A-1. The Army Oil Analysis Program (AOAP) is required to provide AOAP laboratory management, operation, and training for Continental

United States (CONUS) and Outside the Continental United States (OCONUS) laboratories, which support both U.S. and Foreign Military

Sales (FMS) program customers. (Currently, the AOAP supports the Kuwaiti government through FMS case number/LOA KU-B-ULX.) The AOAP is a maintenance diagnostic program that monitors lubricant condition and detects impending component failures, allowing Army units to identify faults and perform maintenance before more severe/catastrophic damage to components occurs. AOAP contractor operated laboratories are located throughout the world with three CONUS and two OCONUS regional locations. The AOAP Program Manager (PM) determines the Department of the Army (DA) laboratory operations requirements based on the fluctuating needs of the DA. This is a new

Firm- Fixed-Price (FFP) contract will provide for personnel to operate and maintain both fixed-based and mobile laboratories in the

CONUS and OCONUS. This requirement is totally a small business set aside.

A-2. The resulting contract from this solicitation shall be 36 months, consisting of a one year base period, with two (2) one (1) year Option periods. Offerors are also required to include pricing for FAR 52.217-8 Option to extend services for not more than six (6) months.

SECTION L - INSTRUCTIONS TO OFFERORS

SECTION L - INSTRUCTIONS TO OFFERORS

PROPOSAL SUBMISSION

Offerors shall submit digital copies of their proposals via the DoD Secure Access File Exchange (SAFE) website at https://safe.apps.mil/

. The Contracting Officer will send an electronic request to each offeror, permitting them to upload their proposal files using the DoD

SAFE website. The RFP provides the receipt date for proposal submittal.

An offerors proposal shall consist of four (4) volumes. The Volumes are I Technical, II Staffing Plan, III Price and IV Solicitation, Offer and Award Documents and Certifications/Representations. Files shall not contain classified data. Offerors shall not use hyperlinks in proposal files. Offerors shall mark clearly all proprietary information. Offerors shall submit one (1) electronic file for each volume. Page limitations for each volume are as follows: I Technical - 35 pages total, II Staffing Plan - 15 pages total, III

Price - no page limitation, IV Solicitation, Offer and Award Documents and Certifications/Representations - no page limitations. Volume

IV - Solicitations, Offer and Award Documents & Certifications/Representations is required for the Government to consider a proposal complete; however, it will not receive an adjectival rating. NOTE: The Government will not evaluate pages that exceed the required page limitations. The Government will remove additional pages over the maximum and will not read or evaluate them. The offeror shall clearly mark any pages changed because of negotiations or proposal revisions. The offeror shall date revised pages with the date of the revision. The Government will not count the TOC against the stated page limitations for each volume; however, it will count the required Summary section against the stated page limitations. Cover pages for each volume are at the discretion of the offeror and will not count against the stated page limitations.

Offerors shall confine all information to the appropriate volume. The Government will use separate evaluation teams for each volume;

therefore, offerors must present all proposal information in the volume to which it relates. The Government will not give credit for information placed in the wrong volume or for failing to include in each volume all such information related to it.

Offerors shall confine submissions to essential matters, sufficient to define the proposal in a concise manner and to permit a complete and accurate evaluation of each proposal. The offeror shall identify any limiting factors and all assumptions made when developing its proposal. To receive the highest possible rating, offerors must clearly, specifically and succinctly provide information that describes how they arrived at and will execute their proposed Technical, Staffing Plan, and Price factors. The Government cautions offerors that parroting of the Technical requirements or statement of work (SOW) with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. The offeror shall clearly describe its own capabilities and those specialized services or capabilities that will be provided by any subcontractor. The offeror must demonstrate clearly that it can self-perform, or perform through its teaming or subcontractor arrangements, the services required by the SOW. Offerors must include sufficient details to permit a complete and accurate evaluation of each proposal.

Any inconsistency between an offerors proposal volumes may indicate an unacceptable risk, and, at a minimum, may result in a reduced rating in the applicable factors and subfactors; therefore, the offeror must explain any inconsistencies between proposed performance and price in the proposal. Unexplained inconsistencies may be grounds for lower ratings or rejection of the proposal.

Offerors shall address all potential organizational conflicts of interest (OCI) issues in a mitigation plan and include it with the proposal. If an OCI Plan is required, offerors shall attach it as an appendix to Volume IV.

