Executive Summary

1. Introduction: The U.S. Army Contracting Command - New Jersey, Picatinny Arsenal, NJ, hereby issues a Request for Proposal (RFP) for _____________ the Communication Planning, Communication Execution and Products, Communication Research, Communication Evaluation and Assessment program. This effort is for the procurement of support services which include: management and technical expertise to provide operational support, development, coordination, integration, synchronization, program management, prototype development and fabrication, employment of supporting materials as well as technical expertise in business consulting, process engineering, full-spectrum communication and information technology operations.
2. Acquisition Approach: The acquisition approach is to solicit as a competitive 100% Small Business Set-Aside and award a new Firm _____________________
Fixed Price (FFP) contract with Time & Material Contract Line Item Numbers (CLINs). The effort is performance-based and there will be one (1) base year and two (2) option years.
3. Period of Performance: ______________________
This is a three (3) year 100% Small Business Set-Aside procurement with one (1) base year and two (2) Option years. The expected period of performance shall be as follows:
Period of Performance Base Year: 365 days from date of award.
Period of Performance Option Year 1: 365 days from completion of the base year.
Period of Performance Option Year 2: 365 days from completion of Option year 1.

PERFORMANCE WORK STATEMENT (PWS)
Communication Planning, Communication Execution and Products, Communication Research, Communication Evaluation and Assessment
1. SCOPE:________
The Office of the Chief of Public Affairs (OCPA) informs and educates the American people, keeps the Army informed and helps establish the conditions that lead to trust and confidence in Americas Army and its readiness to conduct operations in peacetime, conflict and war. This effort is for the procurement of support services which include: management and technical expertise to provide operational support, development, coordination, integration, synchronization, program management, prototype development and fabrication and employment of supporting materials including, but is not limited to, graphics, web-based materials and brochures. The Contractor shall provide technical expertise in business consulting, process engineering, full-spectrum communication, information technology (IT) operations; and management in support of Communication Planning, Communication Execution and Products, Communication Research, and
Communication Evaluation and Assessment. The Contractor shall provide support of Army communication challenges which involve extremely sensitive issues, large programs, supporting soldiers and families and telling the Army story to diverse audiences and centers of influence.
2. OBJECTIVES:_____________
The primary objective of this Army communication support services effort is to accurately and effectively support Army communication through:
2.1 Communication Planning. The Contractor shall conduct, develop, and perform comprehensive planning for executing communication operations; support the communication planning component of all Army strategic planning venues and products such as the Army Posture
Statement and Army Campaign Plan; support the planning and development of strategic-level outreach engagements, events, partnerships and coordination with the appropriate OCPA support offices. In addition, the contractor shall support Army operational planning by developing and coordinating communication annexes, public affairs guidance and other associated documents to Army and Department of
Defense (DOD) plans.
2.2 Communication Execution and Products. The Contractor shall formulate and support communication campaign plans, assessment data gathering, strategic crisis communication, outreach activities, events, exhibits, conferences and related support mechanisms, and produce communication and media products to support the execution of communication campaign plans. Tasks include, but not limited to:
communication concept development, story board production, exhibit management, multimedia product development, writing, full-spectrum media development and distribution, website development and maintenance.
2.3 Communication Research. The Contractor shall conduct communication research in support of Army communication strategy and objectives.
2.4 Communication Evaluation and Assessment. The Contractor shall provide strategic and tactical-level communication program evaluation services to support the assessment of the effects achieved by internal and external Army communication programs. Execution must be in compliance with assessment guidance provided by Army Senior Leadership and the Chief of Public Affairs. This capability includes strategic and tactical level media analysis to support senior decision makers, communication planners, the OCPAs Plans Division, Media
Relations Division (MRD) and Digital Media Division (DMD). Support to the OCPAs Community Relations Division (CRD) will provide assessments of community relations and outreach engagements.

