This constitutes notification pursuant to Executive Order 12600, Pre-Disclosure Notification Procedures for Confidential Commercial

Information (June 23, 1987), of our intention to release unit prices in response to any request under the Freedom of Information Act, 5

USC 552. Unit price is defined as the contract price per unit or item purchased. We consider any objection to be waived unless the contracting officer is notified of your objection to such posting prior to submission of initial proposals.

EXECUTIVE SUMMARY

Acquistions for Commercial Services under FAR Part 12 do not use the Uniform Contract Format (UCF).

The US Army Contracting Command - New Jersey located at Picatinny Arsenal, NJ in support of Armament Research, Development and

Engineering Center (ARDEC) Automated Test Systems Division (ATSD) is soliciting proposal(s) for Automated Testing - System

Testing/Diagnostics and Netcentric Support.

This will be a 100% Set Aside to Small Business.

It is the Government's intention to award 100% Small Business Set Aside, five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with Firm Fixed Price (FFP) task orders. The Government reserves the right to make a single award. The total maximum value for all task orders placed under this program under all contracts is $125,000,000.00. The minimum contract obligation for each contract awarded will be $1,000.00. All individual performance period requirements for the services to be procured will be specified in each order. The Government anticipates making the award(s) using the best value subjective trade-off approach. This approach allows award to the offeror(s) whose proposal is the most advantageous to the Government when considering evaluaton factors in addition to price. These evaluaton factors will include Technical, Past Performance amd Price. For more information regarding proposal submission or the source selection evaluation factors, see the INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS and the EVALUATION FACTORS FOR AWARD sections of this solicitation.

Government Furnished Propoerty (GFP), may be applicable to this solicitation in the form of Government Furnished Material (GFM) or

Government Furnished Equipment (GFE), which will be determined on an order-by-order basis. Government Furnished Property clauses are included in this solicitation in the event future task orders require the use of Government Furnished Property.

Performance Work Statement

AT System Testing/Diagnostics and Netcentric Support

1 PURPOSE

1.1 To provide routine engineering support integral to automated test, Automatic Test Equipment (ATE), Test Program Sets (TPSs), Test

Measurement and Diagnostic Equipment (TMDE) and Fire Control Systems (FCS). Services will consist of a wide variety of normally recurring, less complex, long-term tasks for engineering, technical, and fabrication services.

1.2 This Performance Work Statement (PWS) describes the nature of tasks that may be performed under this contract. Specific tasks shall be authorized by separate task orders under this contract.

2 SCOPE

2.1 The Armament Research Development and Engineering Center (ARDEC) Automated Test Systems Division (ATSD) requires engineering and support in the areas of automated test, Automatic Test Equipment, Test Program Sets, Test Measurement and Diagnostic Equipment and Fire

Control System enhancements and maintenance. The effort shall include all aspects of the life cycle support required to maintain ATSD and Fire Control Systems & Technology programs. To successfully support these programs, the Contractor shall offer innovative and cost effective solutions to the proposed tasking. These solutions shall involve critical thinking, the leveraging of previous efforts performed for the Army and other related Department of Defense (DoD) Agencies, effective communication with Government agencies and other support Contractors, effective management of personnel and resources, and the ability to adapt to new requirements.

2.2 To fully support this requirement, the Contractor shall be capable of developing, modifying, maintaining and producing DoD compliant

ATE and developing, maintaining, integrating and re-hosting TPSs to modern DoD compliant ATE.

2.3 The Contractor shall be required to analyze current ATE platforms and implement maintenance and product improvement programs. The

Contractor shall be capable of developing, fabricating, and maintaining test equipment to be utilized for AT-System diagnostics. The

Contractor shall assure all work products support a Netcentric capability.

2.4 The Contractor shall be required to support all life cycle phases of Fire Control Systems modifications and maintenance. The

Contractor shall be capable of providing support for requirements analysis, architecture, top-level design, detail design, implementation, unit testing, integration testing, system verification testing, material release and fielding, and lifecycle support.

