QUESTION & RESPONSES
W15QKN‐22‐R‐5043 – Grounds Maintenance – Multi WV Facilities
8‐23‐2022
1. Is there an incumbent? If so, are they eligible to re‐compete for this solicitation?
Government Response: The incumbent is J Olivia Trucking, LLC. This requirement is Set Aside 100% for
Small Businesses as stated in Solicitation W15QKN‐22‐R‐5043. Any Small Business is eligible to submit a quote for Solicitation W15QKN‐22‐R‐5043.
2. Do you know if the incumbent plan to recompete?
Government Response: The Government does not have this information.
3. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number.
Government Response: Refer to the response to question number 1 for incumbent information.
Additionally the previous Contract Number is W15QKN‐17‐C‐1030.
4. How many awards does the government intend to award for this solicitation? Is it only one?
Government Response: Refer to the Instructions to Offerors section within Solicitation W15QKN‐22‐R‐
5043, paragraph 4., stating, “The Government intends to award a single, Firm‐Fixed‐Price (FFP) contract”.
5. We would like clarification to what is required to maintain the retention pond for site code 54168 at
6 Armory Road, Clarksburg, WV. Approximately a dozen small trees were observed along the perimeter of the berm slope. Should they be cut down to ground level?
Government Response: Refer to PWS Paragraph 5.4.5 “Maintain Retention Ponds”.
6. At the same location (as listed in Question #5), there are numerous vehicles with tall grass growing up around them. It appears they have been parked in their spots for a long period of time. Does this contract call for trimming around those vehicles? And if so, how often.
Government Response: Refer to the attachments titled: “Grounds Maintenance Map”, for each location that details the areas to be trimmed. Additionally refer to PWS Paragraph’s 2.12, and 5.4.3.
7. At the same location (as listed in Question #5), there is heavy vine/weed growth on a 20ft. high x
300ft long retaining wall to the south of the property. Would the awarding contractor be required to remove all this growth under this contract? A telescoping manlift may be required with numerous man hours and haul off trips. Should this be included into the fixed price, or would a time and material price and a separate line item be of consideration?
Government Response: No, this area is not in the requirement
8. Clarification for clearing fence lines and regaining 10ft of access outside the fence for site code 54685 at 101 Lakeview Drive, Cross Lanes, WV. There is substantial growth on approximately 1000 feet of fence line and access issues to regain 10ft of clearing outside of the fence. Should this be included on this contract? My fear is we could include this but those contractors (all but 2) who did not visit the sites will bid on this site and Clarksburg very differently.
Government Response: Refer to PWS Paragraph 5.4.6 One time Fence Clearing as well as PWS Paragraph
5.4.4 Spring and Fall Cleanup. Additionally refer to each site map as all fence lines have been identified.
9. Section 5.4.4. states that no chemical removal treatment or techniques shall be used. Can we use natural methods to kill the weeds where practical such as a water/ vinegar mix or similar? In addition, could we clear these fences in the late fall or winter to regain control while the growth is dormant/ dead?
Government Response: Yes, the contractor may use natural methods, and yes clearing can be accomplished during the colder months, but this needs to be identified on the schedule submitted at the beginning of each grounds maintenance period of performance.
