*** End of Narrative A0000 ***

The purpose of Amendment 0001 to Solicitation W15QKN-20-R-0022, is to answer the following questions submitted by industry:

Q1. What is the purpose of Request for Proposal (RFP) Section H, Paragraphs H1 and H2?

A1. As stated in the solicitation, the applicable quantity range for determining unit prices shall be based on the total combined quantity of the M72A8 and M72A10, and the M72AS FFE and M72AS. For example, if 500 each of the M72A8 and M72A10 are ordered, the combined quantity of 1,000 units pushes the pricing to the 501-1000 quantity range for both the M72A8 and M72A10.

Q2. Page 175, Section L.1.1 states that "the contractor shall ensure consistency between the technical volume and cost proposal."

However, Section L.1.2 does not include submittal of a technical volume. Is a technical volume required?

A2. There is no explicit technical volume, however, the technical volume encompasses the whole of NDS write-up, as it pertains to its ability to meet the requirements contained in Sections B through K of the solicitation. This includes but is not limited to, the assertions that will be performed in accordance with the Quality Requirements, SOW, CDRLs, and other requirements contained within the solicitation.

Q3. Page 177, Section L.2.2.1 requires subcontractor cost and price analyses be submitted as part of the proposal. Page 176, Section

L.2, Note 1 states that "as later data come into your possession, it should be submitted promptly." In addition, Attachment 0006, Proposal Adequacy Checklist, Section 17 has a provision for submittal of subcontractor cost/price analysis after the initial proposal submittal, provided that a detailed matrix identifying said data is included in the proposal. Please confirm if cost/price data and analysis is not complete at proposal submission date, that it can be submitted 60 days later.

A3. 60 days after receipt of proposal submission would not be acceptable in order to meet the current milestones/award date. The

Government requests that subcontractor cost/price data and analysis be submitted with the proposal. However, if it is not available at time of proposal submission, the Government requests submission as promptly as possible. Award of the contract cannot occur without an evaluation of the contractor submitted subcontractor cost/price data and analysis.

Q4. Will it be acceptable to provide a Firm Fixed Price proposal for Year 1 and escalate pricing for Years 2-5?

A4. Certified cost or pricing data is required for all years of contract performance. Escalation would not be an adequate method for determining out year pricing fair and reasonable. Reference Section L.2.1.3.2, Information reasonably required to explain your estimating process, including (a) The judgmental factors applied and the mathematical or other methods used in the estimate, including those used in projecting from known data; and (b) The nature and amount of any contingencies included in the proposed price. In addition, per L.2.1.3.1, Certified cost or pricing data (as defined at FAR 2.101), you must clearly identify on your cover sheet that certified cost or pricing data are included as part of the proposal.

Q5. Page 85, Section C.5.2.1 states that "the M72 LAW Technical Data Packages (TDPs) are currently under formal USMC Configuration

Management." NDS owns the M72 LAW Technical Data Package and takes exception to this sentence. NDS is requesting to maintain and hold

Configuration Control and MRB authority as the owner of the TDP.

A5. Per the U.S. Army CCDC, NDS ownership of the TDP does not conflict with the statement that the M72 LAW is under formal configuration control of the USMC. NDS maintains ownership of its TDP, however, NDS will not have CCB authority over changes made to the M72 system, nor is NDS permitted to make changes to the product that is delivered to the USMC under this contract without formal concurrence of the

USMC and PM CCS. The design/configuration for the M72 systems delivered under this contract will be locked upon conclusion of negotiations. As a result, all changes to the M72 system under this contract must be formally submitted through the ECP process, as stated in the SOW.

Q6. The "Ship To" address for all PCA and FAT CLINs is to the Picatinny Contracting Office. Is this correct? Nammo recommends that the

"Ship To" address be changed from "Destination" to "Origin" for the PCA and FAT CLINs, consistent with prior contracts.

A6. Although PCA and FAT will take place at the contractors location, the PCA and FAT reports will be sent to the Picatinny Contracting

Office for review and approval. PCA and FAT are not considered complete until the respective reports have been approved by the

Contracting Office. As a result, FOB Destination and Ship To: KO Contracting Office, are considered appropriate.

Q7. CLIN 0019: Since this part has been in production already, FAT should not be necessary. Is this required?

A7. The CLIN is required. The history for each system is considered when determining whether FAT should be held. Just because a system has been in production does not mean that it will always be in production. In addition, the Government may also decide to order a FAT regardless of production history.

Q8. CLIN 0021: Spare Components for Trainers - Please clarify if each part should be priced separately for each quantity range. How should this CLIN be priced?