2.5 The Contractor shall be required to address Human Systems Integration (HSI) as part of the iterative Systems Engineering process during requirements analysis, architecture, top-level design, detail design, implementation, unit testing, integration testing, system verification testing, material release, fielding, and lifecycle support of Automatic Test Equipment (ATE), Test Program Sets (TPSs), Test Measurement and Diagnostic Equipment (TMDE), and Fire Control Systems (FCS). The Contractor shall employ functional & task analyses, user-centric design principles and usability testing practices to evaluate design alternatives and procedural alternatives.

Design and procedural tradeoffs shall consider the perceptual, cognitive, and psychomotor task demands placed on the operators, maintainers, and support personnel in an effort to use available human resources effectively, limit their workload, ensure system safety, enhance Warfighter survivability, ensure system affordability (i.e., life cycle costs) and facilitate total system performance through operational task sequences, the design of the human-system interface (both hardware and software) envisioned for the final configuration, and the allocation of functions and tasks between automation and the human users (the latter of which is a product of the functional & task analyses).

3 APPLICABLE DOCUMENTS

3.1 Reference documents shall be listed for each task as applicable.

4 REQUIREMENTS

4.1 The efforts shall include the application of proven methodologies, tools, and state-of-the-art expertise to support the development, production and life cycle support of ATE, TPSs and Fire Control Systems. It shall also include the generation, automation and implementation of new software tools, methodologies, and policies relating to TMDE, automated test and diagnostics, human capital, prototype manufacturing, ATE production, product improvement and Fire Control Systems.

4.1.1 Test Program Sets

4.1.1.1 Test Program Set Support

4.1.1.2 The Contractor shall provide life cycle support for Legacy Test Program Sets. This support shall include Engineering Change

Proposal (ECP) evaluation, TPS modification and enhancements, documentation updates, Configuration Management (CM), fabrication, logistical and fielding support.

4.1.1.3 The Contractor shall apply in-depth knowledge of ATE hardware and software and provide life cycle support for associated TPSs on a variety of weapon systems and platforms. These items shall be identified in the specific Performance Work Statements issued during this contract.

4.1.1.4 The Contractor shall perform evaluation and risk analysis of ECPs submitted to the Government for prime equipment to determine impact on test software, equipment and documentation. This analysis shall consider the change and, if approved, its effect on the TPS and ATE including the extent to which the change will affect Quality Assurance (QA) acceptability criteria and diagnostic routines when employed.

4.1.1.5 The Contractor shall review TPS packages for functional compliance with all associated Military Standards, test requirements documents, test specifications, style guides, and QA provisions.

4.1.1.6 The Contractor shall provide a report that shall include a complete description detailing the results of the evaluation and analysis performed, recommendations describing the nature and scope of required changes, any desirable changes that will improve maintainability, testability, or operability. The Contractor shall use drawings, illustrations, sketches, schematics, and marked-up manuals to enhance the clarity of the report.

4.1.1.7 The Contractor shall recommend changes in software, hardware, and documents related to the TPS or test equipment.

4.1.1.8 The Contractor shall develop and implement changes to the TPSs that will address changed and new requirements.

4.1.1.9 The Contractor shall update all documentation effected by the TPS modifications.

4.1.1.10 The Contractor shall test all TPSs to verify the functionality of the changes/modifications. The tests shall fully exercise the changes made and insure that the overall performance has not been altered or degraded.

4.1.1.11 The Contractor shall fabricate, produce and field the necessary hardware required to support the TPSs.

4.1.2 Test Program Set Development

4.1.2.1 The Contractor shall develop and design TPSs using the Units Under Test (UUT) Test Specification, Schematic and Assembly

Drawings, and any other technical data provided by the Government. The TPS software and hardware shall be designed and developed to run on the target ATE that shall be identified for each task.

4.1.3.1 Design, Development and Validation

4.1.3.1.1 Functional Performance

4.1.3.1.1.1 The Contractor shall perform the necessary tasks to develop TPSs for all the Line Replaceable Units (LRUs) and Shop

Replaceable Units (SRUs) identified in the individual task order Performance Work Statement.