4. CONTRACT PERFORMANCE REQUIREMENTS:____________________________________
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items and services necessary to support the OCPA, Army Public Affairs program. The Contractor shall perform the requirements as defined in this PWS and other contract requirements. The printing of all documents shall be in accordance with (IAW) with AR 25-30. If the
Army Printing Directorate (APD) or Army Graphics are unable to perform a printing task, the Contractor may use other sources for printing after approval by the Contracting Officer has been obtained.
4.1 Communication Planning. The Contractor shall effectively integrate the planning and coordination of designated public affairs and communication programs across multiple media and disciplines. The Contractor shall provide program level communication support and develop communication plans to include, but not limited to, analyzing the information environment, the description of current and upcoming phases of communication initiatives and identification and development of objectives and performance metrics for communication plans. The Contractor shall analyze and define needed communication to include, but not limited to, collection/review and evaluation/assessment of feedback; conduct research of potential outreach events to include the creation of an outreach plan, development and planning for outreach events, analysis of implementation and execution; evaluation; and determination of program/event effectiveness.
4.1.1 The Contractor shall provide recommendations for integration and coordination methods; review/evaluate/assess process development;
identify and recommend opportunities for improvement of Army communication; identify options, and recommend performance metrics that would help to monitor improvements; campaign or operational design in support of Army priorities and associated communication requirements (DI-MGMT-81911).
4.1.2 The Contractor shall provide technical and functional expertise to participate in program reviews and provide recommendations to identify potential applications that can be used for integration. The Contractor shall gather, prepare and develop sufficient draft documentation that clearly and effectively aids Government communication of the purpose, policies, and actions of the Army to key audiences.
4.1.3 The Contractor shall provide technical expert counsel to identify Center of Influence (COI) for primary and secondary audiences, media outlets and potential Soldier Leader Engagement or Key Leader Engagements in support of the OCPA plans and Government personnel.
The Contractor shall provide recommendations on social media influencers for specific regions designated by the OCPA.
4.1.4 The Contractor shall support and assist in communication working groups. The Contractor shall coordinate with Government personnel group meetings for drafting products and communication documents. The Contractor shall ensure all documents are staff ready for Government approval and promulgated within the Army accordingly. The Contractor shall assist Government personnel by being physically present at Operational Planning Team and Working Group type meetings. The Contractor shall be tasked to review and draft responses to requests of Army documents and plans.
4.1.5 The Contractor shall provide support to the communication coordination and approval process (i.e., Army Communication
Synchronization Operational Planning Team (OPT) meetings and the Army Communication Synchronization General Officer Steering Committee
(GOSC)), including, but not limited to: administrative support for all communication coordinating and approval meetings in the battle rhythm, work with the Offices of Primary Responsibility and assist in the development of communication products. The Contractor shall receive approval from the Government on all products prior to execution.
4.1.6 Develop Enduring Plans. The Contractor shall provide planning support for enduring communication operational planning. Support includes, but is not limited to: coordination and drafting of plans from concept through execution, including social media planning, adjustments as necessary and plan transitioning to the MRD for execution. Enduring plans are priorities which are defined as communication requirements that are generally ongoing and re-occurring, and in support of Secretary of the Army (SA) and/or Chief of
Staff of the Army (CSA). Examples of SA/CSA priorities include, but are not limited to: Readiness of the Force, Taking Care of Our
Soldiers, Civilians and their Families, Acquisition Reform and Modernization. Other enduring plans include the Armys Birthday and the
Association of the United States Army (AUSA) Annual Meeting strategic communication plan. The Contractor shall develop a minimum of twenty-five (25) plans per year, however, up to thirty (30) plans per year may be required (DI-MGMT-81911).
4.1.7 Develop Emerging Plans. The Contractor shall provide planning support for emerging communication plans. Support includes, but is not limited to: coordination and writing of plans, monitoring execution as well as making adjustments as necessary. This also includes the ability to assess the effects of the communication effort. Emerging plans include those requirements that fill short term information requirements such as: Army War Fighting Assessments, Warrior Games, Medal of Honor, Budget rollouts, Force Structure changes and monthly or annual national commemorations. The Contractor shall develop a minimum of forty (40) plans per year, however, up to sixty (60) plans per year may be required (DI-MGMT-81911).
