PERFORMANCE WORK STATEMENT (PWS)

LAWN MAINTENANCE SUPPORT SERVICES

SECTION 1 – GENERAL INFORMATION

1. General: This procurement is to fulfill the requirement to perform lawn maintenance services on Fort Leonard Wood, Missouri, at the 25-acre training area designated as training area 206B (TA206B). The government shall not exercise any supervision or control over the contract service provider performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform service as defined in this PWS. The contractor shall perform to the standards in this contract.

1.2 Background: The 80th Training Command, 102nd Training Division, TASS Training Center (TTC) - Fort Leonard Wood (FLW) endeavors to provide Soldiers with a world class training environment. The welfare of our students is paramount therefore, we need a bi-weekly lawn care service to provide a safe and professional learning environment where students can practice and apply their skills.

1.3 Objectives: The purpose of this acquisition is to provide a safe and professional learning environment for Soldiers by contracting bi-weekly lawn care service to 25-acres of land utilized for training.

1.4 Scope: The contractor must provide all personnel, equipment, tools, materials, supervision, and other items needed to maintain the area. At the start of the cutting season the lawn cutting and edging will occur bi-weekly unless agreed upon by the facility and is subject to weather and natural growth habits.

1.4.1 The contractor shall keep all roads, walkways, sidewalks, and parking lots clean of all debris.

1.6 General Information

1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by assuring work complies with the requirement of the contract. The organization’s knowledge management officer will also perform quality control of work performed. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his quality control program.

1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.3 Recognized Holidays: Contractor is not required to work during the following holidays:

1.6.4 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0800- 1600 Monday through Friday except federal holidays or when the government facility is closed due to local or national emergencies, administrative closings, or similar government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The contractor must always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.5 Place of Performance: The work to be performed under this contract will be performed at Fort Leonard Wood TA206B, 9526 Geyser Avenue, Building 5150, Fort Leonard Wood, MO 65473

1.6.6 Type of Contract: The government will award a Service Type of contract to be determined by CCE and the customer.

1.6.7 Security Requirements: Contractor personnel performing work under this contract must have a completed background check or security clearance at time of the proposal submission and must maintain the level of security required for the life of the contract. Contractor personnel performing work under this contract must have a valid Government ID that complies the Federal ID law. Employees must not have any outstanding warrants of the time of the proposal submission and must maintain the level of security required for the life of the contract.

1.6.7.1 Anti-Terrorism/Operational Security Requirements

Access and General Protection/Security Policy and Procedures. Contractor and all associated sub-contractor’s employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

For contractors that do not require CAC but require access to a DoD facility or installation. Contractor and all associated sub-contractor’s employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

AT Level I Training: All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within

30 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at the following website:

The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.

OPSEC Training. Per AR 530-1, Operations Security, new contractor employees must complete Level I OPSEC training within 30 calendar days of their reporting for duty. All contractor employees must complete annual OPSEC awareness training.

1.6.8 Special Qualifications: No special requirements.

1.6.9 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.6.10 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract:

perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially regarding changes in cost or price, estimates or changes in delivery dates.

The COR is not authorized to change any of the terms and conditions of the resulting order.

1.6.11 Key Personnel: The following personnel are considered key personnel by the government: Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.

1.6.12 PHASE IN /PHASE OUT PERIOD: There are no PHASE IN/ PHASE OUT Periods. During the phase in period, the Contractor shall become familiar with performance requirements to commence full performance of services on the contract start date.

SECTION 2 - DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. DELIVERABLE. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.9. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.12. WORK WEEK. Saturday through Sunday, unless specified otherwise.

SECTION 3 – GOVERNMENT FURNISHED PROPERTY AND SERVICES

3.1 General Information

The Government must provide the facilities, equipment, materials, and services listed here.

3.1.1 Government Furnished Facilities

SECTION 4 – CONTRACTOR FURNISHED ITEMS AND SERVICES

4.1. GENERAL. The Contractor shall furnish all supplies, equipment, facilities, and services required to perform work under this contract that are not listed under Section 3 of this PWS. Material, equipment, and supplies provided shall be of acceptable commercial grade and quality. Unsafe or unsatisfactory equipment will be replaced by the contractor.

5. SPECIFIC TASKS.

5.1. The contractor shall provide the grounds maintenance services for TA206B. A description of the areas to receive grounds maintenance services is included in the applicable site plan.

5.2. Basic services shall be performed at TA206B. Any equipment (including waste containers) moved while performing basic services shall be returned to their original position.

