*** End of Narrative A0000 ***
The purpose of Amendment 0004 to Solicitation W15QKN-22-R-0007 is for the following:
A. Extend the due date for the receipt of proposals to 04 January, 2022, 1 PM EST.
B. Provide responses to the following industry questions:
Question #1: CDRL A004 CDRL is for the PCA Test and Inspection results as it is tied to SOW Paragraph 3.1.3.4. However, Block 12
(detailed in Block 16) refers to a PCA plan being submitted. What is the allowed submittal time frame for submitting test and inspection results after the PCA conclusion?
Response #1: The contractor shall submit report to PCO ten (10) days after test completion. Updated CDRL A004_REV1 is added to the solicitation to replace the original CDRL A004.
Question #2: CDRL A006 States that contractor must provide a delay notice 5 days prior to a scheduled Quality Conformance Test. The same language is included in Section C, SOW, Paragraph 3.1.4.2. FAR 52.246-2, which is included in the contract, requires 2 workday advance notification of test and inspection when there is a Government representative on site. For a contractor with a Government representative on site, the delay notice would precede the notification of testing and inspection.
Response #2: The 5 day notice refers to the testing notification of 90 days prior to CONUS and 30 days prior to CONUS testing. This allows the government personnel at Picatinny time to adjust travel for testing. The FAR 52.264-2 is more geared towards residential personnel who resides at a facility (i.e., DCMA QAR, Army QAR). Two-day advance notice is for government QAR who have an on-site office.
Question #3: CDRL A029 & A030, They are both for a Production Status Report and refer to the same SOW Paragraph 3.13.1. Are these CDRLs for two separate reports?
Response #3: Correct, These CDRLs are for the same report. Removed CDRL A029. Edited original and renumbered CDRLs A029, A030, A031.
Question #4: CDRL A032 states submittal is 90 days prior to contract award. Will this be requested from all potential awardees after proposal submission and 90 days prior to award? Or should it read 90 days after contract award?
Response #4: 90 days after contract award. Revised CDRL A032_Rev1 attached.
Question # 5: Since this is being submitted electronically, is it still required to send 2 copies of all the volumes?
Response #5: Yes, submit 2 copies of all documents in case one becomes corrupted. Multiple SAFE sites can be provided if requested.
Question #6: How long is the DoD SAFE Site good for?
Response #6: Once a SAFE site is sent to the recipient, the recipient has 14 days to use it before it expires.
Question #7: Do you prefer winzip or individual files?
Response #7: As per the solicitation, Section L, 2. D.1., File Packaging. All of the proposal files shall be compressed (zipped) into one file entitled proposal zip using WinZip. version 6.2 or later, or as separate uploads in their native format, i.e. doc, xls, ppt, etc., and uploaded to the DoD Secure Access File Exchange (SAFE ) Site Drop-Off Link (via https://safe.apps.mil ) Site Drop-Off Link
(via https://safe.apps.mil ). Files shall be in read-only format, using PDF files. All price breakdown information to aide in the price evaluation shall be submitted in Microsoft Office Excel Read/Write format and viewable in Microsoft Excel 2007. Each file shall be labeled with the volume number, date, and the Offerors name. **Please note Self extracting exe files are not acceptable.
Question #8: Does the Price Matrix have to be converted to excel format?
Response #8: No, the Price matrix, attachment 0001, must be submitted in pdf. Format. Section L. 2.a., refers to all other price matrices generated by the contractor.

Please clarify (1) hard copy and (1) electronic copy (on CD); is a copy of the SAM reps and certs as a PDF included in the proposal acceptable for a hard copy? Is a CD required?
Response #9: CD and hard copies are not required. A PDF included in the proposal is acceptable. Volume V Solicitations, offer and award documents and certifications/ representations has been updated to reflect the change.
C. Remove CDRL A029, Contractor's Progress and Status Report, in its entirety and renumber the following CDRLs to:
CDRL A030, Production Status Report to CDRL A029 Production Status Report _REV1
CDRL A031 Meeting Minutes to CDRL A030_ Meeting Minutes REV1

purposes and must include all information necessary for evaluation (e.g., if it is to be evaluated in response to a Section L, Volume 1 requirement, the information must be included in the Offerors Volume 1 proposal for it to be considered). Offerors are also required to provide all required information for each subfactor independently. When rating a subfactor, the Government will only evaluate the information provided in the section of the proposal addressing that particular subfactor. When rating a factor that does not have subfactors, the Government will only evaluate the information provided in that volume. The Government will not consider information located in other sections or other volumes of the proposal in its evaluation of an individual factor or subfactor.
d. Text size shall be no less than 12 point font; however, graphs, charts, tables, and diagrams may use text size no less than 8 point font. All pages shall be numbered, contain at least a one inch margin, and utilize Times New Roman font for paragraphs of text and either Times New Roman or Arial, except for Arial Narrow, for paragraph headings, graphs, charts, tables, spreadsheets, and diagrams.