4.1.8 Plan development and support process requirements. The Contractor shall provide communication draft plans (enduring or emerging), including all coordination requirements, as well as update the progression of the plans from the development phase through the execution phase (DI-MGMT-81911).
4.1.8.1 The Contractor shall coordinate actions within the OCPA and provide support to the OCPA coordination of Army-wide staff actions

including, but not limited to, actions resulting from weekly operations synchronization meetings and actions that come across HQDAs Task
Management Tool system (DI-MGMT-81911).
4.1.8.1.1 The Contractor shall attend and assist working and coordinating groups, task forces and other projects in a support function and/or attend meetings IAW their assigned accounts. The Contractor shall provide input and draft documentation for Standardized
Communications Planning Documents and Public Affairs Guidance (PAG) for Government dissemination in support of programs and operations based on overall Army communication strategy in support of SA and CSA priorities. The Contractor shall draft responses to requests for review of Army strategic documents and plans. The Contractor shall obtain approval from the Government prior to their release and execution. The Contractor may be required to attend meetings and planning symposiums within the National Capital region (i.e., Crystal
City, Pentagon City, Arlington, Mark Center, etc.).
4.1.8.1.2 The Contractor shall assist the OCPA in the development and production of designated communication products for release to the public and executive distribution. Products include, but are not limited to: meeting agendas; briefing slides; briefing notes;
Communication Execution Matrix; Communication Timeline; social media graphics; videos; promos and branding tools. The Contractor shall support the preparation of the OCPA input to HQDA plans and Execution Orders (EXORDs). The Contractor shall also draft profiles, biographies, remarks for the Medal of Honor recipient to deliver, and battle narratives in support of Medal of Honor ceremonies.
4.1.8.1.3 The Contractor shall facilitate the integration of communication efforts and activities across the HQDA staff in order to assist the OCPA in translating objectives into communication plans, policies and guidance for distribution by the Government to Army
Public Affairs Officers (PAOs). The Contractor shall also facilitate the integration and communication efforts and activities for actionable requirements for the appropriate OCPA divisions, in accordance with guidance and approvals from respective Government personnel and/or Division Chief(s).
4.1.8.1.4 Event Synchronization. In concert with Government members of the OCPA team, the Contractor shall collect, coordinate and assemble information on important Army events, communication and synchronize Army communication efforts worldwide. The Contractor shall make recommendations on event synchronization, identifying potential conflicts and integration opportunities.
4.1.9 The Contractor shall collaborate with Defense Video Imagery Distribution System (DVIDS) to market content in support of Army strategies. This includes organizing Army content and coordination with Defense Media Activity (DMA) and DVIDS to populate the Defense
TV Army channel. The Contractor shall provide the OCPAs DMD with suggestions on DVIDS content that is in support of Army strategies for potential use on the Army social media platforms and Army.mil.
4.1.10 Meet Your Army Support Program. The Contractor shall provide planning and assessment support for the Meet Your Army Support program. This is a Headquarters, Department of the Army (HQDA)-driven public outreach initiative that seeks to connect the American people to their Army through direct engagement by Army leaders, both in person and online through social media. Meet Your Army Support will inform and educate the American communities about the Armys readiness, roles, missions, capabilities, people and challenges in geographic areas where there is minimal Army connection. The Meet Your Army Support program anticipates planning (fifty) 50 engagements annually.
4.1.10.1 The Contractor shall provide plans to support up to fifty (50) Meet Your Army engagements each year. Support includes detailed analyses of identified Meet Your Army focus areas. These analyses shall include, at a minimum, top employers, media outlets, civic organizations, colleges and universities, existing think tanks, veteran population and existing Army support and Army contracts to the area (DI-MGMT-81911).
