Repair EMCS and Meters, Eielson Air Force Base, AK

14 Aug 2020

1. A Water Meter Piping Diagram is shown on sheet M-001. Please furnish a condensate meter piping diagram

Response: This project contains a mixture of replacing existing water meters and installing new water meters where ones do not currently exist. If replacing an existing meter, the intent is for a one-for-one change out without modification of the surrounding piping, except as needed to support the meter installation. New water meter installs should be in accordance with the water meter piping diagram on sheet M-001.

Condensate meters will follow the same diagram and logic as the water meters.

2. Q. We installed the following meter in Building 3180 in 2013 under Contract W91ZRU-10-D-0015-003, Project FTQW08-2912: Badger Recordall Model 120 disc meter with ER420 totalizer.

2A Q: Perhaps this meter just needs a new totalizer or output signal?

R. - B1171 and B3225 have 3” water meters. This can be confirmed by the contractor during the pre-bid site visit. The intent is to install the same style/specified water meters which are being used for the 16-2602 project.

R. B3180 does have a newer meter from that more recent remodel. We are fine with this staying in service (therefore excluding it from 20-2004). The contractor will be responsible for incorporating it into the new DDC under the primary 16- 2602 project.

3. Q Specification Section 01 11 00, Summary of Work, paragraphs 1.1 and 1.6 discuss “Salvage Plan” and “Salvage of Materials and Equipment.” The specifications do not include Division 02 specifications which normally detail the requirements of existing conditions remediation and salvage. Would the Government provide a list of locations and items to include in the salvage plan?

R There are no known items that will require salvage.

4. Q In Specification Section 01 33 00, paragraph 1.6.1., the contractor is to use the submittal register provided by the Government. After award, will the Government provide the submittal register in MS Word or Excel format?

R The submittal register will be provided in Excel format.

5. Q Is an AF Form 103, BCE Work Clearance Request form (dig permit) required to be processed if options are awarded?

R An AF103 will be required regardless of whether the options are awarded (i.e. an AF103 will be required for the base bid).

6. Q Specification 01 35 26, Government Safety Requirements appears to be the standard USACE spec. Is a standard lift plan required as a submittal for the components utilized in the features of work for this contract?

R A standard lift plan submittal will be required.

7. Q Specification Section 01 50 00: Is a contractor office required to have conference room area for weekly meetings, or can these be held in a Government facility?

R. A Government facility (B3225) can be utilized.

8 Q. Specification Section 01 50 00 discusses road closures and temporary traffic provisions. Is West Loop able to be closed for the portion required to install the underground crossing?

R. At this time, it is anticipated that a closure of West Loop will be allowable.

However, the final call on road closure locations, dates, times, and durations will be subject to approval by the 354FW, as they own that road.

9. Q Specification Section 01 50 00 states backflow preventers are utilized in temporary facility application, but does not state how or where this occurs. Is the application of the temporary backflow preventers for re-routing facility water supply while new water meters are installed and tested? Does this apply to all facilities receiving new water meters per Drawing M-001?

R. Temporary backflow preventers will only be required if an existing backflow must be bypassed in order to perform water meter work. This is not expected but the language was included due to the potential for unforeseen conditions.

10. Q Specification section 22 00 00 identifies backflow prevention devices, please confirm this spec applies to the single, new device to be installed in Bldg 3130, per Drawing M-112. Is this correct?

R This is the correct understanding.

11. Q Division 03 and 32 specifications related to concrete work are not included in the solicitation. CLIN 0003, Option, includes underground work to connect Buildings 3127 and 3128. A road crossing is involved that currently has concrete curb and gutter. Approximately 6 – 8 LF each side of street requires demolition.

As part of the process would new sections of concrete curb and gutter be required and if so, what would be the specification for this?

R Repair of curb and gutter would be required. A specification for can be provided according to UFGS 32 16 19.

12. Q If the curb and gutter is demolished, can it be disposed of on base at the Spruce Lake site?

R It will be at the discretion of 354 CES Natural Resources whether they will accept the material for on base disposal. It will be the responsibility of the contractor to perform this coordination. If Natural Resources does not accept the material, then it will need to be hauled off base. Please note that all excavations are occurring in areas of no known contamination, therefore the generic Sampling and Analysis Plan applies.

13. Q Would demolished asphalt be disposed of on Eielson AFB, or hauled off-base?

R Hauled off base.

