APPENDIX A – Contract Data Requirements List (CDRL) and Data Item Description (DID)

1.0 General: This Performance Work Statement (PWS) describes the requirement for a supply contract for the acquisition of one (1) Radar Test Station to be used in performing functional and diagnostics testing for the Air Traffic Control and Landing Systems (ATCALS), Precision Approach Radar (PAR), and Airport Surveillance Radar (ASR) Receivers. The finished product shall also be used for automated Final Acceptance Tests (FAT) of ATCALS Receivers.

2.0 Description of Supplies/Scope: The Contractor shall provide all personnel, equipment, software, programming, facilities, transportation, tools, materials, labor and supervision to fabricate, deliver, and install complete and operational radar automated test stations at the TYAD. Final Acceptance shall be after installation and successful demonstration at TYAD. This requirement is for a turn-key design by the contractor. The contractor shall supply the materials and services described in this PWS to include training on the radar test system. All installation and training shall be performed at Tobyhanna Army Depot in Tobyhanna, PA.

2.1 Government Furnished Information and Materials: No government furnished Equipment is available in the design and/or production of the Test Station. However, the government will make a two (2) test units available for final testing and inspection at the contractor’s facility prior to shipment to TYAD (Reference Para 6.1.1).

2.2 Contractor Furnished Material: The contractor shall furnish all material and equipment required for the performance of the effort outlined in this contract, unless otherwise specified. Contractor furnished equipment, documentation, and materials are described in Paragraph 6.0, Description of Supplies and Services. The contractor shall supply only new radar test set materials/components and new ancillary equipment. A used and refurbished radar test set and ancillary equipment are unacceptable and will not be considered.

3.0 Background: TYAD is the DOD designated repair depot for the AN/MPN-14K Radar Approach

Control Facility. Current testing procedures used on the radar repair line at TYAD were developed for manually performing final acceptance testing and troubleshooting the AN/MPN-14K Receivers.

Testing using these procedures require constant technician intervention throughout the testing process, as well as extensive training for technicians to correctly operate. The systems are also aging and becoming less reliable. The addition of an automated test station is desired to improve the quality of the product and reduce overall testing time of the radar system.

4.0 Objectives: The contractor shall complete the following objectives.

4.1 AN/MPN-14K Automated Test Station: The contractor shall design and fabricate one (1) complete test station using Commercial Off The Shelf (COTS) instruments that possess the same functionality of the existing system currently in place. The radar test systems shall have the same capability for testing the AN/MPN-14K as the existing manual test station with provisions to allow for reprogramming and the testing of future generation radar systems.

Testing capabilities and procedures for the existing system are outlined in Attachment 2 - Test Requirements for MPN-14K Receiver Test Station. Parts lists, receiver schematics, and receiver theory of operation are contained in the following documents, are all part of the Technica Data Package (TDP) contained in Attachment 3 - TDP - Parts, Schematics, Theory, and Test Requirements:

PAR Radar Receiver Parts List PAR Radar Receiver Schematics PAR Radar Receiver Theory of Operation PAR Radar Receiver Testing Requirements ASR Radar Receiver Parts List ASR Radar Receiver Schematics ASR Radar Receiver Theory of Operation ASR Radar Receiver Testing Requirements

4.1.1 Due to the sensitive nature of the information contained in the TDP, all offerors requesting access receipt of the TDP must possess an active registration in the Joint Certification Program (JCP). The link to the JCP application is as follows:

https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx

4.1.2 The test station shall be manufactured in such as manner as to avoid damage to the Unit Under Test (UUT) hardware from operator and software error. In addition, the first test sequence shall include a “safe to turn on” check before applying power and signals.

https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx

4.2 Test Program Software: Develop measurement and executive programs to effectively conduct existing test procedures on a new automated test system using National Instruments LabVIEW Software and National Instruments Test Stand.

4.2.1 Test station must be developed using a hardware abstraction layer. Develop test modules using a hardware abstraction layer. Ensure that all suitable test equipment in TYAD has a suitable driver installed in the system. Demonstrate the ability to fault isolate commercial off the shelf (COTS) instrument failures and if a replacement is available, repair the test station within 30 minutes.

5.0 Quality: The contractor shall show evidence that a Quality Management System has been established and maintained. Evidence shall be presented in the form of a quality management plan or quality management manual detailing the established quality program at the manufacturer’s facility.

The name of this person and an alternate, who shall act for the contract manager when the manager is absent, shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the Contractor on all contract matters relating to daily execution of this contract.

5.4 Developer Certifications: At the date/time of solicitation close, software developers shall possess a valid and current National Instruments Certified Developer, overseen / supervised by a Certified National Instruments System Architect and shall provide evidence of individual certifications for those assigned to this effort.

6.0 Description Of Goods and Services:

6.1 Government Furnished Equipment/Material (GFE/GFM): Government furnished Equipment is available for this contract. The government can make a two (2) test receivers available for final test and inspection.

6.1.1 PAR and ASR Receivers - Government can make available two (2) tester receivers for integration and test set validation:

6.3 Test Programs: The test programs shall provide a method of minimizing obsolescence. Test programs must be designed with a hardware extensibility layer to allow test equipment substitutions. Test programs must be national instruments LABview based. Only one developer’s license for LabVIEW is required. The test programs must provide a user interface that provides on-screen work instructions, individual instrument control, and a method to configure and run individual radar test measurements, or multiple measurements in a test sequence. Test results must be capable of being generated in a printable format.

Test program success will be measured against its ability to perform on a known good unit (Golden-set) and faulted units with up to ten (10) random System Replicable Units (SRU) faults selected by the government. Fault detection shall allow the operator to detect faults to the system module/circuit card level where available technical data allows.

6.4 Test Cables: The test station shall be supplied with all necessary cables for test station operation and interface to the unit under test (UUT). The test cables necessary for interface from the test station interface test adaptor (ITA) to the UUT shall be supplied with the ITA.