4.1.10.2 The Contractor shall support all planning for visits and engagements by Army Senior Leaders to specific focus areas of the country including, but not limited to: San Francisco, Oakland, Detroit, Grand Rapids, Ann Arbor, Boston, Manchester, Daytona Beach, Gainesville, Salt Lake City, Toledo, Columbus, Pittsburgh, Providence, Chicago, South Bend, and Milwaukee to tell the Army Story. The
Contractor shall coordinate with Army assets for support to Meet Your Army engagements to include Civilian Aides to the Secretary of the
Army, Army Reserve Ambassadors, Reserve Officer Training Corps/Junior Officer Training Corps units and recruiting battalions across the
U.S.
4.1.10.3 The Contractor shall research COI and audiences to help plan Meet Your Army Support trips. This analysis should be conducted once per year and shall include, at a minimum, population density patterns, media markets, top employers, Think Tanks, research universities, annual events and/or conferences of significance, and centers of influence. The Contractor shall recommend potential
Government, academic organizations, media and other social groups for Meet Your Army Support engagements; ways to reach these audiences and recommendations for talking points or topics to address with these audiences in order to maximize interest and reaching of Army messaging (DI-MGMT-81911).
4.1.10.4 The Contractor shall support coordination with key internal and external organizations to ensure continuity of Army messaging associated with the Meet Your Army Support program.
4.1.10.5 The Contractor shall provide assistance to Army commands and organizations as they plan Meet Your Army trips. The Contractor shall receive approval from the Government prior to trip execution.
4.1.10.6 The Contractor shall develop social media content for the Meet Your Army Support program. The Contractor shall draft

recommended social media posts for Facebook, Twitter and other widely used Army platforms on behalf of the Army Senior Leader to support the Meet Your Army Support trips. The Contractor shall receive approval from the Government on all social media posts prior to their execution.
4.1.10.7 The Contractor shall analyze internal and external information and data to determine the efficacy of Meet Your Army Support efforts. The Contractor shall use automated research capabilities to evaluate effectiveness of the Meet Your Army Support program and draft recommendations for improving overall efforts of the program (DI-MGMT-81911).
4.1.10.7.1 The Contractor shall draft an After Action Report (AAR) for Meet Your Army Support trips in the form of a storyboard within two (2) weeks of an HQDA-led trips conclusion. The storyboard will include analysis on both traditional and social media. The
Contractor shall receive approval from the Government on all storyboards before distributing or posting to the Army Public Affairs
Portal (DI-MGMT-81911).
4.1.10.8 The Contractor shall provide a repository of resources, including, contacts, General Officers lists, area events and Army planned outreach engagements. These should be updated with each Meet Your Army engagement and will be posted to the Army Public Affairs portal. The Contractor shall update the Meet Your Army planning calendar that clearly distinguishes potential events, tentative events and confirmed events. All events shall be linked directly to the detailed planning, discussion and documents associated with those events.
4.1.10.9 The Contractor shall provide a monthly Meet Your Army calendar that distinguishes potential, tentative, and confirmed events
(DI-MGMT-81911).
4.1.11 Communication Planning and Professional Development Facilitation. The Contractor shall provide support for Army Public Affairs
Forums, which are conducted once annually for three (3) days. The Contractor shall support the preparation of announcements, invitations, assemble agendas, collect please respond cards (RSVPs), design signage, coordinate briefings, arrange for audio-visual and computer support, collect and draft post forum AAR comments from attendees.
4.1.12 Communication Planning and Army Public Affairs Portal/Website Management. The Contractor shall customize SharePoint sites using web parts, lists, libraries (along with other techniques) to disseminate information internally and/or externally to stakeholders. This includes managing the Public Affairs (PA) Portal, Public Affairs Community Engagements (PACE) database and the Chief of Public Affairs
Sends (CPA Sends) vehicle for transmitting communications guidance and products to the field. The Contractor shall maintain knowledge of web technology and website operation to maximize its ability to create communication products that utilize this media.