14. Q: Drawing M-003 does not indicate one or two at the 90-deg turns, but the narrative seems to contradict the drawing.

A: One handhole will be required as shown on M-003 and detail 2/M-001.

SECTION 01 57 19

1.3 SUBMITTALS

SD-01 Preconstruction Submittals: Employee Training Records

15. Q: What specific environmental training records are required?

Date and location subject to change. No training on Federal Holidays. Please RSVP to ensure a seat and confirm date/location has not changed. It is the responsibility of the Contractor to coordinate with the Program Manager, Ariane Glover, (907-377-1659) to attend training prior to the start of field work.

Additionally, all contractors working on the installation are required to take the Environmental Management System (EMS) General Awareness Training (Course EMS100AFIT00004) offered on TEACH (7 min duration). Training can be accessed electronically at the following site: https://usaf.learningbuilder.com.

Training certificates will be required as a submittal and be provided to the EMS Coordinator via email at glover.ariane@us.af.mil prior to receiving the Environmental Element signature on the AF Form 103, "Work Clearance Request."

The Environmental office will not sign the Contractor's Work Clearance

Request (AF Form 103) if the Contractor has not attended the hazardous and solid waste training and EMS training.

SD-06 Test Reports

16. Q: Solid waste management report is the only one listed. Are there other environmental tests required?

A: The Contractor shall subject a representative sample of each type of hazardous waste (or potentially Hazardous Waste)generated to the applicable laboratory test to make an appropriated waste determination at the point of generation (in accordance with 40 CFR 262.11) such as the Toxic Characteristic Leaching Procedure (TLCP) and pH testing, as needed.

Sampling and testing for appropriate metals, and volatile and semi-volatile chemicals shall be performed by an independent, EPA approved test laboratory that is regularly engaged in the sampling and testing of hazardous materials and waste. Provide the test results to Eielson’s Hazardous Waste Facility before transferring the waste to the facility. Refer to the Waste Disposal and Borrow Pit Worksheet for additional hazardous waste handling requirements.

17. Q: Are there records of previous LBP or Asbestos contamination for any of these facilities?

A: The proposed project involves renovating or repairing an old structure. The contractor must contact Insulation Shop (CEO/CEOII) by phone (907-377-5133) or by email (charles.herbert@us.af.mil, james.walsh.23@us.af.mil) prior to the work to obtain more details and to inspect the old site records for asbestos. If asbestos is discovered, an asbestos plan will be required and must include the following:

1. All asbestos waste disposal records shall be signed by CEO/CEOII prior to removal of such waste from the base. A copy of the completed manifest (signed by the receiving landfill) shall be submitted to CEO/CEOII and CES/CEIE.

2. The contractor shall follow Section 2.1.13, below, of the Eielson AFB Asbestos Management and Operations Plan (AMOP). A copy of the AMOP may be obtained from 354 CES/CEIEC.

3. The Contractor is:

b. Responsible for making proper notification and providing copies to CES/CEIEC and CEO/CEOII.

c. Prior to final approval of job completion, a copy of asbestos removal procedures, amounts removed, type of product removed, location of removal actions and residual product left in place be provided to CEO/CEOII Insulation Shop, Tel# 907-377-5133 or via email to charles.herbert@us.af.mil or to andrew.broome@us.af.mil. This is required for updates to the facility asbestos register maintained by the Insulation Shop in accordance with 40 CFR 763, AFI32- 1052 and AFOSH 161-21.

Due to the age of the following facilities: B3127 (1954) and B3180 (1956), lead based paint may be present, therefore, a lead-based paint survey will be required for the above listed facilities, if disturbing painted surfaces in areas not previously sampled.

Survey and sampling is the responsibility of the proponent. Note that previous sampling at B3180 showed lead present above regulatory limits in wall tiles. Please contact the Toxics Program Manager for previous sampling results and locations surveyed. No records exist for previous sampling at B3127.

Please use appropriate PPE and follow disposal requirements, as needed. If disposing of surfaces with paint coatings, a TCLP lead sample (using Method 1311 in SW-846) will be required. Any results greater than or equal to 5 ppm must be handled and disposed of as hazardous waste. Note that an exemption exists for scrap metal recycling for metal exhibiting a characteristic waste. Scrap metal not recycled in accordance with the regulations is not excluded under 40 CFR 261.4(a)(13) or exempt under 261.6(a)(3)(ii).

