About this file
This is a Questions and Answers document for federal contract solicitation W15QKN26QA155, a FY26 Devens RFTA Range Refresh requirement issued by the Department of Defense. The document clarifies critical scope and technical requirements that were ambiguous in the original solicitation.
The Government's intent is to procure targetry systems and equipment across three attachments: Curry Range targets (quantity 20, Attachment 0001), KD Range target frames (quantity 120, Attachment 0002), and SIT Target and SIT Target Protectors (Attachment 0003). The CLIN structure in Section B is being corrected via amendment to fully encompass all required deliverables. Attachments 0001 through 0003 constitute the entire technical requirement; any reference to a separate Statement of Work document should be disregarded. This is a supply-only contract with no on-site installation required—performance is complete upon delivery and unloading of equipment at the specified destination. The requirement for a Certificate of Insurance and FAR 52.228-5 are not applicable due to the supply-only nature of the work. No option periods or option quantities exist; evaluation will be based on total price for the basic requirement only. The quote due date has been extended to 10:00 AM EDT on 14 August 2026.

Questions & Answers
Solicitation: W15QKN26QA155 – FY26- Devens RFTA Range Refresh
Question 1: The solicitation references three attachments, but Section B only contains CLINs for the SIT Target and SIT Target Protectors from Attachment 0003. Is the intent to only purchase these two CLINs and not the items from Attachments 0001 and 0002?
Also asked as: Will the Government amend Section B and Section F to add priced contract line items and delivery schedules for the Curry Range targets of Attachment 0001, quantity 20, and the KD Range target frames of Attachment 0002, quantity 120?
Also asked as: Will the Government confirm the complete list of end items and quantities comprising this requirement, and identify the governing attachment and the contract line item number for each?
Answer 1: The Government’s intent is to procure all targetry systems and equipment identified across all three attachments. The Contract Line Item Number (CLIN) structure in Section B is being corrected via this amendment to fully encompass all required deliverables.
Question 2: The Statement of Work referenced throughout the solicitation is not included. Will the Government issue the Statement of Work by amendment, or confirm that Attachments 0001 through 0003 constitute the entire technical requirement?
Answer 2: Attachments 0001, 0002, and 0003 constitute the entire technical requirement. All references to a separate "Statement of Work" document should be disregarded.
Question 3: Whether on-site installation is within scope is unresolved. The solicitation states the requirement is for "procurement and installation" but contains no installation line item. Will the Government confirm whether on-site installation is within the scope of this requirement?
Answer 3: On-site installation is NOT within the scope of this requirement. The language in the Instructions to Offerors was included in error. This is a supply-only contract.
Performance is complete upon delivery and unloading of the equipment at the specified destination.
Question 4: To the extent installation is within scope, will the Government provide details on working hours, base access, equipment support, or available power sources?
Answer 4: See the answer to Question 3. Installation is not required.
Question 5: The solicitation requires proof of insurance per FAR 52.228-5 and "Required Insurance," but the clause is not in the contract and no insurance limits are stated. Will the Government state the required insurance types and limits?
Answer 5: The requirement for a Certificate of Insurance is removed. As this is a supply-only contract with no on-site work, FAR 52.228-5 is not applicable and will not be added.
Question 6: The Addendum to FAR 52.212-2 mentions evaluating options, but the solicitation contains no option CLINs. Will the Government confirm that this requirement contains no options?
Answer 6: Correct. This requirement contains no option periods or option quantities. The reference to options in the addendum is standard template language and the evaluation will be based on the total price for the basic requirement only.
Question 7: Given the discrepancies identified, will the Government consider extending the quote due date?
Answer 7: Yes. The quote due date is hereby extended to 10:00 AM EDT on 14 August 2026.
