About this file

This is a Questions and Answers document for federal contract solicitation W15QKN-26-Q-A143, issued by the Department of the Army Materiel Command Contracting Command Picatinny Arsenal on July 20, 2026, addressing industry inquiries regarding the Range Echo Berm Upgrade project at Fort Devens, Massachusetts. The Q&A clarifies that this is a new requirement (not a recompete) involving construction of firing berms at 16 firing points, with each berm extending 6 feet on either side of existing concrete at a slope not exceeding 17 degrees. Material specifications require dirt and gravel compacted to settle, topped with 3 inches of loam. The Government clarified that no design drawings or design criteria are required, and provided updates to the Performance Work Statement regarding barricade-holder posts, specifying 4 posts per shooting platform consisting of 2 posts at 54 inches height and 2 posts at 20 inches height.

The Q&A further addresses that Best Management Practices (BMPs) and a Stormwater Pollution Prevention Plan (SWPPP) are required for the project. Regarding available documentation, the Government indicated that original Army Corps of Engineers range blueprints exist on-site but cannot be scanned due to document size limitations, and no GIS or map data is currently available for the range area. This solicitation is a 100% small business set-aside issued as a Request for Quotations under FAR Part 12 commercial procedures with applicable construction requirements under FAR Part 36 and DFARS Part 236, using lowest price technically acceptable (LPTA) methodology for award of a firm-fixed-price purchase order.
