EXECUTIVE SUMMARY:__________________

This executive summary highlights some of the important features of this solicitation. If conflicts exist between this summary and provisions of the solicitation, the provisions of the solicitation take precedence.

1. REQUIREMENTS:________________

The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Office of the Project Manager Close Combat Systems (PM CCS), has a new requirement to manufacture, test, inspect, package, and deliver the XM919 Individual Assault Munition (IAM). The XM919 IAM system consists of the XM919 IAM tactical munition and training devices to include the XM922 Sub-Caliber Trainer (SCT), associated Sub-

Caliber Tracer Cartridge, Field Handling Trainer (FHT), and spare parts.

The XM919 IAM tactical munition is a disposable, lightweight, single shot, multi-target, and Fire from Enclosure (FFE) capable Shoulder

Launched Munition (SLM). The XM919 IAM is for combat units at the squad level, employed by an individual Soldier. Throughout this document the XM919 IAM tactical munition will be referred to as the XM919 IAM. This procurement requires access to Controlled

Unclassified Information (CUI), Privacy Act, or sensitive unclassified information.

2. ACQUISITION STRATEGY:________________________

ACC-NJ, on behalf of the PM CCS, intends to procure the XM919 IAM utilizing Full and Open Competition (F&OC) procedures. The contract will be a F&OC, but Load, Assemble and Pack (LAP) activities shall be performed within the United States (U.S.) no later than the start of the third (3rd) ordering period of the contract. This will provide potential foreign sources with an opportunity to transition LAP to a location within the U.S. during the first two (2) ordering periods of the contract. Vendors may perform LAP within the U.S. at the outset of the period of performance (i.e., ordering periods one and/or two) if LAP continues within the U.S. for the third (3rd) through fifth (5th) ordering periods of the contract. The Government intends to incorporate the successful offeror's LAP plan into the resultant award. The anticipated award date for this acquisition is projected for second quarter (2Q) FY24.

The Government intends to award a single five (5)-year, Indefinite Delivery / Indefinite Quantity (IDIQ) production contract. The contract will consist of five (5) 12-month ordering periods:

- Ordering Period 1: 12 months from the date of award

- Ordering Period 2: 12 months from the end of Ordering Period 1

- Ordering Period 3: 12 months from the end of Ordering Period 2

- Ordering Period 4: 12 months from the end of Ordering Period 3

- Ordering Period 5: 12 months from the end of Ordering Period 4

The delivery schedule requirements will be established for each individual delivery. Early delivery is acceptable at no additional cost to the Government.

DELIVERY REQUIREMENT: F.O.B. Points are identified within each CLIN.

GOVERNMENT FURNISHED MATERIAL (GFM), GOVERNMENT FURNISHED INFORMATION (GFI), and GOVERNMENT FURNISHED PROPERTY (GFP): The Government does not anticipate providing GFM, GFI or GFP under the XM919 IAM contract.
