*** End of Narrative A0000 ***
The purpose of Amendment 0003 to Solicitation W15QKN-20-R-0022, is as follows:
1. Change the last sentence in Section C, SOW Paragraph C.5.14, "Explosive Ordnance Disposal (EOD),"
a. FROM: The contractor shall deliver an updated source data package and testing hardware to the AFC CCDC-AC EOD office for verification testing of the EOD render-safe and disposal procedures.
b. TO: The contractor shall deliver an updated source data package to the AFC CCDC-AC EOD office for verification testing of the EOD render-safe and disposal procedures.
2. Retitle Attachment 0003 in Section J,
a. FROM: "M72 LAW Components Spare Parts List"
b. TO: "Components for Shoulder Launched Munitions (SLM) Training Systems"
3. Answer the following questions from industry:
Q19. CDRL A036 Explosive Ordinance Data: Which Test Hardware is the USG referring to related to this CDRL and SOW paragraph C.5.14?
A19. "Test Hardware" in Paragraph C.5.14 is an error. No "testing hardware" shall be delivered under the requirements of paragraph
C.5.14. The language "and testing hardware" has been deleted from paragraph C.5.14.
Q20. CDRL A037 Technical Report-Study/Services - Training Systems Components: Is this CDRL (and SOW paragraph C.5.16) referring to the
Spares List?
A20. The list required by CDRL A037 should be very similar to the RFP Attachment 0003, subject to any updates, additions, or changes as an outcome of negotiations/contract award. The title for Attachment 0003 has been changed from "M72 LAW Components Spare Parets List," to "Components for Shoulder Launched Munitions (SLM) Training Systems," for consistency within the RFP.
Q21. There are several CDRLs that are not Product Type dependent, but rather, are a one-time submittal (i.e., A025), annual submittals
(i.e., A022), or are submitted at regular intervals (i.e., A026). It would not be accurate to include these CDRLs in the pricing for each Product Type. Does the USG want these contract-specific CDRLs priced as a separate line item not currently part of Section B? If not, how does the USG want these CDRLs priced?
A21. Reference is made to CLIN 0106 - CDRLS A001 - A037, which states Not Separately Priced (NSP) for Unit Price and Amount. It is the
Governments preference to incorporate all CDRLs as NSP into the contract, however, NDS may propose CDRLs, in similar arrangement, as to what was executed on Contract W15QKN-14-D-0086.
Q22. The USG took an action during our call on 08/20 to provide NDS with the "Kit" list (CLIN 0021 and Section F.8). Is this list ready to send to us yet? It is necessary to better understand what to estimate in the proposal for this requirement.
A22. After further discussion with the End User, utilization of kits is not the most efficient way at meeting the need for Components for SLM Training Systems. The contractor shall propose in accordance with the quantity breakouts where appropriate, based on their knowledge and accessibility within their supply chain. However, where NDS cannot offer pricing for parts/materials as requested (e.g.
requested quantity range), NDS shall coordinate and come to agreement with the Government on an alternate solution, based on knowledge and best practices, or other constraints.
Q23. The USG took an action during our call on 08/20 to provide Nammo with the information on what expected volume should be used to prepare the Small Business Subcontracting Plan (Section L.5.1 and FAR 52.219-9). Is this information available yet? It will be needed to prepare the Plan.
A23. Reference is made to section L.1.2, which states that a proposal in response to this solicitation must contain a completed Small
Business Subcontracting Plan, in accordance with FAR 52.219-9. Furthermore, Section L.5.1 states that, "The offeror shall be responsible

Name of Offeror or Contractor:

for submitting an acceptable Subcontracting Plan with their proposal, in accordance with FAR 19.704, when applicable." Therefore, the offeror shall prepare a proper plan in accordance with this guidance, utilizing the "maximum value" to develop goals for the overall contract. This approach will allow for development of a plan, and assumes that the contractor will be awarded all of the work evenly over the term of the contract.