4.1.3.1.1.2 The Contractor shall ensure that the TPSs are functionally capable of diagnosing LRU defects identified in the test strategy.

4.1.3.1.1.3 The Contractor shall develop all TPSs in conjunction with the standards and practices outlined and identified in the PWS.

The Contractor shall develop and include LRU/SRU hookup instructions with graphics for all TPSs.

4.1.3.1.1.4 Test Program Set Documentation (TPSD) - The Contractor shall prepare the TPSD for each UUT as identified in the individual task order Performance Work Statement. All documentation shall conform to the appropriate standards.

4.1.3.1.2 Computer Products

4.1.3.1.2.1 The Contractor shall develop all source and object code necessary to test the UUT. It is required that the process for generating the compiled object code be completely documented and identifiable for traceability by the Government.

4.1.3.1.2.2 Test program source code shall be capable of being compiled and linked. All source code, intermediate code, executable code, build files, and benchmark /test files used to develop a TPS shall be delivered.

4.1.3.1.2.3 The Contractor shall identify/describe, release, track, and control software versions.

4.1.3.1.3 Software Tools

4.1.3.1.3.1 The Contractor shall identify and deliver all non-proprietary, unlicensed software tools used to develop a TPS under this contract with each applicable individual task order.

4.1.3.1.3.2 Design Reviews - The Contractor shall conduct preliminary design reviews (PDRs) and Critical Design Reviews (CDRs) as the

TPSs are being developed.

4.1.3.1.3.3 Test Readiness Review (TRR) - The Contractor shall conduct a TRR as development and verification is completed for TPS. The

Contractor shall show that each of the test programs is functionally operational and is consistent with current UUT performance requirements. The Contractor shall record and publish the review minutes and any action items.

4.1.3.1.4 Validation Testing

4.1.3.1.4.1 Validation Test Plan - The Contractor shall prepare and submit for Government approval, a Validation Test Plan and supplementary procedures to define the validation requirements and success criteria for each TPS.

4.1.3.1.4.2 Validation Testing - Upon completion and approval of a TRR, the Contractor shall perform formal validation testing in accordance with the Validation Test Plan and supplementary procedures.

4.1.3.1.4.3 Validation Test Reports and Reviews - The Contractor shall prepare a Validation Test Report upon successful completion of validation testing.

4.1.3.1.5 Fielding and Support

4.1.3.1.5.1 The Contractor shall fabricate and deliver completed TPS kits that are suitable for fielding.

4.1.3.1.5.2 The Contractor shall provide logistical and Configuration Management in support of fielding of TPS kits.

4.2 Automated Test System Maintenance and Improvement

4.2.1 The Contractor shall develop requirements and recommend plans and procedures for improvement and maintenance of Army and DoD

Automated Test Systems (ATS).

4.2.2 The Contractor shall perform in-depth analysis of test systems and generate recommendations for improvements to system run times and supportability.

4.2.3 The Contractor shall implement approved recommendations, integrating the necessary hardware and software and perform regression and validation testing to assure system performance and TPS functionality.

4.2.4 The Contractor shall fully document any approved enhancements and provide updates for any manuals, specifications and Technical

Data Packages (TDPs) that are affected.

4.2.5 The Contractor shall perform/assist in the maintenance of ATS. The Contractor shall perform analysis to determine failed components and corrective actions. The Contractor shall collect data and metrics and perform analysis to determine system/component reliability and corrective actions.

4.2.6 The Contractor shall support the repair of repairables for systems identified in the individual task order Performance Work

Statement.

4.3 AT-System Test Kit Support and Maintenance

4.3.1 The Contractor shall apply in-depth knowledge of LRUs and SRUs hardware and software and provide life cycle support for associated

AT-System test kits on a variety of weapon systems and platforms. These items shall be identified in the specific Performance Work

Statements issued during this contract.

4.3.2 The Contractor shall perform evaluation and risk analysis of ECPs submitted to the Government for prime equipment to determine impact on currently fielded test kit software, equipment and documentation. This analysis shall consider the change and, if approved, its effect on the kit including the extent to which the change will affect QA acceptability criteria and diagnostic routines when employed.

