PROJECT DETAILS
Project CLIN and ABI:
CLIN 01: Entire project. Replace fiber optic line.
Period of Performance: Ninety days
Evaluation Criteria: Lowest price. No evaluation criteria will be reviewed for this bid.
Project Description: This project constructs approximately 350 linear feet of new duct bank concrete encased 4 each 4” PVC conduits, in order to facilitate new communications lines (fiber and copper) between existing Manhole M-18 to Manhole M-A. Tie in existing duct bank at Manhole M-A. The project also requires new installation of two communications manholes (see plans for more information). Refer to the project plans, project specifications, and other related documents prepared for this project for more details. The contractor shall also construct new duct bank concrete encased 2 each 4” PVC conduits from Manhole M-18 to the new Security Forces building and tie into stub-outs. The contractor shall also construct a new duct bank concrete encased 2 each 4” PVC conduits from Manhole M-18 to the newly proposed CATM facility (see plans).
As shown the drawings, the Contractor for this project shall be responsible for demolition of concrete and asphalt, excavating, and repaving asphalt over the dig areas. All work required to install the communication lines shall be completed under this project. The Contractor shall meet the requirements given in the specifications for all aspects of this project. The project shall be a complete and usable system, less the fiber and copper communication lines. Conduits shall be clear, open and usable from Manhole M-18 to Manhole M-20 (see plans).
Existing Facility Condition: Refer to plan set for this project.
Project Budget:
The project must not exceed the contracted budget. Expenses beyond the given budget will not be paid out unless the additional expense is expressly authorized by the Contracting Officer (KO) through the contract amendment procedure agreed to in the project contract. Payouts will be authorized once the Owner receives an invoice detailing authorized work performed. The authorized work performed must satisfy the given requirements in this SOW document. Payouts will be authorized in reference to the percentage of authorized work performed to the percentage of budget paid out.
Project Timeline:
A suggested timeline is listed below; however, beyond any time requirement given in this document, final work scheduling is at the discretion of the Contractor, provided the work is completed within a reasonable timeframe. The Contractor is encouraged to propose the most time-efficient solution that meets the requirements in this Scope of Work. The Contractor shall minimize disruption to base operations. The base fiber connections must remain active for the entire duration of the project.
Phase 1: Saw cut and excavate the path for the new duct bank. Install the new duct bank and manhole. Include two (2) pull strings in each conduit.
Phase 2: Prove all conduit in the duct bank by pulling object as specified by 153 Communications Flight through each conduit. The contractor may elect to scope (video record) the interior of the pipe in lieu of pulling an object through, as long as it clearly proves the path.
Phase 3: Bury, compact, and install pavement over the fiber duct bank as referenced in the drawings and specs. Clean up and restore all area to pre-construction conditions or better.
Environmental:
1. Apply for and obtain a WYPDES Storm Water Construction General Permit through DEQ.
