M724A2 Questions and Answers:

1) Q: Drawing 13074371 Rev XA for the 105mm Liner and ECP R20T3005 are both Distribution Statement D documents. Does the U.S. Government (USG) authorize a potential offeror to distribute these documents to [REDACTED] in support of USG Request for Proposal W15QKN-21-R-0017 for 105mm M724A2 Cartridges?

A: All current document markings are accurate and have been approved. That being said, a quote should be attainable utilizing the following part number: P/N 18.601

2) Q: Drawing 13074371 Rev XA for the 105mm Liner and ECP R20T3005 are both Export

Controlled documents that require an approved Export Permit from Department of State in order to provide the drawing to [REDACTED]. Export Permit approvals can take upwards of 12-16 weeks. Can the USG confirm if [REDACTED] is currently in possession of these documents?

A: See the Answer to Q1.

3) Q: In addition to the time it could take to obtain an approved Export Permit, [REDACTED] has indicated that they are not compliant with DoD Cybersecurity requirements so we will be unable to send them controlled technical documents via email and will be required to ship the documents internationally for their review and response to our RFP. To further complicate things, [REDACTED] is currently…not available to discuss this requirement... The current proposal due date for the USG RFP is January 11th, but based on the preceding information we respectfully request a preliminary 45 day extension. If [REDACTED] is not already in possession of these documents and an Export Permit is required, a 45 day extension will more than likely not be long enough. Once we are able to discuss this requirement with [REDACTED]…, we believe we should have more fidelity as to how much additional time we will actually need to obtain an export permit, transmit the technical documents to [REDACTED], and obtain their pricing.

A: See the Answer to Q1. Please note that the RFP response date was previously extended from 11 January 2021 to 21 January 2021.
