Amendment 0002 – Q&A
1. There are no Government Safety Requirements in the specifications. Is a Site and Safety Health Officer (SSHO) required?
A: No specific safety requirements are listed in the specifications. However, Section 010000 (DIVISION 01 – General Requirements) para 18.1 states “The contractor shall comply with all applicable Federal, State, Local, DOD, National Guard Bureau, Army and Air Force regulations pertaining to safety, traffic control and fire prevention.”
2. If so, can the project superintendent be the SSHO and CQCSM?
A: Yes
3. Per 011000-1.9.B, is Microsoft Project an approved Critical Path Method (CPM) format?
A: Yes
4. Per 00010, would the government allow electronic bid submission due to the current state of the pandemic?
A: Para 2 of Section 00010 states “electronic submission of bids will not be accepted.”
5. Please confirm that the hangar bay will be empty and available for contractor use during the construction period.
A: The hangar bay will be available for contractor use during the construction period. However, with a PoP of 270 days (assuming 1 Mar 22’ start, PoP ends in end of Nov 22’) and the potential for supply chain issues to delay the delivery of certain parts, we expect the contractor will coordinate scheduling and work with the 176CES & 176MXG in the event hangar space is needed.
6. Note 2 from drawing M-6.2 states; THE DDC SHALL RECEIVE ONE INPUT POINT FROM THE F/A SYSTEM (WHICH WILL BE AN ADDITIONAL ADDRESSABLE RELAY MODULE FROM THEIR SYSTEM INSTALLED BY ATS) Please clarify if ATS will be the exclusive Fire Alarm contractor for this project and if their work is to be included in the contracts bid or if ATS will be contracted directly by the Government?
A: ATS is not required to be exclusive fire alarm contractor. Ensure compatibility with existing system(s). This work shall be included in the offeror’s bid.
7. What do we do with components on wall (i.e. inverter outlet box, conduit, etc.), in way of construction?
A: Relocate components as necessary.
W50S6L22B0001
8. Spec Section 01500.2.1 paragraphs A, B & C call for a field office for the contractor as well as office space for the Government. Can a designated area within the work space inside the Hangar be substituted for these requirements? If not please provide a location where the temporary offices will be staged on site.
A: A designated contractor workspace may be located inside the Hangar bay. Government office space is not required for project. Government personnel will be working from an existing work location (7252 Gibson Ave at the 176CES building).
9. Please provide the manufacturer and model of the existing fire alarm control panel.
A: The main panel is EST (Edwards Systems Technology). It is an EST 3 R 230.
10. Will bathroom facilities in the building be available for construction personnel?
A: Yes, contractors may use the bathrooms in the facility.
