Attachment 0014: Industry Questions and Government Responses #3 Solicitation W15QKN-18-R-0004 Armor Hardware, Turret Systems, and Platform Integration Kits 01/12/18
1) Are all the Hardware kits and miscellaneous nuts and bolts required to be DFARS compliant? The reason for the question is that part# 13054037 SteelSquare Weld Nut has a suggested source of McMaster Carr. This part is made in the US but they cannot guarantee the country of origin of the material or provide a certification of DFARS compliance.
It is unclear what is meant by "DFARS compliant," as DFARS has numerous requirements. The Armor Hardware, Turret Systems, and Platform Integration Kits are items covered under Category VII - Ground Vehicles under 22 CFR 121.1 - The United States Munitions List.
DFARS clause 252.225-7007 PROHIBITION ON ACQUISITION OF UNITED STATES MUNITIONS LIST ITEMS FROM COMMUNIST CHINESE MILITARY COMPANIES will be added the solicitation and resulting contract. Please review the solicitation and amendments for any other applicable requirements.
2) I noticed our question was posted with appropriate answer; however, it did not answer my question. We have a gap in defense contracting extending beyond the 3yr requirement and those previous contracts do not have deliveries within the past 3 years. Being those previous contracts were extensive am I able to reference them? We do have commercial projects that are equivalent in complexity that we can reference, will that suffice?
As stated in Section L.4.2.2 of the Solicitation, only recent Government contracts shall be submitted.
3) Is there a list of "Interested Parties" (Primes) available to me?
If you are logged in to the Fed Biz Opps website, you should be able to view the interested vendors list under this Solicitation.
4) O-GPK consists of five (5) 12-inch squares of transparent armor for the gunner area, plus two "L" shaped pieces of transparent armor for the gun shields (plus two additional 12-inch squares if a "roof" is included in the kit). We are very familiar with the required transparent armor. I would like to know if the same glass fits the other finished goods (i.e.
AHTS PIKS kits, etc etc) or if other transparent shapes, sizes (NSNs) are required?
OGPKs are the only kits with TA glass. While other PIKS may include glass, they may be of different dimensions. Please refer to the provided TDPs.
5) On BPA W15QKN-17-A-0033, I would like to ask if you know whether additional Delivery Orders will be released under that Award / those Awards?
BPA W15QKN-17-A-0033 and requirements under this BPA are not applicable to this solicitation. For questions concerning W15QKN-17-A-0033, please contact the Procuring Contracting Officer in that contract.
6) In regards to Turret Systems, part number 13064345, (6435128-01M1) Pouch, Release Handle. I helped design, and manufactured this part since 2005. I've made approximately 70,000 pouches to date. The blueprint was incorrect at that time, but I made it properly. In 2015 [Company1] wanted me to make the pouches with [Company2's] approval. We bought it to everyone's attention that the blueprint was incorrect, and an [Company2] engineer made the corrections. [Company1], and I have the blueprint corrections. I'm not sure if anyone knows of the corrects besides us three. I have been contacted by companies that want me to make the pouch for your solicitation number. I would like to have the opportunity to make this pouch with your permission.
This is a source controlled part with a National Stock Number (NSN). Changes and or corrections made to this drawing are not relevant to this solicitation. Any suggested changes are welcomed after award.
7) Will instructions for Hand Delivery of our response to Solicitation No.
W15QKN18R0004 AHTS PIKs be provided by the Government?
Yes. Proposal Instructions for Hand Delivery has been added to Section A.7 in Amendment 0003 as follows:
A.7 Proposal Instructions for Hand Delivery. Offerors who intend to hand deliver proposals in response to this Solicitation, shall submit a Notification and Authorization to Release Criminal Information for Entry (Attachment 0015) to the following contacts:
Timothy.l.hendrickson.civ@mail.mi kevin.m.goodwin10.civ@mail.mil and gregory.p.hale.civ@mail.mil.
Once the Notification and Authorization to Release Criminal Information for Entry has been submitted, offerors shall submit the following information for all visitors to Picatinny Arsenal to the Contract Specialist, Marlene Sanchez, via email, marlene.a.sanchez2.civ@mail.mil:
First Name Last Name Company Name
Email Address US Citizen - Yes or No (Foreign Nationals will not be allowed to visit) CAC Holder - Yes or No (Issued by which DoD Department) Vehicle Make Vehicle Mode Vehicle Plate No.
Date of Visit Estimated time of arrival
8) When we open 19200_12993884 (General QA Requirements).pdf contained in amendment 11-22-17 the text does not wrap on the document which renders parts unreadable. We do not want to make any assumptions as to what the missing parts say.
Can you please provide a document which contains the appropriate word-wrap so that the entire text can be read?
Please refer to Attachment 0003 VEHICLE INTEGRATION KITS TECHNICAL DATA PACKAGE provided for clean version.
9) For fasteners are they all required to be Mil-spec, including a mil-spec certification papertrail or can they be domestically manufactured (non specialty-metal COTS items), meeting the mil-spec but without the papertrail? The difference in cost is VERY significant and required purchase quantities for those containing the certification paperwork trail would make them prohibitive.
Fasteners are to be of appropriate standard (ASME, SAE etc) as noted on the drawings. A Certificate of Compliance (CoC) to the standard is sufficient and is generally provided by the fastener vendors. There is no Mil-spec certification paper trail required.
