EXECUTIVE SUMMARY:__________________

This executive summary highlights some of the important features of this solicitation. If conflicts exist between this summary and provision of the solicitation, the provisions of the solicitation govern.

1. Introduction:________________

The U.S. Army Contracting Command-New Jersey (ACC-NJ) located at Picatinny Arsenal, NJ 07806, on behalf of the Office of the Project

Manager Combat Ammunition Systems (OPM-CAS) has a requirement to procure PA191 (60MM), PA157 (81MM), and PA154 (120MM) Metal Containers to meet the anticipated Army production requirements specified for FY19-FY23.

Under this program, the contractor shall manufacture, test, package and deliver the Mortar Metal Containers using certified Technical

Data Packages (TDPs) and requirements of the solicitation in accordance with the Statement of Work (SOW) in Section C and all requirements specified in the Request for Proposal (RFP). The estimated maximum value of this action for all containers combined is

$5.9M.

2. ACQUISITION STRATEGY:________________________

This acquisition shall be a Full & Open Competition (F&O) in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 6.1. Full &

Open competition, through the use of competitive proposals. This contract will result in a Firm Fixed Price (FFP) Indefinite Delivery/

Indefinite Quantity (IDIQ) Contract(s) with Five (5) One (1) Year ordering periods, to cover FY19-FY23 Mortar Metal Container requirements. The United States Government (USG) intends to award (up to two) FFP contracts for each container type, utilizing a single

Request for Proposal to the Offeror(s) whose proposal is rated Lowest Price Technically Acceptable (LPTA). However, the Government reserves the right to make a single award for each container type, if in the best interest of the Government. Offerors will be afforded the opportunity to submit a proposal for either one (1), two (2), or all three (3) of the container types. Each proposal will be evaluated separately. As future needs for the Mortar Metal Containers are identified during the five (5) years of the contract(s), FFP delivery orders will be competed among the Offerors who have been awarded IDIQ contracts. The minimum guarantee amount of $25,000 will be provided to each awardee. It is anticipated that delivery orders will generally be placed annually. However, delivery orders may be placed more or less often to accommodate changing needs of the ARMY.

Delivery Order Procedures:

The Contracting Officer on the prescribed Government forms will issue FFP delivery orders consecutively numbered and will indicate:

a. Date of Delivery Order

b. Contract Number and Order Number

c. Contract Line Item Number (CLIN) or Sub Contract Line Item Number (SubCLIN) and description

d. Period of Performance

e. Place of Performance

f. Accounting and Appropriation Data

g. Payment Office

The Contracting Officer is the only Government representative with the authority to issue delivery orders against this contract.

Delivery orders will be transmitted and received via e-mail. Delivery orders will be competed among the Offerors who have been awarded

IDIQ base contracts. Each awardee will be allowed to propose lower unit prices than those stated on the base contract.

The exact criteria for awarding future delivery orders will be identified in a contemplation letter issued by the Contracting Officer to the contractors who have been awarded a basic Indefinite Delivery Order/Indefinite Quantity (ID/IQ) contract resulting from this solicitation. The basis for award of contracts resulting from this solicitation will be the results of the evaluation of the factors that establish the requirements of acceptability as specified in Section M of the solicitation.

STATISTICAL PROCESS CONTROL (SPC)_________________________________

Part I General Statistical Process Control Requirements

(a) In addition to the quality requirements of the TDP, the Contractor shall implement Statistical Process Control (SPC) in accordance with a government accepted SPC Program Plan. Control chart techniques shall be in accordance with the American National Standards

Institute (ANSI) B1, B2 and B3. Alternate SPC charting methods may be proposed and submitted to the Government for review.

(b) The SPC Program Plan developed by the contractor shall consist of a general plan and a detailed plan. The plans shall be structured as delineated on the Data Item Description referenced in the DD Form 1423. The general and the detailed plans shall be submitted to the government for review per DD Form 1423 requirements. Notification by the Government of acceptance or nonacceptance of the plans shall be provided in accordance with the timeframes specified on the DD Form 1423. Once a general plan for a facility has been approved by this

Command, the approval remains in effect for subsequent contracts as long as the contractual requirements remain substantially unchanged from contract to contract. Therefore, resubmission of a previously accepted general SPC plan is not required if current SPC contract clause and Data Item Description (DID) requirements are fulfilled. If this Command has previously accepted the general SPC plan under essentially the same SPC contractual requirements, so indicate by providing the Contracting Officer with the following information:

Date of Acceptance ______________

Contract Number(s) ______________

13 73

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

(c) The contractor is responsible for updating the general plan to current SPC contractual requirements. If errors or omissions are encountered in a previously accepted SPC general plan, opportunities for improvement will be identified by the Government, and corrective action shall be accomplished by the contractor.

(d) A milestone schedule will be submitted for those facilities that do not have, or have never had, a fully implemented SPC program and will not have a fully operational SPC program once production is initiated. The milestones shall provide a time phased schedule of all efforts planned relative to implementation of an SPC program acceptable to the Government. A milestone schedule shall include implementation start and complete dates for those SPC subjects addressed in Part II of this clause. The milestone schedule shall only include those actions that cannot be accomplished prior to first article or the initiation of production, if a first article is not required. Milestones shall be developed for each commodity identified for SPC application. Milestones shall be submitted through the

Government Quality Assurance Representative to the Contracting Officer for review and acceptance. Any deviations from the accepted milestones, to include justification for such deviations, shall be resubmitted through the same channels for review. The Government reserves the right to disapprove any changes to the previously accepted milestones. Notification by the Government of the acceptance or non-acceptance of the milestones shall be furnished to the Contractor by the Contracting Officer.

(e) The Contractor shall review all process and operation parameters for possible application of SPC techniques. This review shall include processes and operations under the control of the prime contractor and those under the control of subcontractor or vendor facilities. A written justification shall be included in the detailed plan for each process and operation parameter that controls or influences characteristics identified as critical, special, or major which have been deemed impractical for the application of SPC techniques. A pamphlet on application of SPC for short production runs is available through the Contracting Officer.

(f) Statistical evidence in the form of control charts shall be prepared and maintained for each process or operation parameter identified in the detailed plan. These charts shall identify all corrective actions taken on statistical signal. During production runs, control charts shall be maintained in such a manner to assure product is traceable to the control charts. At the conclusion of the production run, a collection of charts traceable to the product, shall be maintained for a minimum of three years. The control charts shall be provided to the Government for review at any time upon request.

(g) When the process or operation parameter under control has demonstrated both stability and capability, the Contractor may request, in writing, through Administrative Contracting Officer (ACO) and Contracting Officer (CO) channels to the Product Assurance and Test

Directorate, that acceptance inspection or testing performed in accordance with contract requirements be reduced or eliminated. Upon approval by the CO, acceptance shall then be based upon the accepted SPC plan, procedures, practices and the control charts.
