W15QKN-19-Q-1141 SIPR Room Conversion (CSS #14277) Questions and Answers
Q1. Personnel and Vehicle Security requirements- Dervishan ARC is located on and accessed by the secure property of the Defense Logistics Agency including issuance of pictures IDs, background checks and vehicle security everyday by DLA Police. Can we comply with their security requirements and automatically be in compliance with security requirements of the 99th Readiness Units?
A1. No. The contractor must comply with the solicitation security requirements.
Q2. Paragraph 11.2.2 of the SOW references ASTM C432. This is a typo. Testing should be ASTM C423 and possibly E795.
A2. Correct, there is a typo. It should read ASTM C423, not ASTM C432. SOW has been corrected and attached.
Q3. Memorandum for Record-SIPRNET- Paragraph 7 on Page 5 has requirements for the SIPRNET LAN that are not mentioned in the scope of work. We do not plan to provide any work on the LAN.
A3. Correct, the work concerning the SIPRNET LAN will be done at a later date by personal certified to run SIPRNET LAN.
Q4. STC Testing - The STC testing requires collecting noise level readings at each individual wall in the SIPR room to obtain the minimum STC rating. The scope of work requires us to rebuild part of the north wall and patch/plug any existing holes in the other 3 walls. If an existing wall does not meet the STC 35 rating after upgrade work, we will meet with our architect and the testing company to determine what scope of work may be needed to meet the STC-35 rating. We will provide the testing results and our revised scope of work to bring a wall up to standards.
A4. Correct
Q5. Upper North Wall with new wallboard-Installing new wallboard on the north wall will require batt insulation behind the new wallboard. We plan to use a plastic building wrap, instead of wallboard on the backside of the North wall metal studs. This is to prevent shutting down the offices on the backside of the north wall to install wallboard on the back side of the metal studs. There is a server room on the backside of the adjacent SIPR North Wall.
A5. This is acceptable. The end result is having the room meet or exceed the STC-35 requirement.
Q6. Paint Walls-The existing walls in the new SIPR room have wall paper on the walls. We plan to remove the wall paper from all the walls before we paint the walls. Please advise if there is another plan to paint the walls.
A6. This is acceptable.
Q7. Ceiling fiberglass insulation- the existing ceiling has 6-inch fiber glass ceiling over the drop ceiling tiles. We plan to reinstall the existing insulation in the ceiling after work on the room is complete.
A7. This is acceptable. “11.3.2.6. Contractor shall reconstruct ceiling grid. If original parts removed are not able to be used, Contractor shall use new parts that match existing identically.”
Q8. Hallway Paint- Section 11.3.2.8 of the SOW requires us to paint the hallway with limits undefined.
We plan to paint the 35-foot hallway wall on the SIPR door side of the wall only. If you want more hallway wall painted please be specific on hallway paint areas.
A8. The hallway does not need to be painted. It will only need to be painted if disturbed during installation of new door or cell phone storage locker.
“11.3.2.8. Contractor shall repair all wall surfaces disturbed within this SOW in preparation for painting inclusive of room and hallway. Repairs to be made using industry standard methods for drywall repair, paint prep. Walls shall be repaired/prepped in order to achieve a Level 5 finish for drywall surfaces. “
Q9. Cell phone wall locker – the SOW does not indicate how the wall locker should be mounted in the hallway. Locker.com does have a metal cabinet to mount the 25-locker unit. We plan to purchase the cabinet for the lockers and the cabinet will sit in the hallway. The Lockers will be at eye level.
A9. This should be acceptable. The RFOS would have to approve the submittal to make sure it meets the needs of the end user. “11.3.2.11. Color, style and exact location of cell phone cabinet will be determined by RFOS/FAC. Design should be similar to Lockers.com Model # 19058-25.”
Q10. AS-BUILT drawings- Please confirm that the following is required for this project. This is an expensive item. “10.3.6.2. The Contractor shall furnish finalized drawing copies “AS BUILTS” and all applicable support data once agreed upon by the Contracting Officer/COR and/or Project POC. Each submission shall include: 10.3.6.2.1. Two (2ea) full size sets of Mylar prints, and Four (4ea) half size paper copy (provide full size paper drawing sets if half size is unreadable). 10.3.6.3.2. Two (2ea) identical copies on optical media discs to include: The drawing sets in both PDF and CAD format (CAD files to be Microstation.dgn files Geo-referenced to WGS84 coordinate system). For smaller projects AutoCAD DWG files are acceptable. An electronic copy of the specifications associated with the project. Drawing index in MS Excel listing each drawing title, sheet name, drawing number, sheet number, and electronic file name for the drawings of the project.”
A10. AS-BUILT drawing will not be necessary. The building it not being altered in any significant way that would require As-Built drawings. SOW has been updated in red to read “Reserved for when applicable.” for paragraph: 10.3.6.2, 10.3.6.2.1 and 10.3.6.3.2
Q11. In section 11.3.2.4 it refers to an attached photo of the LED notification light. This was not in our bid document package can you please provide.

Q12. Is all work permitted to be during normal hours? If not please provide working hours.

1.6. Shall perform the work between the hours of 0730 and 1600 (7:30 AM – 4:00 PM), Monday through Friday (unless otherwise specified), excluding legal holidays. NO EXCEPTIONS, any work on military training/drill weekends or federal holidays must have prior written coordination and approval between the Contractor, Project POC (Primary or Alternate), and the Facility Manager
Q13. Please provide existing ceiling height and deck height.
A13. Existing ceiling height is approximately 8feet from floor to false ceiling. False ceiling to true ceiling (deck above) is approximately 8feet.
Q14. In section 11.3.2.2 a cypher lock and door accessories for S-CAA requirements. Please provide these requirements.
A14. Cypher lock will have at a minimum of ten (10) digits/numbers with 7pin core, 4 keys and two control keys.
