About this file

This is a Questions and Answers document for solicitation W15QKN25QA025 for an Industrial High Temperature Heater System, spanning questions received between December 2024 and February 2025. The requirement is for DEVCOM-AC's supersonic wind tunnel upgrade in Building 266 at Picatinny Arsenal, NJ.

The system specifications include: heating compressed air in a single-pass configuration with two operating conditions - 1.8 kg/s flow rate heated to 800°F and 3.5 kg/s flow rate heated to 500°F, with inlet air at room temperature (50-70°F) and 350 PSI. The heater must be maximum 12ft L x 6W, use 480V AC power, include remote control capability and safety switch, meet NEMA 4 requirements, and operate in a non-hazardous indoor environment. Key design requirements include minimal pressure drop, 6-inch inlet/outlet pipes, and a 20-year corrosion-free lifespan. The solicitation was extended by 45 days, though specific due dates were not provided in the Q&A document.

Industry Questions Industrial High Temperature Heater System

W15QKN-25-Q-A025

Date: 12/24/2024

1. What is the ambient temperature?

Answer: 50-70 Fahrenheit (Room Temp). This was in Section 2 of the PWS.

2. What is the target / process temperature?

Answer: The air needs to be heated to upwards of 800F to avoid liquification of the air when the system runs. This was in Section 2 of the PWS.

3. What is the heat up time (assuming we will be re-circulating the air, if it is a “one-pass” heating requirement, what is the SCFM)?

Answer: The tunnel needs to be heated so it does not explode from thermal shock. The system is one pass. The SCFM is ~ 2200. Clarification: Heat will not be re-circulating. This was in Section 2 of the PWS.

Date: 1/2/2025

4. We can do this type of the heater but please provide the value of volume flow at these conditions, or simply advise the power you need for both options:

· 800F, 1.8kg/s

· 500F, 3.5kg.

Answer: See Section 2.

Date: 1/3/2025

5. We will of course need additional information on specifications to be able to quote . However, we are currently finalizing our infrastructure, and will not have capability until the end of this month. Could you provide an extension of the solicitation?

Answer: The specifications are in the PWS. The Solicitation will be extended by 45 days.

Date: 1/7/2025

6. There seem to be two flow rate conditions, please confirm this.

Answer: Yes… Two mass-flow rates; 1.8 kilograms and 3.5 kilograms per second. This information Section 2 of the PWS.

7. For each condition we need the following:

· Flow rate (mass flow rate is best, which they have done)

· Operating pressure

· Any other details they can provide about the air.

· Inlet temperature with units

· Outlet temperature with units

· How do you want to mount the heater?

· What are the pipe sizes we are working with?

· Is the system one pass or recirculating?

· We need an explanation of what you mean by preheating process? This may tie into the question above.

Answer: This information is all in the PWS except for the piping and heating questions. The pipe size is going to be around 6 inches.

8. For the control panel:

· Do we need any communications for remote control of the system or data acquisition in the control panel?

· Do we need to control a fan motor or compressor?

· I assume we will need to interlock with a fan or compressor, please confirm.

Answer: A remote control required. For the fan motor and compressor question, there is no control needed. However, there should be an interlock if the gate or control valve is not open and air is not running. There is no fan or compressor, only stored compressed air.

Date: 1/8/2025

9. Please confirm on the design of the system that the incoming air will be 50-70 degrees F or degrees C.

Answer: Already answered. It is ROOM TEMPERATURE. See the SOW.

10. And then we have two conditions. To heat 1.8 kilograms per second of air at 350 psig from 50 to 800 degrees F or degrees C?

Answer: The units were given. 800 degrees Fahrenheit. This is in Section 2 of the PWS.

11. To heat 3.5 kilograms per second of air at 350 psig from 50 to 500 degrees F or degrees C?

Answer: Fahrenheit.

12. What is the maximum pressure drop allowed across the heater?

Answer: Minimal Pressure Drop as possible is desired.

13. What is the maximum length that the heater can be?

Answer: 12ft L by 6 W.

Date: 1/9/2025

14. Are the units correct in the data sheets? At 800KG/s at 350PSIG from 50F – 70F would require 5MW of power.

Answer: These units are not correct. 800kg/s is not mentioned anywhere in the SOW. 800F, 1.8kg/s. 350 PSI Room Temp.

15. Is mass flow rate correct?

Questionnaires:

Answer: Yes.

16. A question was raised on a questionnaire by a contractor if the requirement was for a ‘single pass’ or ‘recirculating’ Answer: Single Plass.

17. A question was raised on a questionnaire by a contractor as to the ‘area classification’ Answer: Area is considered safe and non hazardous.

18. A contractor asked about what material is to be heated.

Answer: Compressed Air

19. A contractor asked about whether or not the material heated sensitive to heat. We do not expect a phase change in air.

Answer: Yes.

20. A contractor asked about whether or not the heater would be performing indoors.

Answer: Yes.

21. A contractor asked about an ASME Code Stamp is required Answer: No.

22. A contractor asked if PED Compliance is required.

Answer: No.

23. A contractor asked about corrosion allowance.

Flow Rate:

Temperature In:

Temperature Out:

Flow Rate: A) 1.8 kg/s (to 800°F) and B) 3.5 kg/s (to 500°F) Response: Confirmed Does this indicate a maximum flow rate of 3.5 kg/s and a minimum of 1.8 kg/s?

Response: The maximum should be 3.5 kg/s. The minimum will be zero Temperature:

Does this mean 500 deg inlet temperature and 800 deg outlet temperature?

Response: There are two different settings for the outlet.