4.1.12.1 The Contractor shall provide specialist support during normal working hours for population and maintenance of PA Portal. This also includes, but not limited to, the upkeep and maintenance of OCPA Net and the internal facing SharePoint site that supports collaboration within the OCPAs divisions. The Contractor shall develop guides, presentations and analytic information regarding
SharePoint sites and database functionality. The Contractor shall receive approval from the Government on all products prior to their execution and dissemination.
4.1.12.2 The Contractor shall recommend development, maintenance, improvements and provide updates of daily operations on the workspace website. The Contractor shall update database/website accessibility and provide technical administration based on Government needs and oversight. The Contractor shall monitor content daily and make recommendations to update the workspace information. The Contractor shall request input from Government personnel prior to updating outdated personnel information, telephone directory information, pictures, videos, communication functional guidance or products or any other information or content on the site.
4.1.12.3 The Contractor shall monitor usage and provide the OCPA statistical feedback on the Army Public Affairs Portal. The Contractor shall be prepared to provide quarterly or as required updates with the ability to provide monthly change packages to maintain current content (DI-MGMT-81911).
4.1.12.4 The Contractor shall provide maintenance, sustainment and continuous improvement of PACE or like type mediums. Support shall include both program level (entry of events, user assistance, statistics, research and briefings) as well as technical database design and maintenance. The database shall track events, engagements, audiences, themes, messages, talking points and potential speakers for known events and be catalogued for future planning with Government approval and direction. The Contractor shall receive approval from the Government on all products prior to their execution and dissemination.
4.1.12.5 The Contractor shall develop and maintain effective web management tools and the website for program presentation and management. Website maintenance shall be required for presentations, links and daily updating of critical information requirements.

4.1.12.6 The Contractor shall create Web-based reports reflecting communication effectiveness measures and tracking studies for posting on Army leader resource sites and the PA Portal. The Contractor shall assist in developing text, graphics, photos and other content for the PA Portal, or like mediums with the final product. The Contractor shall receive Government approval on all products (DI-MGMT-
81911).

4.1.12.7 The Contractor shall also provide daily functional support to SharePoint users who have issues accessing the site.
4.1.13 Project Management and Support. The Contractor shall provide project level communication such as point papers, executive summaries, supporting material, position papers, written communication, meeting minutes/reports, overview briefings, including objectives, strategy, analysis, evaluation, recommendations, scheduling information, risks, structure and contacts to key internal and external audiences describing current actions and or activities and upcoming phases of any initiatives (DI-MGMT-81911).
4.1.13.1 The Contractor shall provide advice and assistance to Offices of Primary Responsibility (OPR) within the Army staff as needed in support of development of their communication campaign plans, execution matrices and briefing material. The Contractor shall also assist leads to define objectives, audiences, top line messages and talking points for those plans.
4.1.13.2 The Contractor shall provide support to the communication coordination and approval process (i.e., Army Communication
Synchronization Operational Planning Team (OPT) meetings and the Army Communication Synchronization General Officer Steering Committee
(GOSC)), including, but not limited to: administrative support for all communication coordinating and approval meetings in the battle rhythm, work with the Offices of Primary Responsibility and assist in the development of communication products. The Contractor shall receive approval from the Government on all products prior to execution (DI-MGMT-81911).
4.1.13.3 The Contractor shall provide specialist support during normal working hours for population and maintenance of PA Portal. This includes posting new material, updates to pages, report generation (both periodic and on demand) and sub-task execution (refinement of data fields, categories, relationships,). The Contractor shall coordinate content with the OCPA Divisions responsible for their respective functional content. The Contractor shall receive approval from the Government on all products prior to their incorporation in the portal (DI-MGMT-81911).
4.1.13.4 The Contractor shall recommend development, maintenance, improvements and provide updates of daily operations on the workspace website. The Contractor shall update database/website accessibility and provide technical administration based on Government needs and oversight. The Contractor shall monitor content daily and make recommendations to update the workspace information. 4.1.13.5 The Contractor shall support the development and maintenance of web management tools and website usage for program presentation. The Contractor shall conduct daily workspace maintenance as required for presentations, links and daily updating of critical information The Contractor shall assist in developing text, graphics, photos and other content used on the workspace website.
