POP Box Solicitation Questions and Answers

Question #1: Based on the drawings in Attachment 0003 (drawing 13640074), it is difficult to discern the orientation of the foam within the box. Do you have another detailed image that we could reference?

Answer: We do not have another detailed image that you could reference, but please see the below following details that will help discern the orientation of the foam within the box.

1. Find #7 has a quality of 8 per the design drawing

2. Find #5 has a quality of 3 per the design drawing.

3. The qualities of Find #5 and Find #7 would be required to be delivered for each PoP box.

Question #2: In regards to the fiberboard and the foam planks, would they need to be shipped separately on a pallet?

Answer: All fiber boards and/or foam inserts would need to be shipped inside of the main POP Box. This would help keep the contents in the POP Box from moving during transit.

Question #3: Giving the volatility in the lumber market, are you considering a clause to protect offerers for large increases in raw materials and what index that would be based from?

Answer: There is not a clause in the contract to account for fluctuating material prices. ACC- Redstone is only issuing a one-year contract to account for the instability in the market.

Question # 4: I cannot find any mention of wood preservative treatment for the smaller POP Box (Attachment 0004 drawing 13081109). Would you clarify if there is supposed to be any?

Answer: The wood style, Type I, II, III and Grades A, B, C are determined by the type of munitions being shipped in the containers. Please refer to Section 1.2 of MIL-DTL-2427H or J and the type of ammunition being shipped within the RFP package.

POP Box Drawing 13081109 is Grade A. Please refer to MIL-DTL-2427J, Section 3.10.

Follow-up to Question #4: Are there instructions regarding the wood preservative treatment for the POP Box (Attachment 0004 drawing 13081109)?

Answer: Please refer to Section 6.0 of ASTM D6199, which is referenced in MIL- DTL-2427H or J, which is called out on the drawing

Question #5: Can there be more than a 20% tolerance on the thickness or a change in the unskived requirement?

Answer: The Spec A-A59135 (Foam Packing Material, Sheet) calls out a Dimensional Tolerance +15% and -5%. 20% tolerance on the foam is not acceptable. Please refer to Section 3.9, within A- A59135, for the exact verbiage.

Follow-up to Question #5: Vendor is concerned with the unskived part. Vendor stated that it is industry practice that they do not make unskived that thin, 1/4" and that's why the vendor asked about the tolerancing as a work around.

Answer: The concern with the skived or unskived as part General Purpose Polyethylene (Plank) is addressed in A-A-59136. Refer to Section 7.2 – Class 1,2,3 (Unskived) & Class 4 (Skived)

Question #6: The vendor questioned the color of the Polyethylene.

Answer: The color of the Polyethylene may be a Commercial Of The Self (COTS) Item. Please refer to A-A-59136, Section 3.8.

Question #7: The vendor would like to verify the grade of plywood required for Attachment 0003, Drawing 13640074. The drawing states 1 SHT .75 CDX Plywood. In the specification, it calls for ASTM-D- 6199/A-A 55057 Type A. The type A was confusing to the vendor and would like to verify this is CDX plywood not Cabinet grade plywood. If you look up the ASTM number, it states grade c plywood.

Answer: For clarification, please refer to A-A 55057, Section 7.1, Paragraphs 7.1.1, 7.1.2 & 7.1.3.

Question #8: The notes on the drawing say that the lid is not nailed, but the strapping and foam is laid inside the box. Do you want the strapping cut to length per box and do you want the foam secured (i.e.

glued or nailed)? Or is it permissible to send foam and strapping on separate pallets to be assembled at final location as per the spec?

Answer: Please see Note 6 & 7 on page #1 and all of page #3 of Drawing 13640074.

The strapping should be cut to length and banded on the outside of the POP Box

Follow-up to Question #8: Would the production boxes strapping need to be cut to length and placed inside an open box (the instructions in the spec advise to not attach the top of the box, note 2 page 1)? Are we able to ship the strapping and foam on separate pallets to the end user?"

Answer: Please re-read Note #2 - "BOX TO BE ASSEMBLED WITH N0.6 GLUE-

COATED NAILS (FN 11) 1.75H TO 2” APART ON ENDS AND NO MORE THAN 4” APART

ELSEWHERE. DO NOT NAIL OR STAPLE TOP." Please see drawing # 13640074. The top of the box is held in place by the banding. Band the box in accordance to page #3.