Based on the age of the following facilities, no known lead based paint concerns:

B1168 (1998), B1171 (1997), B1172 (1995), B1173 (1995), B1174 (1990), B1176 (1990), B1180 (2011), B3128 (1991), B3129 (1995), B3130 (1992), B3131 (1991), B3132 (1994), B3133 (1994), B3225 (1998), B32251 (2009), and B3345 (2000).

1.6 ENVIRONMENTAL PROTECTION PLAN

18. Q: This project may not require excavation or impact other environmental aspects. Do we still need to address all these items in the EPP?

A: The purpose of the Environmental Protection Plan is to present a comprehensive overview of known or potential environmental issues which the Contractor must address during construction. The Contractor shall address each topic at a level of detail commensurate with the environmental issue and required construction task(s). The Contractor shall include environmental issues associated with the specific project. After submittal and review of the Environmental Protection Plan, the Contractor shall meet with the Contracting Officer and the 168 CES Environmental Manager for the purpose of discussing the implementation of the Environmental Protection Plan; possible subsequent additions and revisions to the plan including any reporting requirements; and methods for administration of the Contractor's environmental plans. 3.11 INADVERTENT DISCOVERY OF PETROLEUM-CONTAMINATED

SOIL OR HAZARDOUS WASTES

21. Q: Does this project have the potential to encounter contaminated soils?

A: At this time, there are no known areas of contamination in the project footprint.

However, inadvertent discovery is possible. The project will operate under the

ENVIRONMENTAL WORK PLAN FOR PROJECTS WITH NO KNOWN

CONTAMINATION (rev June 4, 2019) also known as the Generic SAP. In the event that excavation exposes previously unknown contamination, regardless of size of excavation, digging will cease and a Site Specific Environmental work plan will be developed as outlined in the Generic SAP. The Contractor shall comply with all terms of the Generic SAP for field screening, sampling, stockpiling, and reporting.

Any discovery of potentially contaminated soils or water (odors, free product, sheen, staining, field screening readings >20 ppm), not previously documented by the Base, shall be reported immediately to 911. Eielson AFB Reporting Procedures Guidance shall be followed.

354 CES/CEIEC shall make all required agency spill reporting notifications.

Suspect soil must be tested to determine if it contains any contaminants prior to relocating it.

Testing and disposal of soil shall follow Alaska Department of Environmental Conservation 18 AAC 75 (Oil and Other Hazardous Substances Pollution Control).

If test results determine “other than clean”, the material shall be transported to a permitted Subtitle C facility for hazardous waste or a permitted Subtitle D facility for nonhazardous waste, in accordance with state and federal regulations.

NOTE: UNDER NO CIRCUMSTANCES shall soil, clean or contaminated, from

Eielson AFB be delivered to or donated to off-base sources (other than an appropriate landfill or remediation processing center based on the contaminants identified) for use.

3.7.4 Releases/Spills of Oil and Hazardous Substances

3.7.4.1 Response and Notifications

22. Q: Is there a minimum discharge below which reporting is not required?

A: NO. All spills of any quantity must be reported.

Spills should be reported by calling 911 and asking for Eielson dispatch which will connect to the EAFB Fire Department. 354 CES/CEIEC shall make all required agency spill reporting notifications.

Spill reporting is required for spills to any surface, including inside buildings, to sewers, and to surface water bodies. The operator shall have sufficient spill response supplies readily available on vehicles and/or at the site to contain any spillage. The Contractor shall take appropriate actions to correct the spill’s cause and prevent future occurrences.

The Contractor shall be responsible for all costs and labor required for sampling and analysis, response, containment, clean up, and disposal. The site of the spill shall be documented using latitude and longitude in the Eielson AFB approved digital GIS format. Contractors shall submit an Alaska Department of Environmental Conservation (ADEC) “Transport, Treatment, & Disposal Form for Contaminated Media” to the Tanks & Spills Program Manager for submission to ADEC. The form is available online at https://dec.alaska.gov/spar/csp/guidance_forms/csguidance.htm. ADEC approval shall be secured prior to transport of any contaminated material (e.g. soil, water, absorbents) generated by cleanup of a spill or previously unknown historic contaminated site off-base. A copy of the approval to transport shall be submitted to the Eielson project manager prior to transport off-base. No material shall be removed from the site nor backfill begun without approval from the 354 CES/CEIEC.