In accordance with (IAW) FAR 52.215-1, the Government may award without discussions; therefore, the offerors initial proposal should contain the offerors best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the

Procuring Contracting Officer (PCO) later determines them to be necessary. In the event the Government determines discussions are necessary, the PCO will establish a competitive range. If the PCO determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the PCO may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

PROPOSAL FORMAT

Proposals shall adhere to the following formatting requirements:

Paper Size - 8.5 x 11

Orientation - Portrait (landscape permitted for charts/tables/graphics)

Typeface - Times New Roman

Type Size - 12 points

Margins - Left and Right: 1; Top and Bottom: 1

Gutter - 0

The Offeror must appropriately number and identify all pages with the date, volume number and RFP number in the header and/or footer.

Each volume of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the volume. Offerors need not start each subfactor for Volume I Technical on a new page; however, offerors should clearly delineate the end of the narrative for one subfactor and the start of a new narrative for the next subfactor.

31st of October of each calendar year.

Use of ASSIST and ASSIST2Industry Tools

During the conduct of this acquisition, the Government will use the Acquisition Source Selection Interactive Support Tool (ASSIST) to support the proposal evaluation and source selection process. The Government will use a separate tool, the ASSIST2Industry tool, in conjunction with ASSIST to accomplish all exchanges with offerors after receipt of proposals pursuant to Federal Acquisition Regulation

(FAR) 15.306. ASSIST2Industry provides the ability for the Government to issue, and offerors to receive and respond to, all Evaluation

Notices (ENs) in a secure online environment.

Offerors may register and access ASSIST2Industry by following the instructions listed below.

In order to initiate the use of ASSIST2Industry, the Government requires the names, company titles, telephone numbers and email addresses of two (2) individuals whom the offeror has designated as responsible for receiving and responding to Government ENs through

ASSIST2Industry. The designation of two (2) individuals is to ensure the availability of one individual if the other individual is not available. Offerors must submit the required information regarding these two (2) individuals to the Contracting Officer, latasha.y.porter.civ@mail.mil, no later than .

After that date, the Government will establish an account in ASSIST2Industry for each individual identified by the offeror. The two individuals named by the offeror will be authorized access to that account. Two (2) separate system generated e-mails will be sent to each individual. One of the e-mails will contain the individual's ASSIST2Industry username. The other e-mail will contain the

8 11

Name of Offeror or Contractor:

individual's temporary password. Using the provided username and temporary password, each individual may navigate to https://ASSIST2Industry.army.mil to access their account.

NOTE: Users accessing ASSIST2Industry for the first time must change their temporary password in order to proceed to the site.

Whenever the Government issues ENs to the offeror through ASSIST2Industry, the Government's Contracting Officer will notify the offeror through a medium independent of ASSIST2Industry (e.g., e-mail) that the offeror has ENs in ASSIST2Industry waiting for a response.

There will be no ENs in ASSIST2Industry until the Contracting Officer issues such a notice.

The Government advises all offerors that ASSIST2Industry has been updated, and it is now the responsibility of prime contractors to establish accounts with which their subcontractors may respond to Government ENs. A separate area within ASSIST2Industry has been created to allow authorized subcontractor POCs to upload proposal files only. Subcontractors will not be able to access any other information on the ASSIST2Industry website (e.g. Questions/Evaluation Notices, Responses, etc.). Once a subcontractor has been added, they will receive a user ID (e.g. subcontractor0001) and password (an initial password) that will be sent via two separate system generated e-mails. A subcontractor will have only one user ID for all prime contractors and solicitation responses; i.e., if you are a subcontractor to multiple prime contractors and multiple solicitation responses, you will have only one user ID.

Once the prime contractor establishes the account, the subcontractor may navigate to https://ASSIST2Industry.army.mil to access the account. Prime contractors will only be able to see the number of files submitted by their subcontractors; they will NOT be able to view the subcontractor's files.

NOTE: Both prime contractors and subcontractors are instructed to review the ASSIST2IndustryUser's Guide located under the "Getting

Started" tab on the website. The guide has been updated and provides step-by-step instructions on how to perform functions and navigate the website.

Offerors can contact Adam Rothschild at (609) 562-7050 or the ASSIST2Industry helpdesk at (609) 562-5988 for any technical assistance they may be need.

