*** End of Narrative A0000 ***

Background:

The 40mm High Velocity (HV) High Explosive Dual Purpose Airburst (HEDP-AB) XM1176 Cartridge will provide the gunner with a munition that is able to engage targets in the open and defilade position while still having the capability to penetrate lightly armored vehicles. The

40mm HV XM1176 is intended to be fired from Mk19 Grenade Machine Guns (GMG) that are currently used for the Army close combat forces and sustainment units. The XM1176 is a high velocity (HV) round that will contain a cartridge case with a propellant charge, warhead, and fuze that is capable of functioning in both Airburst (AB) and Point Detonation (PD) modes. A Programming Unit (PU) shall be utilized to enable the 40mm HV XM1176 to airburst at a designated range. The PU shall act as a standalone programmer and have the ability to receive ranges from a Fire Control System (FCS).

Acquisition Approach:

In accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-3, this acquisition is restricted to the United States and Canada for Explosives, Explosively Loaded Components and Cartridge Load, Assemble and Pack (LAP) for Low Rate Initial Production (LRIP) and

Full Rate Production (FRP). The acquisition will utilize full and open competition (F&OC) and Best Value/SubjectiveTrade-Off procedures.

This acquisition will consist of a competitive Engineering and Manufacturing Development (EMD) phase to include Design Engineering Tests

1 and 2 with up to two (2) awards made and a downselect to one (1) contractor for Developmental Test and Evaluation (DT&E), LRIP1, LRIP2, and Production. The contract type will be Cost Plus Fixed Fee (CPFF) for EMD. The LRIP1, LRIP2, and FRP options will be Firm

Fixed Price (FFP). The period of performance for the entire contract will be 72 months. This includes thirty-three (33) months of EMD, twenty-seven (27) months for LRIP1 and LRIP2, and twelve (12) months for FRP.

Near the end of Design Engineering Test (DET) 2, contractors that were awarded EMD contracts with LRIPs/FRP options must submit updated

Technical and Price proposals, from which the Government plans to down select to one (1) contractor for Developmental Test and

Evaluation (DT&E) and possible exercise of the FFP options for LRIP1, LRIP2, and FRP.

It is anticipated that up to two (2) awards will be made using the Best Value Subjective Trade-Off Source Selection Methodology and will be based on an integrated assessment of the Factors/Sub-Factors and their relative order of importance. However, the Government reserves the right to make a single award if it is determined to be in the best interest of the Government. Awards will be made to the best overall proposal(s) that are determined to be the most beneficial to the Government and within the constraints of available funding.

Should more than one contract be awarded in EMD, a second Best Value decision to select a single awardee for DT&E, LRIP1, LRIP2, and FRP will be made. The technical solution will be evaluated on the offerors ability to produce a cartridge and programming unit that is capable of meeting all threshold requirements while maximizing the reliability, repeatability, and lethal effects of air burst and point detonation performance against personnel and materiel targets across all operational environments to include contested Radio Frequency

(RF) environments.

Limited Distribution Data Information Instructions:

The following documents are labeled Distribution Statement D:

-Draft Performance Specifications

-Interface Control Drawings (ICDs)

-Quality Assurance Requirements

-Operations Security (OPSEC) Plan

In addition to being labeled Distribution D, the System Specification for the XM1176 HEDP-AB and XM101 Programming Unit is also determined to contain Export-Controlled technical data. The Handling/Destroying of Unclassified/Limited Distribution documents shall be handled using the same standard as "For Official Use Only (FOUO)" material, and shall be destroyed by any method that will prevent disclosure of contents or reconstruction of the document.

The highest classification level pertaining to the resultant contract is "SECRET".

To obtain these documents, Offerors are required to submit an AMSTA-AR 1350 Technical Data Request Questionnaire, a DD 2345 Military

Critical Technical Data Agreement, and a fully executed Non-Disclosure and Non Use Agreement all of which are included as attachments to this Request for Proposal (RFP) to the Contract Specialist and Contracting Officer. The Handling/Destroying of Unclassified/Limited

Distribution documents shall be handled using the same standard as "For Official Use Only (FOUO)" material, and shall be destroyed by any method that will prevent disclosure of contents or

SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

Statement of Work (SOW) for Engineering and Manufacturing Development (EMD) Phase, Low Rate Initial Production (LRIP), and Full Rate

Production (FRP) of the Cartridge, 40mm, High Velocity, XM1176 High Explosive Dual Purpose Air Burst (HEDP-AB) and Fuze Setter:

Programming Unit, 40mm High Velocity Dual Purpose Air Burst (HEDP-AB), XM101

1.0 Scope

1.1 Overview

This Statement of Work (SOW) encompasses development and production efforts including design, fabrication of components, assembly, integration, testing, packaging and verification for the 40mm High Velocity (HV) XM1176 High Explosive Dual Purpose Air Burst (HEDP-AB) system during Engineering and Manufacturing Development (EMD) and Production. Herein, the XM1176 HEDP-AB system is defined as a

M430/M430A1 cartridge that has been retrofitted with an air burst capable fuze (retrofitted cartridge) and a XM101 fuze programming unit

(programming unit). The XM1176 EMD effort will be divided into two (2) Phases during which the contactor shall: 1) develop a fuze that has air burst, point detonating, and self-destruct capabilities, 2) develop a fuze programming unit, 3) develop a process to remove the

Point Initiated Base Detonating (PIBD) fuzes from previously produced and accepted M430/M430A1 cartridges, and 4) develop a process to assemble the newly designed fuzes onto the de-fuzed M430/M430A1. The complete XM1176 HEDP-AB system shall meet all the performance specification requirements per the cartridge and programming unit Performance Specifications (MIL-PRF-XM1176 and MIL-PRF-XM101, herein referred to as the Performance Specifications). The Performance Specifications are the governing documents for this contract. In the event that there is a conflict between the Performance Specifications and the TDP that will be developed, the Performance Specifications take precedence. EMD Phase 1 and 2 are approximately 33 months in duration. These efforts will lead to a final retrofitted cartridge and programming unit design, subsequent qualification of Developmental Test and Evaluation (DT&E) hardware and Type Classification

Limited Procurement (TC-LP) and Milestone C (MS C) actions. Consistent with successful MS C and TC-LP actions, the Contractor shall develop the necessary manufacturing processes and process controls to ensure producible cartridge and programming unit designs, complete production facilitization, and establish appropriate quality controls.
