About this file
This document contains questions and answers related to solicitation number W15QKN-19-R-0015 from the Department of the Army Materiel Command Contracting Command Picatinny Arsenal for 120mm M31 tail fins. The solicitation seeks proposals due by May 31, 2019 at 4:00pm. An amendment updated the closing date and clarified that offerors should submit responses on the SF33 form unless an additional amendment is released. The amendment also confirmed that proposals should adhere to the format specified in Section L.2.3.1 of providing original and seven paper copies, two electronic CD copies, with price and non-price factors separated. Offerors are to provide a list of relevant government contracts awarded or performed as a prime or major subcontractor in the last three years for the prime and proposed major subcontractors. Blocks 17 and 18 of the CDRLs are no longer applicable.

Consolidated 120MM M31 Tail Fin RFP Questions W15QKN-19-R-0015
SUBMISSION 01
Firecon RFP/Program Questions
1. Question: When you go to FBO and click on Amendment 1, it only brings up Attachment 0010 (ECP #R18Q2010). There is no cover sheet (SF33) that typically is part of an amendment posting. Will this be a problem when I acknowledge this amendment on the SF33 that I will submit with our proposal?
Response: No, please submit response to the original announcement on the SF33 form unless an additional amendment is released.
2. Question: At the end of Section A, Para. 8, Due date states that the Proposal will close on 20 May 2019 at 5:00pm.
Response: This was incorrect and has been corrected. The closing date in Section A, Para. 8, on page 4 of the solicitation W15QKN-19-R-0115 is now the same as the FedBizOpps (FBO) proposal due/closing date of 31 May 2019 at 4:00pm.
3. Question: If we convert the Microsoft files to .pdf (as is permissible using the last sentence of the above section), are we able to electronically submit the proposal copies using the government file sharing system (not email) in lieu of the 7 hard copies and CD’s?
RFP: Original and 7 paper copies and 2 electronic CD copies of the proposal volumes, as reflected in L.3., compiled using the Microsoft Office for Windows suite of applications, submitted on a single-write CD-ROM to prevent accidental erasure of the data therein, formatted for a MS Windows compatible computer. The Price Factor shall be contained on a separate CD from non-price Factors. Price breakdown, when applicable, will include MS Excel spreadsheets with formulae intact. Process flows may be delivered in hard copy if not compatible with the above software. CD copy must mirror the submitted hard copies. If the CD copy and hard copy differ, the hard copy supplied for each Factor will be used for the evaluation. Each CD must be clearly marked with Offerors Name and Solicitation Number. Alternatively, files may be provided in Portable Document Format (.pdf).
Response: Please adhere to Section L.2.3.1 on page 59 of the original solicitation W15QKN-19-R-0015. Deviation from this format mentioned is void.
4. Question: Does the government want a list of contracts that the offeror (Offeror ABC) has been awarded or performed against as a prime or as a subcontractor in the last 3 years or is the solicitation requesting that Offeror ABC also provide contract information for entities that we have identified as potential subcontractors on the M31? We are obviously capable of providing contract information for those contracts that we have acted as a prime or subcontractor on ourselves, we are also able to provide information about sub-contractors who have acted as sub-contractors for Offeror ABC in the past and whose subcontracted work is recent and relevant. Where we have concerns is for potential sub-contractors who are technically capable of supporting manufacturing activity on the M31, but from whom Offeror ABC has not contracted recent and relevant work directly as we would likely not have access to their contract information as it would have been performed either directly for the government as a prime or as a subcontractor to another business.
FROM RFP:
“Offeror shall submit a list of all recent Government contracts (prime and major subcontracts) in performance or awarded to Offeror or any of its major subcontractors within the past three years, or awarded earlier than 3 years ago, but for which deliveries/performance occurred or were scheduled to occur within the past 3 years, which are relevant to the efforts required by the Solicitation. Data concerning the prime Offeror shall be provided first, followed by each proposed major subcontractor, in alphabetical order”.
Response: As per Section L.4.2.2 of the Solicitation; please provide a list of Government contracts that you as the offeror have been awarded or performed against as a Prime or Subcontractor in the last three (3) years. In addition; as the Prime Contractor you are also responsible to solicit a list of Government contracts and information required for any proposed major subcontractors. This information will be evaluated in accordance with Section M.3 of the solicitation.
5. Question: "I have a question regarding the solicitation that I would like clarification on, per the statement on:
Page 64 - L.4.5.1 - "Section J Contract Data Requirements List (DD1423) with blocks 17 & 18 completed" - The CDRL's A001-A020 do not have "blocks 17 & 18" on the downloaded version and therefore cannot been completed. I have attached a copy for your review.
How should I complete those blocks, per the requirement?
Response: Blocks 17 & 18 as stated within Section L.4.5.1 are no longer applicable to all CDRLs (DD1423s).
Amendment 0001 to RFP W15QKN-19-R-0015 will address this change and revise Section L.4.5.1 as follows:
From:
Section J Contract Data Requirements List (DD1423) with blocks 17 & 18 completed
TO:
Section J Contract Data Requirements List (DD1423)
