Question and Answers #3:
31) Critical Characteristic Safety Plans (CCSPs) are typically delivered some period of time after contract award, but prior to the First Article at 270-days. Why is this required at the proposal stage?
A: The specific critical characteristics safety plan is not due as part of the proposal. The required timeline for submission is in the CDRLs. The proposal is asking for details regarding the offeror’s QMS and how it ties into the solicitation requirements and description of how they plan to inspect, prevent, and respond to critical defects. The specific information being asked for is outlined in L.3.4.1.2 of the RFP.
31) There are two drawings missing from the technical data packages.
a. Drawing #11751151 “BODY “ Located in Document #P21C49 “TECHNICAL DATA PACKAGE LIST: PRJTL 60MM HE M720A1/A2 M768/A1 PTD BODY” Section: INSPECTION DRAWINGS AND DOCUMENTS.
b. Drawing #13064721 “COWLING” Located in Document #P21C54 “TECHNICAL DATA PACKAGE LIST: BODY PAINT ASSEMBLY” Section: PRODUCT DRAWING AND ASSOCIATED PARTS.
A: Drawing 11751151 is an old drawing and not required in support of this solicitation. Drawing 13064721 is the cowling for the M821A4 body. This drawing/item is currently a CFM item and not a part of this RFP.
32) While going through DR_7548319_23198_Y_001_001.pdf (the packaging requirement sheet that is in every folder), we noticed that the following items are not called out:
· 60mm M722/M722A1 Smoke Shell Body
· 81mm HE HF-1 M821/M889A4 IM Shell Body
· 81mm HE HF-1 M821/M889A2 Non-IM Shell Body
· 81mm M879A1 FRPC Shell Body
· 81mm M821A4 HE Shell Body
· 81mm M821A4 Mass Simulator
Which packaging requirements should be used for these items?
A: All of those items utilize Drawing 7548319 as indicated in Section D of the RFP.
33) The links for the CPOA and CCCP/COPA Review Guide do not work and cannot be accessed directly. How do we get those documents?
http://www.pica.army.mil/PicatinnyPublic/organizations/ardec/orgchart/quality.html.
https://ac.ccdc.army.mil/organizations/QESA/_files/CCCP_&_CPOA_Review_Guide_Rev-A_Amd_1_UNCLASSIFIED.PDF
A: The links are not working. An attachment has been uploaded on how to obtain that information.
34) There is a requirement on the drawings to perform Hydrotesting, but there is no detail or specification that outlines the process or requirements, like there is for the ultrasonic testing. Is there a document that expands on these requirements?
A: Hydrostatic testing should be conducted in accordance with the requirements specified on the applicable drawings and associated detailed specifications. Additionally, hydrostatic testing should conform to the AAIE requirements.
35) Due to the considerations and evaluations of the answers to the many questions that have been asked to this point, as well as the upcoming Thanksgiving holiday, we are requesting an extension of 6 weeks to the Proposal due date.
A: Solicitation has been extended two weeks. Further extension will be evaluated if more requests are submitted.