THE OFFERORS ARE CAUTIONED THAT THE SYSTEM GENERATED E-MAILS REFERRED TO ABOVE ARE INTENDED FOR ADMINISTRATIVE PURPOSES ONLY. RECEIPT OF

THESE E-MAILS DOES NOT CONSTITUTE THE COMMENCEMENT OF ANY TYPE OF EXCHANGE WITH THE OFFEROR IN ACCORDANCE WITH FAR 15.306(A), (B), OR

(D) (I.E., CLARIFICATIONS, COMMUNICATIONS, OR DISCUSSIONS). ALSO, RECEIPT OF THESE E-MAILS DOES NOT SIGNIFY THAT A COMPETITIVE RANGE

DETERMINATION IN ACCORDANCE WITH FAR 15.306(C) HAS BEEN MADE OR THAT THE OFFEROR'S PROPOSAL WILL BE INCLUDED IN THE COMPETITIVE RANGE

WHEN THAT DETERMINATION IS MADE. ALL NOTIFICATIONS THAT ANY TYPE OF EXCHANGE WITH THE OFFEROR HAS COMMENCED AND THE OFFEROR HAS

EVALUATION NOTICES (ENS) AVAILABLE TO RESPOND TO, OR ANY NOTIFICATION THAT THE OFFEROR'S PROPOSAL HAS BEEN INCLUDED IN OR EXCLUDED FROM

THE COMPETITIVE RANGE, WILL BE SENT TO THE OFFEROR BY THE CONTRACTING OFFICER INDEPENDENTLY OF THE ASSIST2INDUSTRY TOOL.

SECTION M - EVALUATION FACTORS FOR AWARD

SECTION M - BASIS FOR AWARD

The Government will select for award the proposal that represents the best value to the Government using the tradeoff source selection process authorized by FAR 15.101-1. The tradeoff process is appropriate when it is in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror. The Government will make the award based upon the best overall proposal (i.e., best value) determined to be most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors: Technical, Staffing Plan, and Price.

Evaluation Factors and Subfactors

The Government will assess the depth and breadth of the offerors approach and understanding of the requirements for the following factors and subfactors using the Combined Technical/Risk Ratings chart in making the best value decision:

Factor I - Technical

Factor I - Subfactor I - Analytical Services Offered to Customers

Factor I - Subfactor II - Provide an Example of the Offerors Kinematic Viscometer Standard Operating Procedure (SOP)

Factor I - Subfactor III - Provide an Example of the Offerors Training Plan (TP)

Factor II - Staffing Plan

Factor III - Price

In relative order of importance, Factor II - Staffing Plan is slightly more important than Factor I Technical. When combined the non-price factors are slightly more important than Factor III Price.

In relative order of importance, Technical Subfactor 1 is more important than Technical Subfactor 3, which is more important than

Technical Subfactor 2.

Evaluation Approach

To evaluate each proposal, the Source Selection Evaluation Board (SSEB) will follow the general evaluation approach outlined below.

Factor I - Technical

This factor and its associated subfactors evaluates the offerors proposal for the basic contract period and all option years. The technical rating reflects the degree to which the proposal meets or does not meet the Governments requirements, through an assessment of its strengths, weaknesses, deficiencies, and risks.

As part of the evaluation of the technical merit of an offerors proposal, the Government will determine whether the offerors methods and approaches have adequately and completely considered and satisfied the requirements specified in the solicitation. In addition, the

Government will evaluate the feasibility of an offerors approach to satisfying the Governments requirements, both individually and collectively.

The Government will consider innovations proposed by the offeror against the evaluation criteria to determine their technical merit or lack thereof, or potential benefits to the government, including cost/price benefits. However, such evaluations will also account for the risks to cost, schedule or successful contract performance which the proposed innovations present, and whether such innovations indicate a proper understanding, or a lack of understanding, of the SOW requirements.

