Question and Answer for Solicitation W15QKN-23-Q-5021 Portable Septic Service – Fort Devens, MA
In the review of the solicitation, two task number 0001 was done in error? In my experience, you must bill to that task number, and having a duplicate number will complicate that billing.
-This is more than likely an error. This contract was started by a previous employee and I took it over this past December. I am attempting to fix all errors noticed and on any future submittals where this isn’t as complicated as it has become.
Frequency of incremental 150 or 200 - rough estimate is fine (ie. Once per year? 3x? 5?)?
-In FY 22, we had 215 request for additional toilets. The highest request consisted of 52 toilets.
ADA's required for both the long-term units and for the 150 or 200 deliveries?
-Only one Handicap unit on the entire installation. This comes from the 51 permanent.
Are we interpreting this right to say that 251 units is the max that would ever be out at one time? This is important to us in terms of managing our inventory and ensuring we always have enough set aside to meet the need?
-Since we have 51 permanent units, It would be extremely rare to have 200 additional units out on South Post at one given time. Additional toilets on the ground should never exceed 200.
What would be the maximum total number of units out at a given time as well as the duration on these units other then the original 51 permanent?
-AT units (up to Two Weeks, 14 Days) -IDT Units (up to four days) -200 additional units should be the max at any given time. Most units that request toilets generally need around 10 toilets. FY 22, we had 215 request for additional toilets. The highest request consisted of 52 toilets.
Besides the permanent units, Annual Training unit can utilize the additional units for up to two weeks. Most Units drilling will be 3-4 days maximum.

How many would need to be standard and how many ADA (handicap accessible)?
-We only need one handicap unit located next to the Range Control Building/Entrance.

Are you looking for multiple weekly cleanings on any of the units?
-We are looking for one cleanings a week, Tuesdays. If this falls on a federal holiday than either Monday or Wednesday of that week
Are we able to get a pass of some sort for our driver to have easy access to the base as in the past there was an issue with drivers coming on base?
-All drivers must check-in with Range Control. They will sign in a logbook and be able to head down range after that. Check-in is required every time a driver comes on the installation.
The Number of toilets that is required differs from the task order from the SOW to the price schedule. Can you specify the exact number of Chemical Toilets for each task order?
-51 Permanent Toilets -Up to 150 toilets for Annual training units -Up to 200 toilets for Individual Duty Training.
-200 Max out of one time.
The number of times maintenance is needed also differs from price schedule and the SOW, can you state the exact number of times for maintenance for each task order?
-Task 1 (permanent units) Weekly -Task 2 (AT) Bi-Weekly -Task 3 (IDT) clean or retrieve. (Company will pick up units to return)
Is the site visit mandatory? and when will the date and time be announced?
-Site visits should be coordinated through the Fort Devens Range Control Office at 4260 Jackson Rd, Devens, MA 01434; phone: (978) 796-2723 for Wednesday (1/11/2023) or Thursday (1/12/2023).
Is there a need for ADA units, or will they all be standard units?
-No, Standard besides the one mentioned.
Also, on the paperwork, it says “Task Summary” what are you looking specifically to go in that box?
-No Impact, No Idea?
