Q&A dated May 04, 2020

1) Solicitation calls out measurement of critical dims but no inspection plan is found. Attachment 0003 Section J Attachment - Contract Quality Requirements - calls out only QAR source inspection. What is the level of inspection required of each part? Can an inspection plan be provided?

Answer: Please see all the section J attachments.

2) Tooling is not a deliverable, correct? 3.4.3 Calls out "The contractor shall ... grant unrestricted use permission to the Government." The only deliverable of this solicitation is 10 parts per design, correct?

Answer: Yes. The mold does not have to be shipped to the USG. The Contractor must grant unrestricted tooling use permission to the USG though. Should the USG want to utilize the tooling to create injection molding parts through PTI or another contractor, PTI must allow the USG to do so.

3) Period of Performance: As per SOW 5. Period of Performance/Place of Performance: 90 days after award / Contractors Facility. Tooling will likely require 3 months alone, does this PoP describe a start, finish, or other finish date?

Answer: Period of performance is start of the project to the end where parts are injection molded/deliver.

4) Tooling: A) We would like to inquire what are the prioritized goals of the tools for this solicitation?

Answer: The priority goal of the tools is to injection mold consistent and quality parts that are technically acceptable for the government within schedule and budget.

B) After the initial 10 samples per part are manufactured, what are the goals of the tools and what will happen to them?

Answer: After the initial 10 samples per part are injection molded and deem acceptable to the drawing then the goals of the tooling is for PTI to store the molds at their facility safely for 2 years. During these 2 years the US Government may or may out ask for additional proposals/quotes for more injection molded parts and or modifications.

C) Will they be used to make more samples or they will be one-time use for only 10 samples?

Answer: The US Government may or may not ask for new proposals to produce more than the 10 samples sets. Notionally, the USG has the potential to order up to 1800 sets in a new proposal request if the USG decides to make more. This decision will not be made until FY 2022.

D) Does the USG expect to modify the tools after the first samples are molded?

Answer: The USG may or may not ask for new proposals to modify the tools after this contract is complete. Once the tooling is manufactured to the current specifications, there are no current plans to further modify the tooling.

E) Does the USG expect to iterate the design of each part after initial 10 samples are molded?

Answer: The USG may or may not ask for new proposals to modify the tools after this contract is complete. Once the tooling is manufactured to the current specifications, there are no current plans to further modify the tooling.

6) Regarding the ELECTRAFIL PA6 04001 material called out on 2 of the 4 drawings:

2 grades are available, with and without Fire Retardant modifier:

Electrafil PA6 04001 BK MB and Electrafil PA6 04001 FR MB which is the desired grade? The vendor is also unclear of the USG's desired grade.

Answer: Attachment 0016 is the USG desired grade. Has to be Olive Green Color as per the QAP.

7) The Tri-star 632X150C inserts called out on the drawings are heat-set inserts and are not appropriate for overmolding. Is that as designed or were over molded inserts intended for molded prototypes?

Answer: The inserts can be overmolded/heat-set/or ultrasonically bonded together. Whichever process is the most cost effective would work.
