Comment / Question Technical Answer/Remarks

1 Can pictures of the current Test Setup/Test Station be provided, along with any external control panels that control the receivers during testing? Pictures are attached.

2 Can pictures be provided of both the PAR & ASR receivers, along with their respective dimensions?

Pictures are attached.

3 Currently are these tests performed in the Radar shelter, or in a Lab setting? The tests are performed in the Radar Shelter

4 Are the receivers tested stand-alone, or do they require the rest of the system to be tested?

They currently require the rest of the system for testing.

5 Do actual Acceptance Test Procedures (ATP’s) exist to test the receivers? If so, can they be made available?

The Testing Requirements provided (TO's -22, -29,-22CL) are used as the Acceptance Test Procedure for the receivers.

6 Are there data sheets that the test technicians utilize for testing? If so, can they be made available? There are no test data sheets

7 The Echo Box described in the requirements seems like an older piece of equipment that may not be available; will that be supplied by Tobyhanna?

Tobyhanna will not supply an Echo Box. The testing must be replicated with modern equipment.

In the PAR & ASR requirements documents, references are made to “Steps 2.A, 2.C, 2.O“ etc., and those steps don’t exist in the documents. Is there another document with that information that will be provided?

The steps being referenced refer to previous steps in the same procedure.

In the PAR & ASR Theory of Operation documents, references are made to “Para 6.10.1” and it doesn’t exist in either document. Will Para 6.10.1’s information be provided?

Para 6.10.1 REMOTE Mode Maintenance Setup. This setup configures the PAR radar system so the ON LINE channel is operated and controlled from the operations trailer. The other channel will be in the MANT mode and controlled from the radar trailer.

a. On PAR local control-indicator, press SYSTEM CHAN A MAINT - CHAN B MAINT switch to case CHAN A MAINT indicator to flash.

b. On PAR remote control-indicator, press SYSTEM CHAN A MAINT switch to cause CHAN A MAINT indicator to light.

c. On PAR local control-indicator, verify that CHAN A MAINT indicator is lit and not flashing.

10 Are the PAR & ASR receiver control panels on the receivers or are they separate panels?

Some controls exist on the receivers, but there is also a separate control panel.

11 If the receivers are tested in a lab setting, will any special fixtures be required to house the UUT’s on the test station? No special fixture is required.

Comments and Questions for Solicitation W25G1V-17-R-0019 AN/MPN-14K Test Station

The Scope Graphs shown in the Requirements and Theory of Operation documents for each receiver have no limits associated with them. How will these be automated or verified with the software if no limits are specified?

The graphs should be used to create test limits, but these limits should be adjustable by the user.

13 Some tests require an additional person in an ‘Ops Van’. How does the ‘Ops Van’ interface/communicate with the current test setup? Can this test be developed and verified at our facility?

Cabling connects the Radar Van to the Ops Van, and there is a separate control panel located in the Ops Van. For the purposes of this test station, there would just have to be some way to connect to the appropriate receiver ports and show that it is possible to control the received signals

Both receiver tests seem to be mostly manual alignment procedures with many operator visual verifications. What are Tobyhanna’s expectations for automating these types of tests?

The graphs should be used to create test limits, but these limits should be adjustable by the user. User intervention may be required on certain steps.

15 In regards to data delivery, I see a list of documents to be delivered with the test station. I would like to clarify that there is no TO requirements in this solicitation. There is no requirement for any data in TO format. Contractor format is acceptable.

) Given that we would need substantial access to the shelter (Assuming that we can’t have a shelter and radar system shipped to our facility), and the fact that this is an FFP and Short Schedule, can you guarantee us access to the shelter for the integration time that we would need?

Assumption is correct, shelter and radar cannot be shipped to contractor. Access to the shelter can be scheduled for any research or testing needed.

17 What are your anticipated testing throughput for this test system? 2 radar receivers per month

18 Are all receivers tested/aligned in the same shelter, or would the test station need to be mobile to go from shelter to shelter?

Receivers are currently tested/aligned in the shelter, but the intent is that it will not be necessary with the new test station. The test station will replace the radar shelters.

19 With regard to your answer on the previous question #13 (Ops-Van), how long do the cables need to be and what type of connectors do they have?

No cabling to shelters needed. Test station will be used instead of shelters.

In your pictures of your test stand, it looks like you are using a Spectrum Analyzer (which is not in the list of instrumentation in the Requirements). There is also no Noise Figure Meter (which is listed in the Requirements).

Are you using the Spectrum Analyzer in place of the Echo Box, and does your Spectrum Analyzer have the Noise Figure option?

Rack of test equipment is used to test the receiver, as well as other radar assemblies, so it is not necessarily 100% representative of the receiver testing. Yes, spectrum analyzer is being used in place of echo box. Spectrum analyzer does not have Noise Figure option.
