A. The purpose of Amendment 0002 to Solicitation W15QKN-22-R-0007 is provide the following responses to industry questions:

Question 1: The Government has provided an estimated contract size of 222,000,000 rounds over the life the contract, however due to the included Requirements Clause, there appears to be no ceiling for this contract. To remove program risk, will the Government please include a maximum dollar value or round count ceiling for this solicitation?

Response 1: Per FAR 16.503, this solicitation is being solicited as a requirements contract. The ceiling, as stated on page 2 of the solicitation is 222,000,000 rounds. The ceiling of a requirements contract does not explicitly need to include a dollar value, since that value is not known at this time.

Question 2: HS/4083/C01/1240 was included in the RFP in Section 3.1.1.1; yet the RFP calls for delivery of product in conformance to

PRF16001A0006 REV B. Will the Government please clarify the intent of including the MK311 Mod 0 specification HS/4083/C01/1240?

Response 2: HS/4083/C01/1240 is the legacy specification that was used for previous contracts and was included in an administrative error. All production needs to be IAW PRF16001A0006 Amendment 2.

Question 3: Many U.S. Mil-Spec 5.56mm cartridge designs allow for a maximum velocity SD of 40 fps. Can the Government comment on the need for a maximum velocity SD of 30 fps on Mk311 Mod 3?

Response 3: SD of 30 fps on Mk311 Mod 3 is the requirement, other 5.56 designs are not relevant.

Question 4: Are 5.56mm lot failures due to Action Time relevant? The requirement appears to be better suited for DVT or FAT and subsequently removed from LAT. Will the Government comment on the need to perform Action Time testing at LAT?

Response 4: This criteria is necessary and shall be tested to ensure performance and safety. The Government maintains the requirement for to perform Action Time testing at LAT.

Question 5: In reference to DFAR 252.204-7020, NIST SP 800-171, DoD Assessment Requirements, it states that there are basic, medium, and high assessments. Can you clarify when each assessment level is required and what assessment is required for this solicitation? As it is written, it is understood that each are separate assessments but does not state when each assessment is required.

Response 5: All contractors are required to provide information requested in the clause at the basic self-assessment level. DCMA will conduct further assessments as required at a future time, when and if that review is warranted.

Note, please read DFARS 252.204-7020 and DFARS 204.7304(e). Per DFARS 252.204-7019(b), In order to be considered for award, if the

Offeror is required to implement NIST SP 800-171, the Offeror shall have a current assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) (see 252.204-7020) for each covered contractor information system that is relevant to the offer, contract, task order, or delivery order. The Basic, Medium, and High NIST SP 800-171 DoD Assessments are described in the NIST SP

800-171 DoD Assessment Methodology located at https://www.acq.osd.mil/dpap/pdi/cyber/strategically_assessing_contractor_implementation_of_NIST_SP_800-171.html .

Question 6: 52.216-18 Ordering, States that orders may be placed from date of award through 365 days. Should this be 5 years (duration of IDIQ)?

Response 6: Yes, the clause will be updated accordingly, as already stated on page 2 of the solicitation.

Question 7: Is it allowable to submit a proposal using a lightweight stainless steel cartridge?

Response 7: Deviations from the performance specifications will not be allowed, therefore a proposal containing a lightweight stainless steel cartridge would not be acceptable as per the requirements outlined in the solicitation.

Question 8. Page 66 1.c. states that Volume I Technical has a maximum page count of 50 pages. Request that the page count be increased

25 pages from 50 to a total of 75 pages. This request is based on meeting the proposal requirements in Section L.

Response 8: The technical volume maximum page count has been increased to 75 pages.

Question 9: Cartridge drawing 16001A0006 Note 1.A. identifies Performance Specification 16001A0006 as applicable. However, Hybrid

Specification HS/4083/C01/1240 is not on the cartridge drawing. Will a contractor be able to deliver AA40 Ammunition previously qualified to Hybrid Specification HS/4083/C01/1240 against a resulting contract? Or, will the contractor be required to qualify the AA40

Ammunition to PRF16001A006 REV B, before deliveries can be made?

Response 9: The ammunition must be built to Performance Spec PRF16001A0006 Amendment 2. HS/4083/C01/1240 was included in the solicitation in an administrative error. Any new AA40 design would need to be qualified in accordance with the Design Verification Test matrix identified in PRF16001A0006 Amendment 2.
