The purpose of Amendment 0003 to Solicitation W15QKN-18-R-0009 is to answer questions from industry and remove the following clauses FAR
52.222-17, 52.222-20, 52.222-41, 52.222-43, 52.222-55 and 52.222-62.
Q6: Reference 52.215-4004 (Page 3): 52.215-4004 (Page 3) Section b. requires the Offeror to specify for work performed on Government site the location, building, room numbers, etc. where the work will be performed. Since the Offeror does not control nor can the Offeror commit Government resources including any real estate and this is assigned and provided by the Government, can the Government please clarify what the Offeror is expected to include in the proposal.
A6. Clause 52.215-4004 is included in all agency solicitations. The purpose of which is to require that offerors specify places of performance of the work, to include, in whole or in part, a Government location or contractor location. It also has specific requirements in which offerors need to provide when the place(s) of performance is at a Government location. Reference solicitation, Description/Specifications/Work Statement, paragraph 4.2.6, Exhibit Management, paragraph 6.2, Government Furnished Facilities and
Property (GFF/GFP), paragraph 6.2.3, Government Furnished Property and paragraph 6.2.2, Equipment. Any information regarding specific buildings numbers and room numbers is: To Be Determined.
Q7. Reference PWS and Work Product Information: Some sections of the PWS include quantities of deliverables while many do not. The amount of information provided in the solicitation is not sufficient to generate a staffing requirement for performance of the PWS. As this is a firm fixed price contract, the Government has not provided enough information to create a proposal without performance uncertainties. The Government needs to provide the expected or historical staffing level and/or detailed expectations of the quantity of deliverables to allow the Offeror to propose an appropriate staffing plan to execute the requirements of the contract.
A7.In order to sufficiently address this question, specifically identify these sections.
Q8. Reference PWS 4.1.2 (page 11): The PWS does not include any details on number or scope of program reviews. Will the government provide historical or projected number of program reviews to provide sufficient information for respondents to propose a realistic and effective firm fixed price?
A8. Program reviews occur after executing a major communication event such as the Armys Birthday, which occurs annually, or the
Association of the United States Army annual meeting. Reviews are also required and occur in support of emerging issues, such as, a hurricane response.
Q9. Reference PWS 4.1.3 (Page 11): The PWS does not include any details on number or scope of primary/secondary audiences, media outlets, and potential Soldier Leader Engagement or Key Leader Engagements. Will the government provide historical or projected number/scope of primary/secondary audiences, media outlets, and potential Soldier Leader engagement or Key Leader Engagements to provide sufficient information for respondents to propose a realistic and effective firm fixed price? Alternatively, will the government provide historical staffing levels applied to this effort?
A9. OCPA currently observes five (5) primary audiences: Internal Army, National Capital Region, Youth 17-24, Community/Business/Key
Influencers, and Average American Adults. Some of these primary audiences can be broken down even further, e.g. Community/Business/Key
Influencers may be subdivided into corporate leaders, government officials, education leaders, etc. Media outlets include Traditional and Broadcast outlets in categories to include national (e.g. USA Today), political, Defense, Wires, state publications, local and regional publications covering military beat (e.g. Fayetteville Observer). Soldier/Leader engagements vary depending on the length of the trip and engagements that can be coordinated. In the case of Meet Your Army engagements, the goal is to coordinate engagements with a wide variety of organizations to include civic groups, diversity organizations, media engagements veteran engagement and youth education.
Q10. Reference PWS 4.1.4: The PWS does not include any details on number or frequency of communication working group or Operational
Planning Team meetings. Will the government provide historical or projected number and frequency of communication working group or
Operational Planning Team meetings to provide sufficient information for respondents to propose a realistic and effective firm fixed price? Alternatively, will the government provide historical staffing levels applied to this effort?
A10. Communication working groups, Operational Planning Team and Working Group meetings are dependent on the current issue. Contractor planners support enduring and emerging campaigns and/or issues. Campaigns normally have monthly meetings leading up to the event, e.g.