4.3.3 The Contractor shall review kits for functional compliance with all associated Military Standards, test requirements documents, test specifications, style guides, and QA provisions.

4.3.4 The Contractor shall provide a report that shall include a complete description detailing the results of the evaluation and analysis performed, recommendations describing the nature and scope of required changes, any desirable changes that will improve maintainability, testability, or operability. The Contractor shall use drawings, illustrations, sketches, schematics, and marked-up manuals to enhance the clarity of the report.

4.3.5 The Contractor shall recommend changes in software, hardware, and documents related to the test kit.

4.3.6 The Contractor shall develop and implement changes to the kit that will address changed and new requirements.

4.3.7 The Contractor shall update all documentation effected by the kit modifications.

4.3.8 Once the change has been incorporated, a thorough testing and performance verification shall be performed. Such tests shall fully exercise the changes made, and also insure that the overall performance has not been altered or degraded.

4.3.9 The Contractor shall fabricate, produce and field the necessary hardware required to support the kit.

4.4 At-System Test Kit Development, Fabrication, and Prototyping.

4.4.1 The Contractor shall develop and design At-System Test Kits using the unit under test UUT Test Specification, Schematic and

Assembly Drawings, and any other technical data provided by the Government. The kit software, firmware and hardware shall be designed and developed to run on the support platform that shall be identified for each task in the Performance Work Statement.

4.4.2 The contractor shall perform all necessary tasks to Design, Development and Validation for all At-system test kits identified in the Performance Work Statement.

4.4.3 The contractor shall ensure that all Functional Performance for the At-system test kit is accomplished according to the

Performance Work Statement.

4.4.4 The Contractor shall perform the necessary tasks to develop an At System TPS for all the LRUs and SRUs identified in the

Performance Work Statement.

4.4.5 The Contractor shall ensure that the kit is functionally capable of diagnosing LRU defects identified in the test strategy.

4.4.6 The Contractor shall develop all kits in conjunction with the standards and practices outlined and identified in the Performance

Work Statement. The Contactor shall develop and include LRU/SRU hookup instructions with graphics for all kits.

4.4.7 Documentation - The Contractor shall prepare the appropriate documentation for each UUT as identified in the Performance Work

Statement. All documentation shall conform to the appropriate standards.

4.4.8 Computer Products

4.4.8.1 The Contractor shall develop all source and object code necessary to test the UUT. It is required that the process for generating the compiled object code be completely documented and identifiable for traceability by the Government.

4.4.8.2 Source code shall be capable of being compiled and linked. All source code, intermediate code, executable code, build files, and benchmark /test files used to develop a kit shall be delivered.

4.4.8.3 The Contractor shall identify/describe, release, track, and control software versions.

4.5 Software Tools

4.5.1 The Contractor shall identify and deliver all non-proprietary, unlicensed software tools used to develop a kit under this contract.

4.5.2 Design Reviews - The Contractor shall conduct Preliminary Design Reviews (PDRs) and Critical Design Reviews (CDRs) as the kits are being developed.

4.5.3 Test Readiness Review (TRR) - The Contractor shall conduct a TRR as development and verification is completed for each kit. The

Contractor shall show that each of the test programs is functionally operational, and is consistent with current UUT performance requirements. The Contractor shall record and publish the review minutes and any action items.

4.6 Validation Testing

4.6.1 Validation Test Plan - The Contractor shall prepare and submit for Government approval, a Validation Test Plan and supplementary procedures to define the validation requirements and success criteria for each kit.

4.6.2 Validation Testing - Upon completion and approval of a TRR, the Contractor shall perform formal validation testing in accordance with the Validation Test Plan and supplementary procedures.

4.6.3 Validation Test Reports and Reviews - The Contractor shall prepare a Validation Test Report upon successful completion of validation testing.

4.7 Fielding and Support

4.7.1 The Contractor shall fabricate and deliver completed TPS kits that are suitable for fielding. The Contractor shall provide logistical and Configuration Management in support of fielding of TPS kits.