The Contractor shall receive Government approval on all products (DI-MGMT-81911).
4.1.13.7 Monthly Progress Report: The contractor shall develop and submit a program progress report (DI-MGMT-80227).
4.2 Communication Execution and Products. The Contractor shall coordinate, implement, synchronize and assess communication goals developed by the OCPA. The Contractor shall develop an outreach process and tools to support it. The Contractor shall also provide outreach analysis, plan development and program execution, to include social and digital media, in support of Army Outreach (executive and broad-based). The Contractor shall provide support for Pentagon exhibits, including designing, producing and maintaining of various two-dimensional (2-D) and three-dimensional (3-D) displays as well as pop-ups displays to promote Army messaging, Army pride and the
Armys story to diverse audiences.
4.2.1 Customized and Interactive Media Products. The Contractor shall develop and produce a wide variety of customized communication media products to include social and digital media infographics, video and animations that clearly and concisely articulate and illustrate Army information and messages. The Contractor shall maintain a daily on-site visual media/graphic design and multimedia capability and provide reach back to additional resources. The Contractor shall maintain the capability to respond to short notice requirements for large format (oversized) products for immediate deployment/delivery. The Contractor shall receive approval from the
Government on all products prior to their execution.
4.2.2 The Contractor shall provide slide visualization, animation, graphics, audio and video editing and production assistance to the
OCPAs Executive Communication team in partnership with Army Multimedia and Visual Information Directorate to develop and/or update video audio and animation training aids that are interactive for distributed learning on the internet and other platforms at least once per year and no more than two (2) times per year to ensure video and visual & audible products are relevant, engaging and educational.
4.2.3 Infographics. The Contractor shall provide up to two (2) social media products (infographics/meme/video/animation) per strategic messaging product per month. The communication synchronization plan is a visual display of quantitative information to be used in planning products, presentations, social media and other print and Army or DOD online sites. The Government will provide the data, information and overall concept for the infographic at least five (5) days prior to an infographics inclusion in communication products or on social media platforms. The Contractor shall provide an Army branding template for infographics to include color palette and style in order to help identify an Army infographic. The monthly deliverables will be .jpg, .png, .psd, .tiff, .gif or other image files, which may include flat and 3D imagery, which will be a visual representation of information, data or knowledge to be communicated to select audiences Images may include items such as bar charts, line charts, area charts, maps, statistical representation, visual representations of networks, and visual metaphors that can be used for explaining complicated topics in a simpler manner. 4.2.4 Informational Campaigns. The Contractor shall provide branding and coordinated product development in support of twelve (12) major informational campaigns per year. Communication campaigns include, but are not limited to the following: Armys Birthday, AUSA, Soldier for Life and Ready and Resilient. The Contractor shall receive approval from the Government on all products prior to their execution and dissemination (DI-MGMT-81911).
4.2.5 Army 101 Brief. The Contractor shall update annually a basic Army briefing for external audiences that highlights the Armys Title
10 responsibilities, the role of the Army, Army Senior Leaders and their priorities. The briefing is posted to the Army PA portal and designed for external audiences in an effort to help expand familiarity with the mission, structure, and key initiatives of the Army.
4.2.6. Exhibit Management. The OCPA manages several Army exhibits in high foot traffic areas within the Pentagon. These exhibits communicate the Army story to a variety of audiences visiting the building on tours and on business. Visitors include correspondents from major media outlets, members of the Army, and members of other services and employees of the Department of Defense (DOD). The primary objective of exhibit management support services is to provide and manage the following exhibits: (a) Pentagon Visitors Center
Exhibit; (b) Pentagon OCPA Hallway Exhibit; (c) Semi-Permanent Suite Exhibits and (d) Pop-Up Exhibits.
4.2.6.1 The Contractor shall provide the OCPA Exhibit Management of the Pentagon Visitors Center (PVC) Exhibit, Pentagon OCPA Hallway
