Task #0001

Fifty-one porta potties for 12+ months with an option to extend.

With these 51 toilets

Are the toilets getting delivered at once? Will we deliver all 50 at once or split this up into different delivery days and times?

-The 51 toilets do not need to be delivered at the same time but the delivery of all 51 toilets should take no longer than 1 week as these are the permanent units that personnel rely on day to day.

Are the toilets going as a bank of toilets in 1 location at fort Devens or multiple locations? If numerous locations, approx. How many locations?

-The 51 toilets will be spread throughout the installation at approximately 30 different locations. However, many locations will be within close proximity to each other. A map with the location of every toilet will be provided. Range staff can assist the drivers on placement with the initial delivery.

With respect to requesting the toilets to be secured and staked. Are you asking us to provide the rope and stakes? Are you asking us to do the roping and staking of the units?

-Yes, for the 51 toilets only. All other toilets will not require tie downs since they are temporary. This will help prevent the permanent units from being blown over and becoming damaged causing delays for the drivers.

We also want to discourage personnel using the toilets to not move them to different locations.

Depending on how many locations of toilets will help determine the amount of work and material needed to secure the units to the ground.

Task #0002 Deliver and pick up 150 toilets on an as needed basis.

Is this going to be a request of ANY amount of toilets up to 150 toilets? In addition to the 50 toilets already on site, I’m assuming? Could this be 20 toilets or any amount of toilets up to 150 toilets?

-These toilets will be utilized by qualified organizations supporting up to 150 toilets if required. The units that we support for task 2 will sporadically be present throughout the year. Unit personnel size can vary significantly from 12 people to 1000 people. We want to provide 1 toilet per 15 people. A unit with 200 people would require 13 toilets. This type of request can vary on frequency and season. Typically, you would be supporting one unit at a time, but the conditions do exist where you could be supporting several units. Even supporting several units at one time, it would be rare to have all 150 tasked out to units at one time.

Again with this request be at one time delivery for 1 location? i.e. or could this request be for 35 toilets on a specific date then 20 toilets to another location on base at another date??????…….etc.

-The delivery location will vary depending on the area being occupied. The drivers will need to become familiar with identifiable locations. Range staff will support the drivers to ensure they understand where the delivery location is. Requests will be sporadic throughout the year. We can go a month without any requests and some months with multiple requests. For Task 2, the number of requests within a year period can vary anywhere from single digits to over 50. It is not common to have over 30 requests within a year period currently.

We are just trying to understand if this task could call for a delivery of 10 toilets and go up to 150 or will it always be a minimum number of 150 toilets?

-The number of toilets required will always go off the number of personnel reported on a request. The current ratio is roughly 1 toilet per 15 people. We do not allow units to decide the number of toilets they desire. This formula will be used every time.

Will we have at least 48 hours’ notice for delivery of these large number of toilets? Is the contract requesting us to provide pricing to be able to deliver these toilets within 24 hours of request?

-We will always attempt to provide you with at least a 10-day notice. Anything under a 72-hour window we would reach out via phone or email to see if you could support. We have had past situations due to communication failures where we attempted to get some toilets within a 24-hour period. If a request within a 24-hour period could not be supported, it would be understandable. Most of the notices we give you on these requests for task 2 and 3 will be over 30 days.

Task #0003 Delivery and pick up 200 toilets on an as needed basis.

All the same questions above apply however, I’m assuming this is requesting pricing for a minimum of 200 units otherwise it would fall under the parameters of task 0002? If I’m reading this correctly.

-All the same answers apply from task 2 to task 3. The only difference is the number of toilets listed and the amount of time the toilets will be utilized.

-Although task 2 and 3 are separated due to different mission support, we do not anticipate utilizing over 200 toilets at one given time with task 2 and 3 combined. This does not include the 51 permanent toilets.

Also, for the CLINs that pertain to the 51 latrines, 150 latrines and 200 latrines respectively – are these to be delivered all at once or is it a staggered delivery throughout the year?

-The 51 are permanent and should all be delivered within a one-week period. The 150 and 200 latrines will be staggered throughout the year. Please see the other answers for more in depth answers to this question.