4.8 Software Development

4.8.1 The Contractor shall provide complete life cycle services for software development, including systems engineering, software engineering, networks and infrastructure support, logistics and business operations support, as assigned.

4.8.2 The Contractor shall deliver source code, compiling instructions, executables, and databases for assigned projects. These services shall be performed in conjunction with new and/or existing systems, families of systems, business systems, platforms, systems of systems, sub-systems and items as assigned.

4.9 Virtual Maintenance Support

4.9.1 The Contractor shall create, modify, and deliver Virtual Maintenance Environments and support as required. The environments will provide system simulation and emulation to enable and support automated testing.

4.10 NetCentric Support

4.10.1 The Contractor shall create, modify and deliver Virtual Test Environments (VTEs) as required. The environments will provide system simulation and emulation to enable and support automated testing.

4.11 Electro Optical (EO) Support

4.11.1 The Contractor shall perform evaluations and studies to determine current and future Electro Optical requirements as they pertain to automated testing functions. The Contractor shall evaluate weapon systems requirements and determine modifications required to assure maintainability. The Contractor shall deliver all reports and studies to the Government.

4.11.2 The Contractor shall develop and deliver EO test requirements and strategies to the Government.

4.11.3 The Contractor shall develop Electro Optical TPSs.

4.11.4 The Contractor shall design, fabricate, test and deliver Electro Optical test fixtures. The Contractor shall deliver all documentation and drawings.

4.11.5 The Contractor shall perform in-depth analyses of current test station Electro Optical assets. The Contractor shall provide recommendations to incorporate state-of-the-art electronics and upgrades into current test assets.

4.11.6 The Contractor shall develop and deliver prototype EO test assets which incorporate modifications as a result of modernization studies.

4.11.7 The Contractor shall design, fabricate, test and deliver Electro Optical test stands required to support EO sights, night vision, forward looking infrared, and laser range finders.

4.12 Policy, Procedures and Standards.

4.12.1 The Contractor shall possess an intimate knowledge of DoD and Industry Policies, Standards and procedures that pertain to ATS and

ATE and shall apply them to all work efforts associated with this contract.

4.12.2 The Contractor shall review new and amended DoD policy statements, directives, guidance and procedures and provide interpretations and meaningful comments as required.

4.12.3 The Contractor shall assist the Government in developing and refining policy statements, directives, guidance and procedures as required.

4.13 Configuration Management (CM)

4.13.1 The Contractor shall provide CM support and surveillance to identify and document the functional and physical characteristics of a configuration item. The Contractor shall control changes to those characteristics, and record and report change processing and implementation status.

4.13.2 The Contractor shall develop or improve criteria for CM data consistent with program milestones and the configuration identification progression throughout the functional, allocated and product baseline stages; such data will include specifications, flow charts, drawings, and parts lists.

4.13.3 The Contractor shall provide expertise to support the development of configuration management policy directives, configuration management plans, software control coordination documents, and configuration control procedures to support:

- Configuration Management

- Configuration Control

- Status Accounting

- Functional and Physical Configuration Audits

- Configuration Item Verification Reviews

- Technical Data Preparation

- Data base design and management.

4.13.4 The Contractor shall review and/or prepare engineering services in accordance with guidance of reference documents identified in the PWS. Prepared documents shall include each ECP, Requests for Deviation (RFD) or waiver (RFW), Military or Department of Defense specifications and standards, Specification Change Notices (SCN), and Voluntary Standards.

4.14 Systems Engineering and Integration (SE&I)

4.14.1 The Contractor shall perform tasks in the engineering and technical effort to transform a stated military requirement into an operational system. The system engineering includes determination of the parameters necessary to define system performance and identification of the preferred system configuration to satisfy the requirement.

4.14.2 The Contractor shall perform the following typical processes:

The Contractor shall analyze impacts of stated system operational characteristics, mission objectives, threats, environmental factors, minimum acceptable system, functional requirements, technical performance, and system figure(s) of merit as stipulated, proposed, or considered for change.

