29) DTL12630554A dated 16 August 2019, on page 15 of the DTL plan shows two separate characteristics numbered 151 with another single characteristic numbered 152 and 153. While this appears to be a formatting error, this DTL plan is listed in the solicitation, and it will be part of the resulting contract. This may lead to issues during AIE and FAT submittals. Will the US Army consider correcting this or otherwise advise?
A: The characteristics referenced are separate characteristics and should be treated as such for this solicitation. Following contract award, an ECP can be placed on contract to properly correct this error in the contract.
30) We interpret that the curve pricing will be used to evaluate offerors as well as set NTEs, but that orders will be competed via contemplation letters for specific quantities. In response to the contemplation letters, contractors will have the opportunity to submit pricing lower than original pricing. Can the Government confirm this interpretation is accurate?
A: Yes, the delivery orders will be competed if there are multiple contracts awarded.