A8. The Government intends to order up to 100 (or 101 to 500) components at one time, split between the various components listed. The pricing should be for that specific component included in that 100 piece order. A simple example may be 50 screws, 3 tubes, and 1 firing assembly for a total of 54 components. Should a component listed come with minimum order quantities, those can be proposed to the Government. As a result, each component should be priced separately for each quantity range.

Q9. Section C.5.10.1.1 Training, Technical, and Operators Manuals. Nammo has previously provided the technical manuals required. Is any additional information required for this proposal submission?

A9. The Training, Technical, and Operators Manuals are required in accordance with the CDRL when the items are ordered, regardless of whether these manuals have been submitted on "old" delivery orders. Nammo does not need to submit the Training, Technical, and Operators

Manuals with the proposal at the time of submission.

Q10. Page 113, Section E, Paragraph (a) references Paragraph (b), which references back to Paragraph (a), and there are no standards listed in either paragraph. Please clarify if there are any higher-level quality standard(s) that should have been listed. Also, what does paragraph (b)(1) reference to in "(see 46.203 (b) and (c)?"

A10. Please reference Page 113, Section E, which lists FAR Clause 52.246-11-Higher Level Contract Quality Requirement. Per paragraph (a) of the clause, the QMS requirements are ISO 9001:2015 (21 Oct 2015) or equivalent, untailored. "ISO 9001:2015 (21 Oct 2015) or equivalent" was inadvertently left out of the clause, and will be incorporated via an amendment. In addition, (b)(1) of the clause references FAR 46.203 (b) and (c), which has also been revised via amendment.

Q11. Section F.8: Training System Components. What is considered one lot of up to 500 units? What are the products and mixes?

A11. A lot is considered an order of components up to 500 in quantity. The products are considered to be the individual components. Any mix of any of the components is allowed within the lot.

Q12. Section L.1.2/and L.1.3: Please clarify whether the proposal is to be sent to the mailing address or electronically, or both?

A12. Reference is made to L.1.3, which states: The proposal must be submitted electronically. The electronic version of the proposal shall be delivered on individual CDs and/or via the DoD Secure Access File Exchange (SAFE) website at https://safe.apps.mil/about.php or Army Research Labs (ARL) SAFE website at https://safe.arl.army.mil . If the contractor chooses to submit the proposal via individual CDs, it shall be mailed to the address listed in L.1.2, otherwise the proposal shall be submitted via the websites listed in

L.1.3.

Q13. Section L.3.3.1.1 Adequate Competition: NDS will follow the FAR guidance on competitive quotes and not provide the additional information requested in this section of the RFP.

A13. The purpose of the information contained within Section L.3.3.1.1 is to determine if the contractor had adequate competition, and determine the adequacy of its bid analysis in regard to the subcontractors its proposing. As a result, the contractor shall provide the information required by Section L.3.3.1.1 without exception.

Q14. All CDRLs have "Page 1 of 3 Pages" in the bottom right corner of each page, but most CDRLs are only one page, some are 2 pages. Is this a numbering issue or are there missing pages for Exhibit A?

A14. Page 2 of each CDRL is the continuation page, and pages intentionally left blank were removed from the CDRL document. Page 3 of each CDRL is the generic Instructions for Completing DD Form 1423. which can be found once at the end of Exhibit A. No pages with information are missing, and any removed pages were to improve readability and to minimize the size of the Exhibit A.

Q15. CDRL A033 Ammunition Demilitarization and Disposal Plan: Nammo already submitted this plan on a prior contract - Please confirm if this CDRL needs to be resubmitted for this contract.

A15. Any plan for any system not submitted and approved by PM CCS and the USMC during a previous contract, will have to be resubmitted under this contract. Any document that has been updated since being previously submitted, will also need to be resubmitted.

Q16. Section B: This section identifies all Part Numbers as "99999." The NDS Cage Code is 12116.

3 5

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

A16. The "99999" within the "Mfr CAGE" and "Mfr Part Number" fields is meant as a placeholder. The proper information will be added to the award document upon receipt from the contractor, and prior to contract award.

Q17. Section B: This section identifies the Contractor Cage Code for all Part Numbers as "99999999." NDS will provide the specific Part

Number information for Section B in the proposal submittal.

A17. Reference the answer to Q16.

Q18. Section D: This section contains several incorrect Part Numbers. NDS will provide the specific Part Number information for Section

D in the proposal submittal.

A18. The Part Numbers and DODICs provided by the contractor will be incorporated into Section D prior to contract award.