4.14.3 The Contractor shall provide support and development troubleshooting charts for use in fault detection and fault isolation procedures of major weapon system components.

4.14.4 The Contractor shall provide support to manage, execute, and report data on financial programs, human capital assets, and strategic management systems.

4.14.5 The Contractor shall assist in developing, validating, and documenting analytical models in the areas of statistics, reliability, and hardware performance for designated systems and subsystems.

4.14.6 The Contractor shall conduct requisite analysis such as material compatibility, electrical characteristics, reliability, availability, maintainability, electromagnetic compatibility, and any other reviews to ensure that system requirements are acceptable.

4.15 Administrative and Data Management Support

4.15.1 The Contractor shall provide administrative and data management support in support of the ATSD mission requirements.

4.15.2 The Contractor shall provide administrative personnel to assist and manage the work efforts required to support the tasks identified in the PWS.

4.15.3 The Contractor shall provide skilled personnel to define, collect, manage, and process the data necessary to support the task identified in the PWS.

4.15.4 The Contractor shall develop, implement and maintain web based interfaces to the databases as defined in the PWS.

4.15.5 The Contractor shall deliver and maintain all documentation as defined in the PWS.

4.15.6 The Contractor shall provide fully qualified personnel to support ARDEC VTE automated systems and engineering development systems. All personnel shall have the appropriate security plus and Microsoft certificates.

4.15.7 The Contractor shall provide administrative support for operating systems to include but not limited to Microsoft

Windows, Linux and Unix.

4.15.8 The Contractor shall provide administrative support for computer hardware such as laptops, PCs, Macs, and assorted servers.

4.15.9 The Contractor shall provide support to ARDEC and its tenant organizations by maintaining, administering and utilizing the following applications: Standard Operation and Maintenance Army Research and Development System (SOMARDS), a regional Data Base 2000

(DB2) system, the SAP Enterprise Resource Planning (ERP), Cold Fusion, ORACLE tool sets, and COGNOS tool sets.

4.16 Electronic Manuals

4.16.1 The Contractor shall develop Electronic Manuals (EM) or Interactive Electronic Manuals (IEM) for each assigned TPS. Each delivered manual will conform to current ATSD formats and will be in Adobe Acrobat Portable Document Format (PDF). Each manual will be readable using the latest version of Adobe Acrobat Reader on the PC computer screen and have the capability to be printed. The

Government will supply source files; however, the Contractor may create source files for new material or supplementary material.

4.16.2 PDF format of Technical Data will be created by means of electronic file conversion. The Contractor will create and maintain each

TPS engineering text source file used for conversion to PDF. Also, the Contractor will use PRO-E files and SAP files as sources for creating the PDF.

4.16.2.1 If electronic source files are not available, original hard copy documents may be scanned to produce the PDF.

4.16.2.2 The Contractor shall also explore alternative methods for electronic delivery, storage, and retrieval of technical manuals and all associated data for Weapon System platforms.

4.17 Technical Data Package

4.17.1 The Contractor shall support the Centers technical data processes in support of the Center and its customers. This support shall include: locating data for inclusion in procurement packages, processing engineering changes, and supporting Technical Data Package

Lists (TDPLs) and Generation Breakdown Lists (GBLs). A GBL depicts in detail the as-designed hardware configuration of the report item.

It also indicates changes outstanding against each component of the total configuration and when viewed collectively, identifies all outstanding changes of the report item.

4.17.2 The Contractor shall perform minor modification to engineering drawings, e.g. border enhancement, typographical errors, clarity enhancements, and documentation review.

4.17.3 The Contractor shall assist with the storage, retrieval, and maintenance of engineering data located in the SAP system.

4.17.4 The Contractor shall review, maintain, and distribute engineering data (Engineering Release Request, Engineering Change Proposal, Technical Data Package Listing, Request for Waiver, Request for Deviation) necessary to compete the most current and complete Technical

Data Package.

4.17.5 The Contractor will be required to provide TDPs as either Level 2 or Level 3 TDPs depending on the task requirement.

