QUESTIONS & ANSWERS #3
Question 18: The solicitation does not address Performance Oriented Packaging (POP) testing. Will POP test containers be required and is a POP test CDRL required for the solicitation?
RESPONSE 18: POP testing is not required and therefore, a POP test CDRL is not required either.
Question 19: After receiving the clarification that the OPSEC requirements of the solicitation do apply to the container manufacturer, I set about trying to find out what the process was for getting a certified Level II OPSEC Coordinator trained. This will require access to the IOSS training website which can only be obtained with an approved DD254. The DD254 describes the need for training to handle classified information. Without the DD254, it will be impossible to get someone the training required to be a certified Level II OPSEC Coordinator and meet the requirements of the solicitation. This also affects the timeline of and information included in the IMS as required by the solicitation. This issue has been resolved in the past with a waiver from the procurement activity issued by the PCO. Are you certain that the OPSEC requirements are valid and executable by a container manufacturer or will a waiver be contemplated given the seemingly contradictory nature of the requirement and the attainability of the Level II certification?
-RESPONSE 19: Distribution D material such as the TDP is controlled unclassified information and is the reason OPSEC is required. The level 2 training is a resident type course. It is not online. DD254 is not required since there is no classified information. Contractors can access the training schedule for level II OPSEC by going to the below link and creating an account. https://www.iad.gov/ioss/index.cfm
Question 20: In block 14 of the CDRL is a list of addressees that must be provided advanced notice of either 15 or 60 days based on location. Can you identify which addressees are OCONUS and which are CONUS? Can you specify which containers will require OCONUS notification of CDRL actions or are there OCONUS addressees for all three programs? Can you provide an Organizational Cross Reference List to be used in conjunction with the CDRLs to determine actual addressees for distribution of data?
This information will affect the IMS when developing a timeline for the CDRL submittal and approval.
RESPONSE 20: A distribution list in Section G of the contract will be incorporated with all the names and email addresses for all the CONUS and OCONUS delivery destinations.
