About this file

This document is a Consolidated Questions and Answers (Q&A) spreadsheet for a Request for Prototype Proposal (RFPP) issued by the U.S. Army's Rapid Capabilities and Critical Technologies Office (RCCTO). The spreadsheet contains 16 questions and responses related to the Enhanced Contested Logistics Software Prototype Development solicitation, addressing submission requirements, file formats, pricing templates, and clarifications about the procurement process.

Key details include: the solicitation is for a 20-month effort with a Firm Fixed Price (FFP) contract type, requiring offerors to submit four specific files (Technical approach, Schedule and Milestone Payment Plan/Schedule, Price workbook, and Qualifications and Experience). The government will not extend the proposal due date or modify page limits. Offerors must use the provided pricing template, with travel considered a cost item. Proposals must be submitted by U.S. companies capable of processing and storing Controlled Unclassified Information (CUI), and non-government advisors have been updated in the RFPP Revision 1.

Question # RFP Section Page Question Response

Consolidated Q&A #2 and #47;

RFPP 3.2 (1) Pages 1 and 4

The Government's answer to Q&A #2 states: "Cost/price should be reflected in Enclosure 2, per the terms of 3.4(3)(Price)." However, the Government's answer to Q&A #47 states: "The cost/price narrative should be its own volume." Can the Government confirm if Offerors should submit a Cost/Price Narrative in addition to the information provided in Enclosure 2 - Cost Template or if only Enclosure 2 - Cost Template should be submitted?

IAW RFPP Section 3.4, offerors should submit 1 file containing the Technical approach, 1 file containing the Schedule and Milestone Payment Plan/Schedule, 1 file containing the Price workbook and 1 file containing the Qualifications and Experience.

2 RFPP 3.2 (1) and 3.4 (4) Pages 7 and 11-

The Government requires Offerors to cover team member assignments and qualifications; recent and relevant work; key personnel; and facilities and equipment all within the "Qualifications and Experience" 1 page response.

With only 1 page allocated, it will be significantly challenging to adequately address all of these requirements. Will the Government consider increasing the page limits for this section so Offerors can adequately address each of these elements? The Government will not revise the page limit.

3 Q&A #46, 48, 67 N/A

Confirm that Offerors should be submitting 6 files:

1.Company Information Coversheet 2.Summary of Vendor Qualifications and Experience History 3.Milestone Payment Schedule 4.Program Schedule 5.Technical Solution (to include Data Rights Assertions, which are not included in page limits).

6.Cost Volume

IAW RFPP Section 3.4, offerors should submit 1 file containing the Technical approach, 1 file containing the Schedule and Milestone Payment Plan/Schedule, 1 file containing the Price workbook and 1 file containing the Qualifications and Experience.

4 RFPP Rev. 1 N/A Clarify whether the government has a standard naming convention for each proposal file.

The Government does not have a naming convention. Proposal files should be named logically for ease of review.

5 RFPP Rev. 1 N/A Request an additional 2-week extension.

The Government will not extend the proposal due date.

6 RFPP Rev. 1 N/A As a remaining follow-up to the released Q/A, are we to work off the assumption that the Q/A is integrated into the released RFP/SOW and is considered as requirements to the solution? Yes.

7 RFPP Rev. 1 N/A Will we need to send or sign an SF form confirming receipt of Amendment 0001?

A signed SF Form is not required. Recommend adding a statement confirming receipt of any amendments to the Coversheet.

8 RFPP Rev. 1 N/A The RFPP removed the requirement for providing the DCMA negotiated rates agreement to justify labor rates, but the Q&A question 85 still says they are required. Is the agreement required? Yes, if DCMA negotiated rates are used then the rate agreement must be provided.

10 General Request an extension to 11 April 2025 to allow the Government time to respond to these questions. The Government will not extend the proposal due date.

RFPP, 1.4 Non-Government Personnel

Could the Government confirm the Non-Governmental Personnel identified are complete and accurate. We have been informed additional members may be part of the evaluation. Non-government advisors list was updated in RFPP Rev. 1.

RFPP, 3.2 Format of Prototype Proposals, Section 4

Request the Government's guidance on how Offeror's should submit its Government documents that are marked CUI to substantiate our proposal. As stated in Section 4 "Do not lock or encrypt any files uploaded as part of your white paper submission. Any locked or encrypted files will not be read or evaluated." Will the Government provide access to the DoD Safe or PIEE in order to submit CUI documents.

Offerors may email the three (3) Contracting POCs and request a DoD SAFE Link. Links are good for 14 days, so offerors are encouraged to request in advance.

13 RFPP and Enclosure 2 Since this is a Firm Fixed Price effort, it appears Enclosure 2 pricing template is structured for a Cost Plus Fixed Fee contract type. Request the Government to confirm the pricing template should reflect a total FFP amount. The effort is FFP.

14 RFPP and Enclosure 2

Pricing template tab "Enclosure 2C - Travel and ODCs" the "FFP - TOTAL TRAVEL COST BREAKOUT" is labeled as FFP. However, per the RFPP states "travel as a cost reimburseable line item". Request the Government provide guidance. Travel is cost.

15 Enclosure 2

This a 20 month effort, however Enclosure 2 pricing provides Base Year 1, Base Year 2, Base Year 3, Option 1 Period and Option 2 Period. Could the Government please clarify how Offerors should price this effort since this is a 20 month period of performance?

Offerors may modify the pricing workbook. The period of performance is 20 months and may be represented as one (1) year.

16 Enclosure 2 Pricing template tab "Enclosure 2B - Labor Hours" the "Site Location" cells column B, Offeror is unable to populate these fields. Request the Government provide guidance. Recommend downloading again. No error identified in excel sheet.
