About this file

This document contains questions and answers regarding solicitation number W15QKN-21-R-0017 for 105mm M724A2 Target Practice Discarding Sabot with Tracer cartridges. The U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems, is seeking to make one award for the manufacture, test, and delivery of M724A2 cartridges over 24 months. Load assembly and pack as well as deep drawn cartridge cases will be restricted to U.S. and Canada suppliers to protect domestic industrial capabilities. Questions were asked to clarify small business participation goals, pricing terms for specialty metals and facilities, and how to address budgetary quotes from government suppliers. Responses indicated no price reopeners or modifications would be considered and offerors should submit in accordance with the terms of the solicitation.

1. Q: This is a clarification of Question 3 originally submitted on December 8, 2020: W15QKN21R0017, RFP, Page 82, Section L, L.4.4.6, Are the Small Business Percentages listed in the table example percentages only or are these the applicable Small Business Participation goals for this procurement? Please confirm whether or not there are Small Business Participation goals for this procurement.

A: The percentages and values in the table in section L.4.4.6 are just an example of what the submission should look like (ie how much total contract dollars are going to each socio-economic category business and then what the corresponding percentage of participation comes to). The values should be put in their table depend on what is practicable for that acquisition and should match your own subcontracting plan (and any goals that may have been given to them).

2. W15QKN21R0017, RFP, Pricing, “Will the USG consider allowing Offerors to propose an EPA clause for specialty metals, in order to decrease overall price for years 2-5?”

A: EPA clause is dependent on the material and volatility of the metal. Hard to answer this without knowing what specialty metal they are requesting the EPA clause on. Provide information on what metals are referred to and their volatility.

3. This is a clarification of Question 3 originally submitted on December 8, 2020: W15QKN21R0017, RFP, Pricing, Will the USG consider allowing Offerors to propose a price reopener for cost variances for Government-Owned/Government-Operated (GOGO)/Government-Owned/Contractor-Operated (GOCO) facilities that will only offer Cost Plus Fixed Fee (CPFF)/Rough Order of Magnitude (ROM) pricing?

A: No reopener will be provided.

4. How does the USG intend to proceed with the CLINs that require a quote that includes the M148A1B1 cartridge cases as the JMC Cartridge Case Facility is unable to provide anything other than a “quote for budgetary purposes only”? Would the M148A1B1 cases be subject to a contract modification should the actual pricing come in significantly higher than the Budgetary Quote provided. Along with their quote, the JMC Cartridge Case Facility has responded with the following language: “The provided quote is for a cost reimbursable effort which needs to be finalized via a Work For Private Parties (WFPP) agreement to be executed between NSWC IHD and [contractor].”

A: This requirement is for a FFP contract, and should proposed in accordance with the RFP.

5. A0009 is a PDF, but there are references to drop-downs not available in the PDF. Do we need an

Excel version of A0009?

A: Even though this is a PDF, the choices for the drop down are listed and can be used for the fill in.

6. Given the cost-reimbursable WFPP agreement requirement from the USG’s cartridge case facility, will the USG consider one (1) of the following three (3) modifications:

− Add a cost-type CLIN, for each Ordering Period, to the RFP for the procurement, Dimensional

FAAT, and NRE of M148A1B1 cartridge cases only?

− Provide GFM M148A1B1 cartridge cases for all Ordering Periods?

− Add a re-opener clause into the RFP, strictly relating to the M148A1B1 cartridge, that states that if the supplier quoted price changes by ≥ 5%, the USG will re-open the CLIN for negotiation.

A: The offeror should propose in accordance with the FRP as provided.

7. W15QKN21R0017, RFP, Page 82, Section L, L.4.4.6, Are the Small Business Percentages listed in the table example percentages only or are these the applicable Small Business Participation goals for this procurement? Please confirm whether or not there are Small Business Participation goals for this procurement.

A: The percentages and values in the table in section L.4.4.6 are just an example of what the submission should look like (i.e. how much total contract dollars are going to each socio-economic category business and then what the corresponding percentage of participation comes to). The values the contractor should put in their table depend on what is practicable for that acquisition and should match their subcontracting plan (and any goals that may have been given to them)