4.17.6 The Contractor shall design, develop and/or convert 2D drawings into 3D models using Pro-Engineer, AutoCad, or similar software.

4.20 Program Management

4.20.1 The Contractor shall manage the activities of this contract to assure proper execution and delivery of the required items. The

Contractor shall actively participate in an Integrated Product Team (IPT) with the Government to assure proper management and execution of the PWS. The Contractor shall host IPT meetings, Quality Management Reviews (QMRs), In Process Reviews (IPRs), and reviews as

required for each task under this contract.

4.20.1.1 The Contractor shall actively participate and support IPT as identified in the PWS.

4.20.2 Integrated Master Schedule/Plan

4.20.2.1 The Contractor shall provide data to support, develop, and maintain the Integrated Master Schedule/Plan (IMS/IMP) for each PWS.

Updates to this plan shall be conducted and delivered on a monthly basis.

4.20.3 Task Execution Plan (TEP)

4.20.3.1 The Contractor shall develop and deliver a Task Execution Plan (TEP) for each PWS.

4.20.4 Reviews and Meetings

4.20.4.1 Review Meeting Agendas/Materials.

4.20.4.2 The Contractor shall support the development of meeting agendas and presentation materials for the technical reviews.

4.20.5 Interim Program Review (IPR). The Contractor shall conduct IPR as identified and defined in the PWS.

4.20.6 Preliminary Design Review (PDR). The Contractor shall conduct a PDR as identified and defined in the PWS.

4.20.7 Critical Design Review (CDR). The Contractor shall conduct a CDR as identified and defined in the PWS.

4.20.8 Test Readiness Review (TRR). The Contractor shall conduct a TRR as identified and defined in the PWS.

5 GENERAL INFORMATION

5.1 Travel

5.1.1 Travel shall be established for each individual task order.

5.1.2 Costs for transportation may be based upon mileage rates, actual costs incurred, or a combination thereof, provided the method used results in a reasonable charge. Travel costs will be considered reasonable and allowable only to the extent that they do not exceed on a daily basis, the maximum per diem rates in effect at the time of the travel. The Joint Travel Regulations (JTR), shall provide the basis for the determination as to reasonable and allowable. Maximum use is to be made of the lowest available customary standard coach or equivalent airfare accommodations available during normal business hours.

5.2 Contract Data Requirements List (CDRL), DD Form 1423, shall be specified for each assigned task order.

5.3 SECURITY

5.3.1 This effort is unclassified. Work will be performed at Picatinny Arsenal and at the Contractors facility. This will be established for each individual task order.

5.3.2 AT Level I Training - All Contractor employees, including Subcontractor employees, requiring access to Department of Defense installations, facilities, or controlled access areas shall complete AT Level I awareness training within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies, and then annually thereafter. The Contractor shall submit certificates of completion for each affected contractor employee and Subcontractor employee to the COR (or to the contracting officer, if a COR is not assigned) within 14 calendar days after completion of training by all employees and subcontractor personnel. 5.3.3 AT Awareness Training for Contractor Personnel Traveling Overseas - Government provided awareness training specific to an area of responsibility traveled to may be provided to Contract personnel upon request by contacting the ARDEC Antiterrorism Officer at usarmy.pica.ardec.mbx.pica-ardec-at-training@mail.mil or 973-724-3005.

5.3.4 Access and General Protection/Security Policy and Procedures. All Contractor employees, including Subcontractor employees, shall comply with all installation and facility access and local security policies and procedures (provided by the Government representative), and security/emergency management exercises. The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or

Security Office. The Contractor workforce must comply with all personal identity verification and accountability requirements as directed by DoD, HQDA, and/or local policy. Should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes.

5.3.5 iWATCH Training - All Contractor employees, including subcontractor employees, shall receive training and participate in the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies, and then annually thereafter. The Contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR (or to the contracting officer, if a COR is not assigned) within 14 calendar days after completion of training by all employees and Subcontractor personnel.

