This is a Questions and Answers document for solicitation W15QKN-26-Q-A139, issued July 20, 2026, addressing industry inquiries submitted during the solicitation phase for CSS99155 HVAC Replacement at the SSG Isadore S. Jachman United States Army Reserve Center in Owings Mills, Maryland. Key clarifications include confirmation that this is a new requirement with no incumbent contractor, that field-mounted and provided controls are required for fan coil units rather than factory-provided BACnet controls, and that existing control wiring may be reused while communication wire must be replaced with BACnet-compatible wire. The contractor bears responsibility for all wiring reused and new installations to ensure operational and functional capabilities. The project is strictly replace-in-kind with no design responsibility assigned to the contractor, though all HVAC and control components must result in a fully operational system following 99th EBCS Standards and modern industry practices. The Air Handling Unit specifications were provided per SOW section 11.3.3, and the 99th BAS Points and Alarms documentation will be provided separately. The superintendent may serve as Quality Control manager and site safety health officer. The response deadline was extended from July 23, 2026 to July 27, 2026 at 10:00 AM EDT.