The Technical Factor includes three subfactors:

Subfactor I - Analytical Services Offered to Customers

The Government will evaluate the depth and breadth of understanding demonstrated by the offerors analytical services with respect to their:

(1) Capability to provide the depth and breadth of lubricant analysis services required by the Army

(2) Ability to manage varying sample workloads efficiently and effectively

(3) Ability to provide detailed, accurate maintenance recommendations reflective of sample results, customer input and component characteristics

(4) Ability to operate and maintain a Laboratory Information Management System (LIMS)

(5) Ability to establish or adjust, independently or in concert with other entities, condition indicators; i.e., viscosity limits, wear metal criteria, physical properties, etc. for components (engines, transmissions, gearboxes)

For the purposes of evaluation, the Government defines breadth and depth of lubricant analytical services as follows:

(1) Breadth reflects the range of lubricant analysis services provided by the offeror as they pertain to those required by the SOW

(2) Depth reflects the magnitude, significance and applicability/relevance of the lubricant analysis services provided by the offeror as they pertain to those required by the SOW

Subfactor II - Provide an Example of the Offerors Kinematic Viscometer Standard Operating Procedure (SOP)

The Government will evaluate the depth and breadth of understanding demonstrated by the offerors kinematic viscometer SOP as reflected by the following characteristics:

(1) It is thorough, concise and well written

(2) It identifies all required chemicals, reagents and proper handling instructions

(3) It provides traceability to ASTM and/or ISO standards

(4) It provides control procedures for document revisions

(5) It provides step-by-step instructions

Subfactor III - Provide an Example of the Offerors Training Plan (TP)

The Government will evaluate the depth and breadth of understanding demonstrated by the offerors TP as reflected by the following characteristics:

(1) It is thorough, concise and well written

(2) It describes laboratory sample workflow

(3) It identifies initial mandatory training and provides a schedule for refresher training for all laboratory employees

(4) It describes the processes and procedures for the on-boarding and competency assessment of new laboratory personnel

Factor II - Staffing Plan

10 11

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

This factor evaluates the offerors proposal for the basic contract period and all option years. The staffing plan rating reflects depth and breadth of understanding demonstrated by the degree to which the proposal meets or does not meet the Governments requirements, through an assessment of its strengths, weaknesses, deficiencies, and risks.

As part of the evaluation of the merit of an offerors staffing plan proposal, the Government will determine whether the offerors methods and approaches have adequately and completely considered and satisfied the requirements specified in the solicitation. In addition, the

Government will evaluate the feasibility of an offerors approach to satisfying the Governments requirements, both individually and collectively.

The Government will consider innovations proposed by the offeror against the evaluation criteria to determine their merit or lack thereof, or potential benefits to the government, including cost/price benefits. However, such evaluations will also account for the risks to cost, schedule or successful contract performance which the proposed innovations present, and whether such innovations indicate a proper understanding, or a lack of understanding, of the SOW requirements.

The Government will evaluate the depth and breadth of understanding by which the offerors staffing plan demonstrates the:

(1) Capability to meet, sustain and grow the personnel resources required to perform successfully the tasks delineated in the SOW

(2) Ability to meet unique requirements for operating in overseas locations

Factor III - Price

Adjectival ratings shall not be used for offerors Price proposals. The Government will fully evaluate all priced CLINs. For award purposes, the total proposed price for all CLINs will be added together into a total sum (contract value). The evaluation of all option

CLINs will not obligate the Government to exercise any option. The Total Evaluated Price consists of summing the offerors proposed firm-fixed-price CLIN prices.

The offerors Price proposal will be evaluated using one or more of the techniques described in FAR 15.404-1 in order to determine if it is fair and reasonable. The offerors Price proposal will be evaluated for the following:

(a) Compliance with Section L- III Price: The Price proposal submitted by the offeror will be evaluated for compliance based upon the submission requirements contained in the Section L-IIIX Price instructions.

(b) Business Systems: N/A

(c) Reasonableness: The Price proposal submitted by the offeror will be evaluated to determine if it is reasonable. In accordance with

FAR 31.201-3, a price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The offerors Price proposal will be evaluated using one or more of the techniques described in FAR

15.404-1 in order to determine if it is reasonable. The reasonableness evaluation will include a comparison of proposed prices received in response to the solicitation in accordance with FAR 15.404-1(b)(2)(i). Normally, adequate price competition establishes a fair and reasonable price.

(d) Unbalanced Pricing: The offerors Price proposal will be evaluated for unbalanced pricing as defined in FAR 15.404-1(g). Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more CLINs is significantly over or understated as indicated by the application of cost and price analysis techniques.
