About this file
This document contains questions and answers regarding solicitation number W50S6K23Q0003 for EMCS/DDC recommissioning services at Eielson Air Force Base in Alaska. The scope of work involves recommissioning the direct digital control systems in 12 buildings on base, including verifying system operation, assessing and documenting current operating strategies, performing functional and calibration tests, and implementing diagnostic monitoring and trending. The contractor will be required to have an office within 100 miles of Eielson AFB, proof of authorization to work on Schneider Electric systems, and applicable state business and contracting licenses. The period of performance may be extended up to 365 calendar days to allow sufficient time to complete the recommissioning at all 12 buildings.

1. I have a question concerning the listed opportunity for EMCS/DDC Recommissioning.
In the scope it mentions the system was never properly commissioned and keeps dropping offline. What type of connectivity media is being used? (ie: fiber, copper, radio etc.)
Answer: Fiber
1) We are requesting a Bid Date extension of at least a week or more depending on when we receive answers to these questions below.
Answer: CE is fine with allowing an additional few days for bids.
2) We are requesting an extension of the Period of Performance to 365 days (1 year). Needed to allow enough time to prepare Commissioning Documents, perform the commissioning on 12 buildings and generate reports. This is related to the Scope of Work as described in RFP.
Answer: CE would support a POP of 365 days as long as the contractor doesn’t delay their start time because they have more to complete.
3) Was it your intension to require the Contractor to have a full-time office withing 100 miles of Eielson AFB. To ensure the ability of the Contractor to respond quickly, on site, to problems which may occur.
Answer: Yes
4) Was it your intension to require the Contractor have proof of Schneider Electric authorization to work on their systems.
Answer: Yes
5) Was it your intension to require Contractor show proof of Alaska Business License and Contractors License.
Answer: Yes
6) Please help clarify the Scope of Work by answering the following questions:
a. Our understanding of the Scope of Work is that it covers recommissioning each building’s DDC (control) system, not the Mechanical Equipment. Is that correct?
b. Repairs to the DDC (controls) system and Mechanical systems are not part of this recommissioning. This includes repairs or changes to the DDC system programming in each building, beyond minor changes. Deficiencies would be listed in our Recommissioning Report with recommendations. Cost proposals for repairs would be provided upon request. Is that the correct approach?
Answer: Yes
c. One of the primary problems now with the DDC system, as we understand, is network communication, between the buildings and graphical host server located in Bldg. 3225.
Resolving these problems would then be one of the first objectives of this recommissioning. And due to the nature of this issue we would make configuration/programming repairs as we proceed, but not network hardware issues we might encounter. Is that correct assumption?
7) In the RFP it indicates Attachment #3 will have a Submittal Register. No Submittal Register was attached. Will a Submittal Register be provided?
Answer: Yes the government will provide a submittal register.
8) Please see below questions from our other Team members. Some may be similar questions as listed above.
1. Please confirm the “Perform calibration and maintenance checks” in regards to the “calibration” requirement is solely for the electrical and utility metering systems and does not include all DDC measuring devices. We assume the “maintenance checks” would be confirmed during the functional testing of all DDC systems.
Answer: Correct, the “calibration” requirement is solely for the electrical and utility metering systems and does not include all DDC measuring devices.
2. Please confirm, repair of control devices is not part of the scope of work. While performing the scope of work, the contractor would only identify items requiring repair.
Answer: Correct, contractor will identify items requiring repair and produce a report with recommendations to the government.
3. Please confirm “Perform Functional Tests” will include all DDC controlled systems, including all terminal units, in each facility controlled by the DDC System.
Answer: Correct.
4. Please confirm “Perform Functional Tests” will be limited to verification of system operation as currently programmed and shown on existing Record Documents for the DDC systems. (This is where you will note in your narrative, that minor changes and corrections will be included at the time of the FPT, i.e. wrong setpoints, bad schedules, loose damper actuator, little things that take 5 minutes to fix)
Answer: Correct.
5. Please confirm, “Assess and document the current operating strategies…” will be the standard recommissioning process of reviewing existing operating strategies against current use/needs and making recommendations to address issues found. As these issues will be unknown at this time, correction of the issues is not part of the scope of work, but creating a commissioning report listing the issues and recommending corrections will be part of the scope.
Answer: Correct.
6. Please confirm, “implement diagnostic monitoring / trending” requires trending after the recommissioning work is completed to demonstrate the compliance of the work with the PWS.
Answer: Correct.
7. Given the typical nature of recommissioning, we recommend the RFP be modified to require two separate trending periods for the DDC systems. First to be during the heating season and again during the cooling season to assure proper operation of systems during each season and to assure transition of systems between seasons.
Answer: If contracting allows this, then yes, it is a very good idea.
8. At the end of the PWS 6.0 Attachments lists Attachment 3: Submittal Register, that was not included in the solicitation list of downloadable documents. Will it be provided by amendment?
A: Yes, solicitation will be amended to provide attachment.
1 Does the building automation front-end graphics server have Schneider Electric EcoStruxure, Continuum, TAC/CSI, or Invensys software? Likewise, what manufacturer/generation are the controllers?
Answer: MICROZONE II Controllers MZ2A Series Manufactured by Schneider Electric
2 Additional information is requested for the buildings in order to provide an accurate estimate of the time required - one or more of the following would help: Floor Area, Building Use, Schedule of BAS-controlled HVAC and meters, Floor Plans, BAS user interface screen captures, and BAS & Meter network drawings and/or control diagrams
Answer: see B3 from previous project
3 Contact information for the Schneider Electric contractor and/or lead technician who worked on the recent BAS project is requested.
Answer: Not sure of the legalities of this question.
4 Is the 120-day Period of Performance workdays or calendar days?
Answer: Calendar days but can be extended.