Pages printed on both sides, to include 8.5 x 14 and 11 x 17 will be counted as two pages.
i. File Packaging. All of the proposal files shall be compressed (zipped) into one file entitled proposal zip using WinZip version 6.2 or later, or as separate uploads in their native format, i.e. doc, xls, ppt, etc., and uploaded to the DoD Secure Access
File Exchange (SAFE ) Site Drop-Off Link (via https://safe.apps.mil ). Files shall be in read-only format, using PDF files. All price breakdown information to aide in the price evaluation shall be submitted in Microsoft Office Excel Read/Write format and viewable in Microsoft Excel 2007. Each file shall be labeled with the volume number, date, and the offerors name. **Please note
Self extracting exe files are not acceptable.
e. Page Limitations: The Government will not read or evaluate pages exceeding the above prescribed page limitations. Excess pages will be removed from the proposals. Page limitations do not include table of contents, cross reference matrices, list of figures, list of acronyms, section bookmarks/dividers, or indices. No material may be incorporated in the proposal by reference, attachment, appendix, videotape, audiotape or other electronic media as a means to circumvent the page limitation. No electronic video or audio material will be reviewed or considered in the evaluation. Files shall not contain classified data. The use of hyperlinks in proposals is prohibited.
f. The Offeror is expected to provide sufficient detail in a clear and concise manner to completely and logically address each evaluation factor. Proprietary information shall be clearly marked. The Government does not desire excess verbiage, unnecessary and elaborate brochures, lengthy, repetitious, disorganized presentations, or any information beyond that sufficient to present and complete an effective offer. Deficiencies, whether informational or technical, may be cause for elimination from the competitive range and/or rejection of an offer. Unsupported promises to comply with the contractual requirements are not sufficient. The proposal shall not merely reiterate the contractual specifications, but rather shall provide convincing documentary evidence of how contract requirements will be met.
g. The Offeror shall provide information by addressing each Factor/Subfactor in the format and sequence identified in the solicitation. The Offeror must provide information in sufficient detail to allow the Government to make a best value assessment of the
Offerors capability to support the proposed response to the evaluation criteria. Proposals that do not contain the information requested in the solicitation risk being determined unacceptable by the Government. The Government will not assume the Offeror possesses any capability, understanding, or commitment not specified in the proposal. The Government presumes the Offeror's proposal represents its best effort to respond to the solicitation. Submission shall therefore be thorough and complete. The proposal must not merely repeat the solicitation requirements, but rather must provide convincing documentary evidence in support of conclusive statements of how contract requirements will be met.
h. The Offeror is responsible for including sufficient details (i.e. drawings, test data) to permit a complete and accurate evaluation strictly from a technical standpoint. The Technical Volume(s) shall have a separate index, which contains narrative titles that are cross-referenced to both the applicable Performance Specification and page number. This index shall not count against the Page limitation for the Technical Volume. The narrative discussions shall also be related to the applicable paragraph by placing the appropriate SOW number at the beginning of the discussion text. The proposal shall be detailed and clearly stated to allow an assessment by the Government without the need for additional clarifications. The Offeror shall provide detailed narrative discussions that address both the SOW and the Contract Data Requirements List (CDRLs) of the solicitation. All information and data provided shall be specific to the 5.56mm Semi-Jacketed, MK311 Mod 3 (AA40), except for the area of Past Performance. In the response to the Request for Proposal, the Offeror must address all of the Factors and Subfactors within the solicitation.
i. Alternate Proposals: Alternate proposals will not be accepted.
j. Proposals shall remain valid for eight months from proposal submission.
k. The successful proposal may be incorporated into the resultant contract in whole or in part.
l. Content requirement, all information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal.
Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file. Proprietary information shall be clearly marked. The following shall be included in the
Narrative discussion.
m. The five Ordering Periods (OPs) for this requirement are as follows:

This shall include but is not limited to: procedures for triggering, conducting, documenting, and closing out a failure analysis, as well as initial notification to the Government, implementation of associated corrective actions, and plan to flow down and ensure implementation of this methodology to subcontractors.
VOLUME II Price Factor.
1. Compliance. Failure to comply with the RFP requirements for Cost information may result in an adverse assessment of an offerors proposal and reduce or eliminate its chance of being selected for award. Offerors shall ensure that the information presented in this volume is consistent and correlates with the information contained in the other proposal volumes. Also, the Offeror shall ensure that the information submitted in this volume is consistent with and fully supports the amounts set forth in the price matrix (Attachment
0001), Section B of the Standard Form (SF) 33, and continuation sheets.
2. General Instructions. In accordance with Federal Acquisition Regulation (FAR) 15.402 and 15.403-1, certified cost or pricing data are not required based on the fact that adequate competition is expected for this procurement. Information other than certified cost or pricing data may be provided in contractor format providing that sufficient information is made available. Information submitted shall be prepared following the instruction in FAR 15.403-5. If after receipt of proposals the Contracting Officer determines that there is insufficient information available to determine price reasonableness and none of the exceptions at FAR 15.403-1 apply, the Offeror may be required to submit cost or pricing data. Additionally, in the event that adequate competition is not obtained, the Contracting
Officer may incorporate FAR 52.215-20 entitled, Requirements for Cost or Pricing Data or Information Other Than Cost or Pricing Data, into the solicitation and request a Certificate of Current Cost or Pricing Data. There are no page limitations for this volume.