Armys Birthday and Association of the US Army Annual Meeting. Emerging issues may have more frequent working group meetings, but over a shorter duration.
Q11. Reference PWS 4.1.5 (page 11): The PWS does not include any details on number, frequency, or complexity of communication products.
Will the government provide historical or projected number, frequency, and complexity of communication products to provide sufficient information for respondents to propose a realistic and effective firm fixed price? Alternatively, will the government provide historical staffing levels applied to this effort?
A11. Communication products, for example, can be considered enduring or emerging products. As stated in part paragraphs 4.1.6, Develop
Enduring Plans and 4.1.7, Develop Emerging Plans, please reference the following. The Contractor shall develop a minimum of forty (40) emerging plans per year, however, up to sixty (60) plans per year may be required. The Contractor shall develop a minimum of twenty-five (25) enduring plans per year, however, up to thirty (30) plans per year may be required. Communication products also include a
Communication Timeline, which is a temporal depiction that summarizes the actions required to communicate an event; and a Communication
Execution Matrix, which serves as a tool for synchronizing the responsibilities associated with communicating an event. Other products include a compilation of top line messages and talking points for a particular issue and/or communication event of significance.
Q12. Reference PWS 4.1.8.1.1 (page 12): The PWS references support to working and coordinating groups, task forces, and other meetings
IAW their assigned accounts. Will the government provide historical or projected number and description of assigned accounts to provide sufficient information for respondents to propose a realistic and effective firm fixed price? Alternatively, will the government provide historical staffing levels applied to this effort?
A12. Generally, OCPA supports the Army staff and Secretariat but accounts have generally been aligned along these portfolios in the
Media Relations Division: Personnel Team (G1, MEDCOM); Operations and Intelligence Team (G2, G3, G4); and Weapons, Environment and
Technology Team (ASAALT, G8, ASA IE&E). The Plans Division is organized into a Plans and Operations Team and works with the Army Command and Army Service Component Command public affairs teams.
Q13. Reference PWS 4.1.8.1.2 (page 12): The PWS does not include any details on number, frequency, or complexity of communication products for release to the public and executive distribution. Will the government provide historical or projected number, frequency, and complexity of communication products to provide sufficient information for respondents to propose a realistic and effective firm fixed price? Alternatively, will the government provide historical staffing levels applied to this effort?
A13. See response in question 11. Additionally, details of products are included in paragraph 4.1.8.1.2. These may vary, but for example, some communication rollout packages in support of an enduring or emerging plan includes a press release or an information paper
-- written, approved and submitted by the Army agencies -- provide a broad, objective view of the Armys current operations, doctrine and programs.
Q14. Reference PWS 4.1.8.1.4 (page 12): The PWS does not include any details on number or frequency of Army events. Will the government provide historical or projected number and frequency of Army events to provide sufficient information for respondents to propose a realistic and effective firm fixed price? Alternatively, will the government provide historical staffing levels applied to this effort?
A14. Events may vary on a monthly basis. OCPA hosts a weekly Operations Synchronization meeting where Army Senior Leader (ASL) Public
Affairs Officers (PAOs) and OCPAs divisions come together to capture events/opportunities with public affairs equity on an 8 week calendar. Event types include the following, such as: ASL events, Community Relations Events, Defense Media Activity focused activities, Digital Media Division actions; media events; and other events of note. As an example, the week of 16-22 Oct., 2017 captured more than 50 events. This task accounts for coordination ahead of time to capture events on the calendar, attending the meeting to have awareness of the synchronization and then work afterward to make updates.
Q15. Reference PWS 4.1.9 (page 12): The PWS does not include any details on scope and complexity of collaboration with DVIDS. Will the government provide historical or projected details about the collaboration with DVIDS (frequency, complexity, etc.) to provide sufficient information for respondents to propose a realistic and effective firm fixed price? Alternatively, will the government provide historical staffing levels applied to this effort?
