June 14, 2018 Question & Answers W15QKN-18-Q-1070 Fuel Tanks Removal & Repair, Shoreham, NY

Q1. The specs indicate the contractor to install an interstitial riser to grade (for access). The group was not shown the location of this tank. Is it under a concrete slab, or in a grass area?

A1. The UST is located under the concrete slab.

Q2. The specs also indicate this UST to be buried 8 feet!! Below ground. This is highly unusual as most manufactures only guarantee tanks to a burial depth of 7ft. Can this 8ft be confirmed? The group was shown a pit w/ electronics, which seems to flood every time it rains. Is this what you need repaired?

A2. There is no "pit of electronics" in this SOW. There is a requirement in the SOW for a remote enunciator overfill alarm to be installed on tanks 14 and 15.

Q3. The specs indicate we are to relocate (1) 6000gal tank. Where are we to relocate this to? What will the tank service?

A3. The drawings provided for this project were prepared for the facility renovation project not for this project. The 6,000 gal tank was already relocated. Contractor does not need to relocate the 6,000 gal tank. See revised drawing(s).

Q4. The contractor is to “prepare and paint” (2) ASTs. Are we to paint only those surfaces that are exposed? If the bottoms of the tanks need to be painted, they possibly need to be removed from the dikes. This makes the cost extremely high!

A4. The contractor is to paint all surfaces on the 2 ASTs (including the dikes). We believe the reference to "exposed surfaces" is due to the rain guards. The rain guards are easily removed which will allow access to all areas of the tanks. Tanks will not require removal.

Q5. The goals for minority participation (MBE 5.8% & WBE 6.9%) For this specialized work these goals may not be attainable. Will a good faith effort, and or reduced percentages suffice?

A5. For federal and federally assisted construction contractors, goals for minorities and females are established as a percentage participation rate. The percentage goal established for minority participation must be at least equal to the percentage established for that “economic area” as outlined in the list below Contractors may establish higher goals if they desire. Although a contractor is required to make good faith efforts to meet their goals, the goals are not quotas and no sanctions are imposed solely for failure to meet them.

Q6. Where is the new 10K Areo Power tank to be located, no site plan has been provided. What will this tank service?

A6. The drawings provided for this project were prepared for the facility renovation project not for this project. The 10,000 gal tank was already installed. Contractor does not need to install the 10,000 gal tank. See revised drawing(s).

Q7. Tank #13 is to be closed. With this being an AST no materials need to be placed within the tank, please confirm. Usually the contractor cleans and renders the fill in-operative, and caps any piping.

A7. See Scope of Work paragraphs 11.2.2 – 11.2.2.4

Q8. How much fuel can the contractor expect in tank #13, which needs to be transferred?

A8. The 2,000 gal tank is approximately 1/8 full.

Q9. Can we just bid on the panting portion of the project?

A9. No. A single award will be made in response to the solicitation.
