About this file

This document includes a brand name justification and a solicitation for the procurement of turning center lathes, vertical machining centers, and related equipment by the U.S. Army Contracting Command at Picatinny Arsenal. The brand name justification cites the need for Doosan Puma equipment due to horsepower requirements for large workpieces, compatibility with existing Haas equipment and software, and operator familiarity. The solicitation seeks proposals for a base Doosan Puma lathe and five options including Haas vertical machining centers and additional Doosan Puma lathes and machining centers. Proposals are due by December 16, 2020 and award will be made using lowest price technically acceptable evaluation. The solicitation is set aside for small businesses and provides for trade-in of existing Haas equipment.

FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items Sole Source Justification and Approval

1. Contracting Activity: Army Contracting Command New Jersey

2. Description of Action: The U.S. Army Combat Capabilities Development Command (CCDC) - Armaments Center (AC), Materials, Manufacturing and Prototyping Technology Division (MM&PT) requests approval for a firm fixed price contract. The Government projects award for funds will be used.

An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

3. Description of Supplies/Services: The CCDC- Puma 5100LYB, High Performance Y-Axis Turning Center Lathe with options to purchase a quantity of one Haas VF6, Vertical Machining Center, one Haas VF4 Computer Numerical Control Vertical Machining Center, one Doosan DHF 8000, Simultaneous 5-Axis Horizontal Machining Center, one Doosan Puma 800LY, High Performance Y-Axis Turning Center Lathe, and one Doosan Puma 5100LYB, High Performance Y-Axis Turning Center Lathe. The MM&PTD Prototyping Facility has been, and continues to be responsible for the fabrication of urgently needed prototype materiel mission.

4. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 United States Code (U.S.C.) Section 1901 as implemented by Federal Acquisition Regulation (FAR) Subpart 13.5: Brand-Name.

5. Reason for Authority Cited: The new Doosan Puma and Haas equipment will provide the latest fabrication capabilities to MM&PTD to support Research and R&D activities and short run productions and various metal parts for other CCDC and Program Manager offices at Picatinny Arsenal, New Jersey. Most importantly, the required equipment will provide for a needed capability and support the rapid manufacturing of test components to support Extended Range Cannon Artillery and other development programs. The CCDC Armament Center mission encompasses a broad range of length diameter and weight ammunition workpieces that any given day the MM&PTD division will require several different size machines of adequate horse power. The Doosan Puma equipment have the highest horse power rating on the market and greatest mass to support the larger work pieces required of modern large and very large caliber ammunition designs.

The Doosan Puma equipment is the only brand that will meet the Government requirement for large and very large workpieces due to their high spindle horsepower (HP) and mass of their equipment. HP and mass are critical to safely and efficiently machine the large work pieces required by M&PT. A lighter, lower HP turning center lathe will have difficulty controlling the large rotating mass of the workpiece at the precise speed for machining each given feature with the correct tools and the ability to brake the machine instantly when the part is finished or the emergency stop is pressed. This is both a mission success and safety risk. Additionally, the materials (work pieces) being utilized for these research and development programs are growing exponentially in yield strength each year. The newer, very high strength materials often require high HP and torque output to effectively remove material. Lower HP machines will cause premature tool wear when using higher strength materials like Inconel, Titanium and Aeromet100.

The Doosan Puma turning center lathes are designed to operate efficiently in hot and cold temperatures while still maintaining the tolerances of the work pieces. The MM&PTD building is a large open facility with minimal temperature control. .

The lighter brands of turning centers in use at the facility often become limited to the hours of the workday in which they can still hold the required tolerances or even operate without adding increased work piece heat.

The Haas VF6 and VF4 equipment are lighter, less expensive turning center lathes that complement the heavy Doosan Puma equipment for the light finish milling work that is always required after the major projectile work is complete. The Haas machines allow the MM&PTD to complete the small feature, secondary work after the major metal removal and precision work is complete with the larger Doosan Puma equipment. The Government created custom post processors for Haas and Doosan Puma equipment which are required to translate cutter location files from Doosan Puma to Haas in order to complete the finish milling work. The purchase of another brand of a lighter turning center lathe would cause Government delays since the Government would have to create new post processors and debug the systems to ensure they interface properly with each other.

Further, MM&PTD machine operators are familiar with the controls on the Doosan Puma and Haas equipment and will be able to start manufacturing parts as soon as the equipment is installed without the need to retrain personnel and have them absorb any learning curve. Re-training senior programmers and junior technicians/machine operators to the level of proficiency and confidence will take up

. During which time productivity has historically shown to drop by at least This drop is accounted for in longer set up times, longer run times, mistakes natural to the learning curve and sub-standard parts going through additional inspection cycles. In this current environment of forced reduced productivity due to shut downs and building occupancy restrictions the CCDC Armament Center large caliber ammunition programs cannot absorb any more breaks in productivity.

Additional cost will come from non-recoverable material costs associated with non-conforming, or scrap parts that will inevitably be generated during the learning curve period. The current large caliber ammunition components being made on these large turning center lathes are being made from costly materials

. In one example prototype weapon project, utilizing the MM&PTD started the job with a workpiece.

The new equipment will also be able to share fixtures and tooling with the equipment currently being used by the Government.

There will not be a need to repurchase new tooling to fit the equipment. The cost savings from not having to train, reprogram and purchase tooling or create a new supply chain for another brand of machine the Doosan ensuring that both Doosan Puma and Haas equipment communicate reliably with the Defense Research Engineering Network (DREN) used at Picatinny Arsenal, NJ. The in-house network administers had to run many security tests in order to ensure reliable and secure communication between the equipment and the DREN network.

6. Efforts to Obtain Competition: This proposed contract will be solicited competitively amongst authorized distributors of brand name Doosan Puma equipment. Market research indicated that three small businesses are distributors of the brand name equipment. Therefore, the Government anticipates setting aside the acquisition for small businesses under a brand name restriction. The Contracting Officer shall publish the notices required by FAR 5.201.

7. Actions to Increase Competition: Full and open competition is not feasible at this time in the marketplace. Prior to future acquisitions for the same or similar equipment, brand name or otherwise, the Government will conduct market research to reassess if the same circumstances supported in this justification exist in terms of Doosan Puma needs.

8. Market Research: Market Research was conducted by CCDC-AC and MM&PTD from 1 January 2020 to 30 April 2020 by utilizing local knowledge within CCDC-AC to obtain information from potential sources, and using Internet tools to perform Web searches.