A.15. As stated in paragraph 4.1.9, the contractor shall provide the OCPAs DMD with suggestions on DVIDS content in support of Army strategies for potential use on the Army social media platforms and Army.mil. Coordination for DVIDS can be anticipated, at a minimum, on a weekly basis. The expectation is that contractor attends and supports the OCPA synchronization meeting and then coordinated with
DVIDS for the support. Reference question/answer 14.
Q16. Reference PWS 4.1.12 (page 13): The PWS does not include any details on number or complexity of SharePoint sites required for contractor support. Will the government provide historical or projected details about the number or complexity of SharePoint sites required for contractor support so that respondents can propose a realistic and effective firm fixed price? Alternatively, will the government provide historical staffing levels applied to this effort?
A16. In part, as stated in paragraph 4.1.12.2, The Contractor shall recommend development, maintenance, improvements and provide updates of daily operations on the workspace website. For clarification, this includes one Share Point site for Army Communicators and one database for the management of community engagements across the Army.

Q17. Reference PWS 4.1.12.7 (page 14): The PWS does not include any details on number of SharePoint users. Will the government provide historical or projected number of SharePoint users to provide sufficient information for respondents to propose a realistic and effective firm fixed price? Alternatively, will the government provide historical staffing levels applied to this effort?
A17. This includes open to communicators across the Army and as a result numbers vary. Generally on average this includes 1,500-2,000 people accessing the portal per month. The Army Public Affairs Portal (PA Portal) is designed to integrate communication efforts by making products available for synchronization and coordination across the Army.
Q18. Reference PWS 4.1.13 (page 14): The PWS does not include any details on number/length/complexity of point papers, executive summaries, supporting material, position papers, written communication, meeting minutes/reports, overview briefings. Will the government provide historical or projected number/length/complexity of point papers, executive summaries, supporting material, position papers, written communication, meeting minutes/reports, overview briefings to provide sufficient information for respondents to propose a realistic and effective firm fixed price? Alternatively, will the government provide historical staffing levels applied to this effort?
A18. Point papers and executive summaries average one (1) page. Briefings tend to be longer depending on the topic. As an example, during the Association of the United States Army annual meeting, the contractor shall be required to prepare a briefing in support of the monthly working group meetings along with 8-10 executive briefings for Army Senior Leadership. Other topics/issues do not require briefings, but the contractor shall be required to prepare executive summaries following meetings they attend. Also reference CDRL

Q19. Reference PWS 4.1.13.3 (page 14): The PWS does not include any details on whether the specialist support for PA portal updates will require more or less than a full time persons effort. Will the government provide historical or projected details about the number/complexity/frequency of PA portal updates to provide sufficient information for respondents to propose a realistic and effective firm fixed price? Alternatively, will the government provide historical staffing levels applied to this effort?
A19. Reference paragraph 4.1.13.3 which states in part: The Contractor shall provide specialist support during normal working hours for population and maintenance of PA Portal. This includes posting new material, updates to pages, report generation (both periodic and on demand) and sub-task execution (refinement of data fields, categories, relationships,). The Contractor shall coordinate content with the
OCPA Divisions responsible for their respective functional content. Also reference CDRL A015. Daily maintenance of the portal is required and more significant portal updates generally take place approximately 4-6 times per year, in conjunction with larger communication events, e.g. Armys Birthday, AUSA.
Q20. Reference PWS 4.2.1 (page 14): The PWS includes a list of potential products but does not provide any indication of number, frequency, or complexity of customized communication media products. Will the government provide historical or projected details about the number, frequency, or complexity of customized communication media products to provide sufficient information for respondents to propose a realistic and effective firm fixed price? Alternatively, will the government provide historical staffing levels applied to this effort?