5.3 SCHEDULE OF WORK. The contractor shall provide grounds maintenance services for TA206B. The contract period for grounds maintenance service is March through November Prior to commencing any work, the Contractor shall submit a schedule via email of operations to the COR/ site coordinator for approval.

The mowing schedule shall be subject to change in order that the contractor’s operations do not conflict or otherwise disrupt normal operations of the government in the facility involved. In the event the mowing is not necessary when scheduled, the COR or site coordinator will contact the contractor 48 hours prior to the work scheduled. A PRE-WORK meeting between COR / site coordinator, and vendor will outline all scheduling of grounds maintenance to include rescheduling due to inclement weather or event at facility.

5.4. MAINTAIN GROUNDS

5.4.1. MOWING. All grass cutting equipment will arrive at the site with mowing blades in a sharp condition.

Mowing shall include areas identified in the site map to include but not limited to embankment, parking lots, drain basins, displays and isolated areas. Contractor’s responsibility to maintain all areas to the commercial standards. This includes but not limited to overgrown areas that have not been maintained. To bring the area up to the commercial standard, the contractor is responsible to complete as specified on maps at no additional cost. The methodology to bring the property up to the standard is up to the contractor and not dictated by the Government.

During the growing season grass shall be cut to a height no higher than five (5) inches and no less than two (2) inches. Grass will be cut approximately every 14 days or as directed by the COR / site coordinator. Routine policing of the grounds will be conducted during mowing services and all site areas, walkways, and parking areas shall be kept free of debris/trash/clippings by either sweeping or blowing and disposed. The contractor is responsible to remove all branches or limbs (up to 2 inches in diameter) from the areas prior to mowing. The branches and limbs shall be removed off site. Government dumpster will NOT be used for disposal.

5.4.2 TRIMMING: All areas of the site must be properly trimmed during the period of performance as specified in PWS 5.3 schedule of work, or as directed by the COR/ site coordinator. Trimming shall occur same time as the mowing schedule. Trimming shall include but not limited to all walks, buildings, and roadway curbs adjoining turf areas shall be cleanly trimmed and consistently maintained throughout the growing season.

SECTION 6 - APPLICABLE PUBLICATIONS

6. Applicable Publications (Current Editions).

6.1. The Contractor must abide by all applicable regulations, publications, manuals, and local policies and procedures. Contractors must abide by AR 530-1 Operations Security, 190-51 Security of Unclassified Army Resources (Sensitive and Non sensitive).

SECTION 7 - ATTACHMENT/TECHNICAL EXHIBIT LISTING

7. Attachment/Technical Exhibit List.

7.1. Attachment 1/Technical Exhibit 1 – Performance Requirements Summary is a detail overview of the performance objectives, standard, and performance threshold, and method of surveillance. The purpose of this performance requirement summary is to ensure that PWS of the detailed lawn maintenance service is being performed to standard to meet the expectations of the training site. The contractor will ensure that they met each performance objectives, and that the standard is meet with zero deviation. There will be periodic inspection to ensure each performance objectives are being met and customer complaints will be a factor of performance requirements to ensure performance objective standard are met.

Performance Requirements Summary

The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

PRS # 1.

The contractor shall conduct preliminary survey of area and remove debris such as fallen tree limbs, branches, and rocks.

The contractor will remove all debris to ensure that the area is clear of obstructions and presents a pleasant appearance. To ensure Soldiers safety.

Zero deviation from standard.

Random inspection to check if work is performed to standard.

PRS # 2

The Contractor shall mow/trim grass to a height of 2” – 5”. Grass mowing should be accomplished in a manner that is free of scalping, rutting, and bruising uneven or rough cutting to promote proper growth and a neat appearance.

The contractor will mow/trim grass to ensure an evenly appearance free of ruts and damage to the training area. Preventing bare spots as much as the terrain allows.

Zero deviation from standard.

Random inspection to check if work is performed to standard.

PRS # 3

The contractor shall performtrimming around all poles, fences buildings and driveways.

The contractor will weed whacking/trimming and edging without causing unnecessary damage to facilities.

PRS # 4

The contractor shall blow free debris and clippings from walkways/driveway/ parking areas. Dispose of debris/ clippings in compliance with state and local regulations.

The contractor will remove all debris from the walkways/driveway/and parking areas ensuring a pleasant appearance. With little to no sign of services provided. Providing a safe environment for foot and motorcycle traffic

Zero deviation from standard.
