Questions about Solicitation W31P4Q15R0138
1. Is the solicitation for an alternate part for Army P/N 13678625 as identified in the FBO
Synopsis or is it P/N 11069948 as identified in the SOW?
A: PN 13678625 is a Linear Actuator and is NOT associated with the azimuth.
The PN that will be replaced is PN 11069948. The new PN will be a Venter Part Number
(VPN) and will be assigned upon development the new mod kits.
2. Would a bidder product that completely meets the functional, operational and environmental requirements listed in this solicitation be considered for use in lieu of the alternate part that the solicitation is requesting?
A: NO
3. If a bidder product is not allowed, is the bidder responsible for conducting the ECP process to release the TDP for the drawing number(s) that will be assigned by the USG for the alternate part?
A: NO
4. The SOW references a document summary list and also drawings #11072125 and
#11069948, which weren’t included in the document summary list. Which revisions of these drawings are to be used in development of the alternate?
A: The latest revision, which is Rev-V for PN 11072125 and Rev-K for PN 11069948
5. The SOW identifies the deliverable items as mod kits. Is Army P/N 11069948 or
13678625 considered a mod kit?
A: Neither one PN 11069948 is Housing Assembly. PN 13678625 is a Linear Actuator and is NOT associated with the azimuth.
6. Which revision of Cover Assembly, Army P/N 11069947, is to be used?
A: The latest revision. REV G
7. The automated adjustment procedure referenced in SOW paragraph 4.1.3 sets a requirement that it “ensures proper alignment of the Chaparral Turret assembly.” What reference point will automated alignment be measured against? Will this reference point be available during equipment operation or just during maintenance intervals?
A: The measuring reference point of alignment is IAW TM 9-1440-2585-20-3 Para. 4.7
B Azimuth Indicator Dial Alignment. The reference points will be available during both operation and maintenance intervals.
8. The testing identified in SOW paragraph 4.1.4 is for the next lower assembly Ring
Assembly, Electrical Contact, Army P/N 11069489. MIS 16052E does not include or specify testing of the Housing Assembly, Army P/N 11069948. The next higher assembly that requires testing of the Housing Assembly is the MIS for the M54 launch platform itself. Is the intention of calling out MIS 16052E as the test document to test the
11069948 alternate part to somehow indicate that some part of this document is applicable? If so, which part?
A: MIS 16052E is an incorrect MIS. The correct MIS is MIS 36152. A vibration test will be performed on the Launching Station. There are no test requirements for the slip ring Housing Assembly.
9. SOW paragraph 4.1.4 also states the 20 deliverable sensor assemblies will be tested IAW the sensor drawing and specification requirements. The deliverables are identified as
Mod Kits. The Mod Kits will consist of piece parts necessary to modify the existing
Housing Assemblies to an Azimuth Position Sensor configuration. Complete assemblies are not being delivered. By what means of test are these incomplete components to be tested prior to delivery?
A: The deliverable item is the Azimuth mod kit not the sensor assembly. This eliminates the question of testing of incomplete components.
10. Paragraph 4.2 states that a test plan shall be developed and delivered IAW DI-NDTI-
80566 with an integrated safety section. DI-NDTI-80566 does not specify or detail this requirement. What are the safety requirements that the 11069948 alternate parts are to be evaluated against? Also, the subsequent test report requirement for the “20 Azimuth
Position Sensors” assumes a fully built up item is available for test but the deliverable is
Mod Kits and these full up items will not be available until the Mod Kits are installed in country. Is this requirement in error or will an additional 20 slip ring assemblies need to be provided for cannibalization to perform this testing?
A: This requirement is in error. An additional 20 slip rings assemblies will NOT be provided for testing purposes. All deliverable mod kits will be ‘New” not refurbished.
11. PWS 4.4.1.3 states “The Azimuth Position Sensor MWO shall be validated by a joint
USG/SAMD team at the contractor’s facility prior to acceptance.” What are the criteria to be used to determine a successful validation of the MWO?
A: The criteria is IAW the required test procedure outlined in TM 9-1440-2585-20-3
Para. 4-7 B and will be accomplished by the USG and winning contractor.
12. PWS 4.5 states, “Inspection and acceptance of the Azimuth Position Sensor modification kits and technical documentation shall be performed by a joint USG SAMD team at the contractor’s facility. Any deficiencies noted during the inspection and inventory shall be corrected before the modification kits and technical documentation are accepted and shipped.” What are the criteria to be used to determine a successful inspection and inventory of the Azimuth Position Sensor modification kits?
A: Successful inspection will be determined by conducting a configuration audit of parts.
13. PWS 4.1.4 states, “The contractor shall perform first article electrical and environmental testing of the azimuth position sensor assembly while installed in the slip-ring assembly
IAW Missile Specification (MIS) 16052E. Two each sensor assemblies shall be subjected to the first article testing. First Article environmental testing shall be limited to high temperature, low temperature, vibration and mechanical shock. The additional 20 each sensor assemblies shall be tested IAW the sensor drawing and specification requirements.
The contractor shall prepare and submit a test report for the sensors which have undergone first article testing IAW DI-NDTI-80566.” In order to test two P/N 11069948 alternate parts assemblies, the syncros from two P/N 11069948 Housing Assemblies will be required. Will these items be provided as GFE?
A: MIS 16052E is not the correct MIS. The correct MIS is MIS 36152. No GFE will be provided. The testing will be performed on the “Azimuth mod kit”. All mod kits will be
‘New”.
