Facility IAW this Statement of Work (SOW) and the attached drawings and specifications.

Objective of project is to modify Bldg.15437 (warm storage warehouse) to house equipment needed to test helicopter engines after having been worked on and before they are used for actual flight. Majority of equipment received will be inside the existing building, but a covered fuel containment dike will need to be constructed to house the fueling system needed to run the helicopter engines. Locations and specifications of equipment is shown on attachments.

0001 - BASE BID

Construct Covered Fuel Containment Dike.

Build monolithic slab on grade level 3,000 psi 8 inch thick concrete pad, 20 foot long by 15 foot wide orientated as shown on Attachment 1. Pad shall have 1 foot wide curbs within all outer edges of pad that are 1 foot higher that finished floor elevation and shall be 1 foot deeper than bottom of pad concrete.

Curbs shall remain same width throughout their height/length and be tied into pad via industry standard #5 rebar 6x6 box configuration. Curbs and pad will be covered with continuous fuel resistant rubber membrane specifically made for this purpose and shall be terminated along edges with aluminum transition to keep edges from degrading and shall be weld sealed in accordance with manufacturers recommendation along all edges where any pieces adjoin. Curb shall have 2 foot long horizontal 2 inch diameter corrugated steel pipe with brass ¼ turn valve installed perpendicular to length of curb and installed about halfway down from top of curb.

Construct red iron framed canopy with corrugated steel roofing over diked area. Roof shall extend two feet beyond dike curbs and shall be designed/constructed to withstand local wind load requirements and fasteners designed for this purpose shall be used throughout. Finish on corrugated metal and flashing shall match adjacent Bldg. 15437 in color. Design of cross bracing and height of structural members shall not impede fuel skid from being placed on dike under canopy. Dimensions of fuel skid unit can be seen on Attachment 4 for planning purposes and column footings shall be excavated via hydro-boring or pile driven as to minimize disturbance to Building 15437 footings and surrounding utilities.

Install Exhaust/Supply Ducting.

Cut holes in walls and install insulated exhaust/supply ducting needed to run engine dynameter. Install bracing needed to properly support ducting while equipment is running. Properly flash and insulate along all edges to contain airflow and control moisture. Cut minimally sized hole in gable end wall closest to fuel skid to allow fuel hoses to be brought through opening and install weather flapping and cover to keep air and moisture from entering. Attachment 2 shows approximate location/configuration of equipment to be operated in this facility. All work shall be in accordance with UFC criteria, building codes, local directives, and standard practices.

Install Electrical Panels.

Provide/install electrical panels, switches, and connections needed to power control cab, distribution box, electrical starter unit, and fuel system as shown on the attachments. All work shall be in accordance with UFC criteria, building codes, local directives, and standard practices.

Secure Equipment to Floors/Walls.

Adequately bolt duct bracing and all equipment shown on attachments to existing 6-inch-thick concrete floor to keep it from shifting. In addition, properly strap all equipment needing extra support to roof and wall framing systems to meet earthquake zoning requirements. Lastly, metal canopies will need to be fabricated/installed and extend out from the building about two feet over each of the newly installed louvered ducts on the exterior walls. These canopies will aesthetically match existing building.

OPTIONS

0002 – Install Communications Ducting/Panel.

Excavate and core drill communications manhole (MH) 237A to install 2 each 4-inch PVC ducts.

Trench and extend this new ducting as shown on Attachment 5 to the northwest corner of Bldg. 15437.

Ducts shall be a minimum of 2 feet deep, cross existing buried stainless steel liquid fuels line that parallels northside of Bldg.15437 with a ten-foot offset at 90 degrees, and trench shall be hand dug or excavated with vacuum truck within ten feet of crossing fuel line. New ducting shall have trace wiring installed. Install plywood with communications panel to facilitate both telephone and computer connectivity as shown on Attachment 6 on west interior wall. Install one telephone and one computer outlet on west interior wall adjacent to communications panel.

0003 – Install Communications Wiring.

Install approximately 1,000 Linear Feet of 12 strand single mode fiber optic telecommunication wiring from Hangar 11 (Bldg.16430) communications hub to new panel in Bldg.15437. Cost for termination of wiring shall be included as part of this item.