Proposal information included in this volume which is not directly related to Price will be disregarded.
3. The Price Matrix (Attachment 0001) and any documentation that is based on or includes mathematical calculations (e.g., calculations for rental value of government property in the Offerors possession, calculations where there is the appearance of unbalanced pricing, etc.) must be submitted in Microsoft Excel with all formulas intact and functioning, and not as Adobe PDF. All Excel formulas, lookup tables, and links shall be intact, and no links shall exist to files not included in the submission. Excel workbooks shall not contain hidden spreadsheets. Any additional information necessary to explain the proposed pricing that does not contain mathematical calculations may be submitted in Adobe, Microsoft Word or Microsoft Excel format. Failure to comply with these requirements may result in rejection of your proposal. Submittals shall be free of viruses, Trojans, spyware and other malicious code for which appropriate detection and removal/quarantine software exists. Additionally, the offeror must provide all required information in accordance with
(IAW) the following instructions.
a. The offeror shall submit its proposed unit prices for all Contract Line Item Number (CLIN) quantities, to include quantity ranges in the Price Matrix, attachment 0001, to the solicitation. Offeror shall propose unit prices for all quantity ranges in each
Ordering Period (OP) for AA40 Ammunition. Failure to do so may result in the offer being rejected. The proposed price for production
CLINS shall be inclusive of all fabricating, testing, inspection, packaging and delivery of the solicited item. All information relating to the proposed price including all required supporting documentation must be included in the section of the proposal designated as the Price Volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.
b. Each Offeror must propose a firm-fixed-price for First Article Test (FAT) CLINS for all ordering periods. Failure to provide a price for FAT may result in the offer not being considered for award. Offerors should not assume FAT will be waived and must provide
FAT prices as requested. However, the US Government reserves the right to require or waive FAT throughout the life of the contract.
Offerors should price each FAT in the Price Matrix to reflect the total price of FATs required for the start of production for a new configuration or if a previous option was not awarded. All FAT and unit prices proposed will be binding and incorporated into the resultant contract.
c. In accordance with FAR 45.202(a), the Government shall consider any potentially unfair competitive advantage that may result from an Offeror using Government property already in its possession. To eliminate the competitive advantage, a rental equivalent evaluation factor shall be added to each offer, which is predicated on the use of Government property. Offerors shall propose the per unit value of Government property for each CLIN/quantity range in accordance with FAR 52.245-9, Use and Charges in the Price. Offerors shall provide detailed calculations demonstrating how the per unit rental value was derived and documentation supporting the rental charges in sufficient detail to permit verification of the rental charges and evaluation of the per unit rental value

d. Price Information: Price proposals are assumed to represent the Offerors best efforts, as final proposal revisions may not be requested. Any additional information considered necessary to explain the proposed pricing shall be submitted at the time of proposal submission.
e. Completing the Price Evaluation Matrix Attachment (Attachment 0001):
1) Offeror is required to fill in all cells highlighted in blue. Failure to complete all required blue cells on the Price
Matrix may result in offerors proposal being rejected
2) Offeror shall enter full name, Commercial and Government Entity (CAGE) code, and date in spaces provided.
3) Offeror shall state all prices for this acquisition in current US Dollars. Proposed unit prices are limited to four decimal places.
4) The Price Matrix is locked to prevent inadvertent changes. The Offerors shall not add additional information or make any changes to it; doing so may deem an Offeror non-compliant, and its proposal may not be considered for award.
5) Offeror shall enter proposed firm fixed unit prices for all CLINs (CLIN 0001 through CLIN 0010) in the Price Matrix, Attachment 0001.
f. Any HUBZone Small Business Concern shall provide proof of HUBZone certification with its proposal submission.
g. Unbalanced Pricing. Unbalanced pricing exists when, despite an acceptable total price, the price of one or more line items is significantly over or understated as indicated by the application of cost or price analysis techniques. The greatest risks associated with unbalanced pricing occur when (a) Startup work, mobilization, first articles, or first article testing are separate line items; (b)
Base quantities and option quantities are separate line items; or (c) The evaluated price is the aggregate of estimated quantities to be ordered under separate line items of an indefinite-delivery contract. Offerors shall provide documentation, including data, calculations and supporting rationale, for any apparent unbalanced pricing, which will be used to determine if the proposed prices are balanced.
VOLUME III Past Performance. This volume shall contain past performance information regarding similar contracts. This volume shall not exceed 25 pages plus five pages for each major subcontractor, excluding Past Performance Questionnaire Forms. Offerors shall submit all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past three years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation. Relevant efforts are defined as services/efforts that are the same as or similar to the effort (as compared to North American Industry Classification System
(NAICS) code 332992) required by the RFP. Data concerning the offeror shall be provided first, followed by each proposed major subcontractor, in alphabetical order. The Offeror shall also submit the written consent of its major subcontractors to allow the disclosure of its subcontractors past performance information to the Offeror. In addition, letters of commitment shall be included for all major subcontractors for their past performance to be considered. This volume shall be organized into the following sections:
(1) Section 1 Contract Descriptions. This section shall include the following information in the following format.
