About this file

This document contains pre-bid questions and responses for a federal contract opportunity to relocate a fiber optic line at an Army National Guard facility. The project entails demolishing approximately 13 inches of existing concrete pavement, installing new underground conduits and a manhole, and restoring all excavated areas. The fiber line must be maintained throughout construction and connected to existing communication lines in two buildings by August 31, with final restoration completed by September 30. Questions from potential offerors addressed specifics around the existing concrete, asphalt overlays, demolition and restoration extents, utility locates, and coordination with other on-site construction.

DPEZ 212224 Relocate Fiber Optic Pre-Bid

1. Welcome

2. Introduction

3. Overview of the site (current construction in the same area, runway construction as well)

4. What the project entails (discuss bold versus italic text)

a. Discuss demo (13” thick concrete some overlaid with asphalt)

b. Discuss services to CATM and SFS (2 ea. 4” conduits in concrete)

c. Discuss routing, new manhole, completion (4 ea. 4” conduits in concrete)

d. All other utilities govern. You must adjust the duct bank elevation IOT avoid existing or future utilities.

e. Discuss restoration (contractor will restore to pre-construction conditions (13”, 4,000 psi concrete))

5. Discuss timing

a. Services to both buildings completed NLT 31 August

b. Main line to be completed NLT 30 Sep including restoration. This must be completed in phases IOT allow traffic flow.

6. SOW: Statement of Work was revised and added as an attachment, changes to SOW are in red lettering to stand out for review.

7. Questions?

Comment 1: Please note the existing concrete is airfield pavement and approximately 13” thick. We do not believe there is rebar in the concrete but do think there are some dowels between joints. We don’t know how many dowels or where exactly the dowels are located.

Comment 2: The successful contractor will need to construct the duct bank to SFS and CATM within 60 days of award or 30 August 2022. We anticipate awarding the project around 30 June 2022. The overall project including restoration must be completed within 90 days from award. The project will need to be phased in order to accommodate traffic through the base. The contractor may not be able to construct the entire long leg of the duct bank simultaneously, unless they can assure traffic flow. We will require at least 7-day cure on concrete before opening that section back up.

Comment 3: Part of this project overlaps in a current construction area. The contractor will have to work with the contractor on site avoiding conflicts.

Comment 4: We have shortened the overall length of the revised routing. Please see the revised plans that accompanies this comment response. We added Manhole A that will tie into the existing duct back (see plans) where the duct bank turns. When installing the new manhole at this location the contractor will tie into the existing duct bank. The contractor must maintain the existing communications line and connect to the existing open conduits providing an open pathway.

Q1: Does the existing concrete to be demolished contain rebar and or dowels? Is there a rebar or dowel requirement for the new restored concrete?

A1: Generally speaking, some locations on base have 24 inch long, 1 inch diameter dowels at 24 inch centers. We do not believe there is rebar in the concrete. When reconstruction the concrete apron, 1” dowels at 24” centers will be required on all longitudinal joints. These will need to be drilled 12 inches into the existing concrete.

Q2: In areas where asphalt overlays concrete, will we need to overlay asphalt on top of concrete?

A2: No, you will restore with concrete and tie in grades.

Q3: There is currently other construction going on site. How much will we (Fiber line Project) have to restore?

A3: The Repair Fiber Optic Line Contractor will restore all areas to pre-construction conditions unless during construction the on-site contractor is ready to or has completed concrete work. This is why timing is critical for this project. The current disturbed area is the responsibility of the SFS contractor. If the current SFS contractor finishes an area (pavement, sidewalk, etc.) before the Fiber contractor is complete, the fiber contractor will be responsible to restore with concrete, sidewalk, or other finished surface.

Q4: What are our demolition extents?

A4: The contractor shall demo concrete on existing joint lines. They will remove the entire “stone” of concrete. Likewise, restoration will be in the form of complete concrete squares (to existing joints). We revised the layout, shortening the total length. This should also align with current concrete joints.

Q5: Who performs utility locates?

A5: There are two required actions for utility locates and or permission to excavate. The contractor will conduct a One Call (811). The contractor will also request, fil out, and submit a Dip Request. The Dig Request is completed through on staff personnel. The contractor must get clearance from utility companies (One Call) and receive an approved Dig Permit prior to excavation.