A20. In part, as stated in paragraph 4.2.1: The Contractor shall develop and produce a wide variety of customized communication media products to include social and digital media infographics, video and animations that clearly and concisely articulate and illustrate
Army information and messages. The Contractor shall maintain a daily on-site visual media/graphic design and multimedia capability and provide reach back to additional resources. These products are in support of emerging and enduring communication plans and generally take place approximately 4-6 times per month.
Q21. Reference PWS 4.2.2 (Page 14) The PWS specifies various services in partnership with the Army Multimedia and Visual Information
Directorate. It is not clear exactly what the OCPA contractor is responsible for. Is the contractor expected to create the animation and graphics and perform video editing? Can the Government please clarify what services the OCPA contractor is responsible for executing?
A21. As stated in paragraph 4.2.2: The Contractor shall provide slide visualization, animation, graphics, audio and video editing and production assistance to the OCPAs Executive Communication team in partnership with Army Multimedia and Visual Information Directorate to develop and/or update video audio and animation training aids that are interactive for distributed learning on the internet and other platforms at least once per year and no more than two (2) times per year to ensure video and visual & audible products are relevant, engaging and educational. This includes the contractor assisting in updating briefings that are part of an executive level training module. The module is a baseline of material with executive concepts, resources including video tutorials and is distributed at the
Army Senior Leader training courses for General Officers and spouses, and other forums.
Q22. Reference PWS 4.2.3 (page 14): The PWS includes a requirement for up to two (2) social media products per strategic messaging product per month, but it does not stipulate how many messaging products there are in a month. Will the government provide historical or projected details about the number and frequency of messaging products per month to provide sufficient information for respondents to propose a realistic and effective firm fixed price? Alternatively, will the government provide historical staffing levels applied to this effort?
A22. Messaging products may vary monthly, however on average, this includes approximately 4-6 per month. Also reference CDRL A018.

Q23. Reference PWS 4.2.6.3, 4.2.6.4 (page 15): The PWS indicates that these exhibits are redesigned every 3-5 years. Will the government confirm the requirement to design each of these exhibits one time over the course of this contract to provide sufficient information for respondents to propose a realistic and effective firm fixed price? Alternatively, will the government provide historical staffing levels applied to this effort?
A23. Paragraphs 4.2.6.3 and 4.2.6.4 discuss the Pentagon OCPA Hallway Exhibit and Semi-Permanent Suite Exhibits.
In part, as stated in paragraph 4.2.6.3: The Contractor shall maintain the existing Pentagon OCPA Hallway Exhibit. In part, it also states: The Contractor shall perform routine preventative maintenance and repairs on interactive exhibit components and clean the exhibit semi-annually. Upon request, the Contractor shall make updates to the existing exhibit layout. Updates occur if the Chief of
Public Affairs requests a change to be made.
In part, as stated in paragraph 4.2.6.4: The Contractor shall maintain the existing Semi-Permanent Suite of five (5) display exhibits.
Also reference paragraph 4.2.6, which states in part: The primary objective of exhibit management support services is to provide and manage the following exhibits: (a) Pentagon Visitors Center Exhibit; (b) Pentagon OCPA Hallway Exhibit; (c) Semi-Permanent Suite
Exhibits and (d) Pop-Up Exhibits. In part, it also states: The Contractor shall perform routine preventative maintenance and repairs on interactive exhibit components and clean the exhibit semi-annually. Further, it states: Upon request, the Contractor shall make updates to the existing exhibit layout. Updates occur if the Chief of Public Affairs requests a change to be made.
As stated in paragraph 4.2.6.6, Exhibit Design Updates and Approval Requirement, Upon request, the Contractor shall provide up to five
(5) design recommendations for any of the three (3) managed exhibits for review and approval by the OCPA. Exhibits are generally updated every 3-5 years to replace content and/or imagery. Exhibit updates can also occur during a transition of OCPA leadership or a significant change in Army messaging. The Pentagon Visitors Center Exhibit was last updated in March 2015. The Semi-Permanent Suite
Exhibits (Apex 3/4) was last updated in August 2015. The Contractor shall use existing exhibit materials to the maximum extent possible.
Exhibit costs shall stay within the budgetary constraints of the contract. The Contractor shall receive approval from the Government on all products prior to their execution (DI-MGMT-81605). Furthermore, also reference Supplies or Services and Prices/Costs, Contract Line
Item Numbers (CLINs) 0002, 0004 and 0006 for Other Direct Costs, which states: The contractor shall provide all required subscriptions, software, collection tools, exhibit management, maintenance, design and customization and perform all work IAW the Performance Work
Statement for Communication Planning, Communication Execution and Products, Communication Research, Communication Evaluation and
Assessment and other contract requirements.
Q24. Reference PWS 4.4.1 (page 16): The PWS does not include any details about the number or frequency of on-demand/ad hoc, daily, weekly, and monthly reports. Will the government provide historical or projected details about the number or frequency of on-demand/ad hoc, daily, weekly, and monthly reports to provide sufficient information for respondents to propose a realistic and effective firm fixed price? Alternatively, will the government provide historical staffing levels applied to this effort?
A24. Weekly and monthly deliverable reports are highlighted in the performance work statement. On-demand or ad hoc reports are required when significant world events occur and the Army is deployed to assist, such as the recent hurricane relief efforts. Additionally, continued monitoring of social media is required of occurring real-time events.
Q25. Reference PWS 4.4.2 (Page 16): The PWS requires the cross referencing of the DoD Morning News of Note in the daily compilation that must be delivered by 0530 Eastern Time. What time is the DoD Morning News of Note available to the contractor staff to cross reference for the daily compilation?
A25. The DoD Morning News of Note disseminated to at around 0500 and the Media Relations Division (MRD) morning report is due by 0530 to
Army.
Q26. Reference PWS 4.4.8 (page 17): The PWS references the use of industry-recognized software service capabilities. Will the government provide any information about current or preferred tools/services that OCPA is using for this requirement?
A26. In part, as stated in paragraph 4.4.8: The Contractor shall use industry recognized software service capabilities for support of traditional media and social media data collection, analysis, assessment and evaluation. It is up to the contractor to determine what industry-recognized software service capabilities they deem appropriate to meet these requirements.
Q27. Reference L.4.1.5: The technical volume requires resumes and letters of commitment for each proposed personnel. This is not consistent with the Non-Displacement of Qualified Workers clause (CFR 52.222-17) and creates an extreme bias for the incumbent contractor. Given this conflict and to ensure that respondents can propose a realistic and compliant proposal, will the government remove the requirement for resumes from all staff members in lieu of just the Key Personnel?
A27. Please be advised that it was determined that FAR 52.222-17, 52.222-20, 52.222-41, 52.222-43, 52.222-55 and 52.222-62 will be removed from the solicitation as they do not apply to this effort. The requirement for resumes and letters of commitment remain unchanged.
Q28. Reference L.4.1.5 and M.5.2.1.5: The technical volume requires resumes and letters of commitment for each proposed personnel and stipulates evaluation criteria that includes the adequacy of proposed personnel labor categories, associated descriptions, 5 12

experience\'85 However, the procurement provides no information about staffing levels, labor categories, or other personnel descriptions. Will the government provide historical staffing levels to include labor category descriptions so that respondents can propose a realistic and effective firm fixed price solution?
A28. Please be advised that it is up to the contractor to determine the appropriate staffing levels, labor categories and personnel
(labor mix) to effectively and efficiently perform the requirements in the solicitation.
Q29. Reference L.4.1.5 and L.3.1: The technical volume requires resumes and letters of commitment for each proposed personnel. Resumes and letters of commitment for proposed personnel for each position will take a large number of pages in a page limited volume. Would the government specify that resumes and letters of commitment are not included in the 35 page technical volume limit?
A29. Please reference Amendment 0002.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR
Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