5.3.6 Impact on Contractor performance during increased FPCON during periods of increased threat - During FPCONs Charlie and Delta, services/installation access may be discontinued/postponed due to higher threat. Services will resume when FPCON level and or threat is reduced to an acceptable level as determined by the Installation Commander.

5.3.7 Random Antiterrorism Measures Program (RAMP) participation -Contractor personnel working on an installation are required to participate in the Installation RAMP. Contractors may be subject to and must comply with vehicle searches, wearing of ID badges, etc.

5.3.8 For Contractors Authorized to Accompany the Force - DFARS Clause 252.225-7040, Contractor Personnel Authorized to Accompany U.S.

Armed Forces Deployed Outside the United States. The clause shall be used in solicitations and Contracts that authorize Contractor personnel to accompany U.S. Armed Forces deployed outside the United States in contingency operations, humanitarian or peacekeeping operations, or other military operations or exercises, when designated by the combatant commander. The clause discusses the following

AT/OPSECrelated topics: required compliance with laws and regulations, pre-deployment requirements, required training (per combatant command guidance), and personnel data required.

5.3.9 Performance or Delivery in a Foreign Country - DFARS Clause 252.225-7043, Antiterrorism/Force Protection for Defense Contractors

Outside the United States. This clause shall be used in solicitations and Contracts that require performance or delivery in a foreign country. This clause applies to both contingency and non-contingency support. The key AT requirement is for non-local national

Contractor personnel to comply with theater clearance requirements and allows the combatant commander to exercise oversight to ensure the Contractors compliance with combatant commander and subordinate task force Commander policies and directives.

5.3.10 All Contractor employees, including Subcontractor employees, with access to a Government information system must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services and must successfully complete the DoD Cyber

Awareness training prior to access to the information system and then annually thereafter.

5.3.11 Information Awareness (IA)/Information Technology (IT) Training - All Contractor employees, including Subcontractor employees, must complete the DoD Cyber awareness training before issuance of network access and annually thereafter. All Contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M, and AR 25-2 within six months of employment.

5.3.12 IA/Information Technology (IT) certification - Per IA best business practices, DFARS 252.239.7001 and AR 25-2, All Contractor employees, including Subcontractor employees, supporting IA/IT functions shall be appropriately certified upon contract award. The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award.

5.3.13 Government Furnished Items - All Contractor employees, including Subcontractor employees, will return all issued U.S. Government owned equipment, Common Access Cards, installation badges, and/or access passes to the COR when the contract is completed or when a

Contractor employee no longer requires access to the installation or facility.

5.3.14 Information Management Army Information Technology /IA - The Contractor shall be capable of accessing, handling, receiving, and storing UNCLASSIFIED documents, equipment, hardware, and test items, using the applicable standards of FOUO information. All Controlled

Unclassified Information (documents designated as FOR OFFICIAL USE ONLY and/or LIMITED DISTRIBUTION) shall be submitted by a controlled means using USPS mail, Safe Access File Exchange (SAFE) website and/or DoD Army approved encryption software as per AR 25-1.

5.3.15 Export Control Laws/International Traffic in Arms Regulation - Information Subject to Export Control Laws/International Traffic in Arms Regulation (ITAR): Public Law 90-629, Arms Export Control Act, as amended (22 U.S.C 2751 et. Seq.) requires that all unclassified technical data with military application may not be exported lawfully without an approval, authorization, or license under

EO 12470 or the Arms Export Control Act and that such data required an approval, authorization, or license for export under EO 12470 or

Arms Export Control Act. For purposes of making this determination, the Militarily Critical Technologies List (MCTL) shall be used as general guidance. All documents determined to contain export controlled technical data will be marked with the following notice:

WARNING: - This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., App. 2401 et seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD

Directive 5230.25.

5.3.16 For Official Use Only Information (FOUO) and Controlled Unclassified Information (CUI) - The Contractor shall be capable of accessing, handling, receiving, and storing UNCLASSIFIED documents, equipment, hardware, and test items, using the applicable standards of FOUO and CUI.

5.3.17 Critical Program Information (PCPI)/ Critical Program Information (CPI) - All Contractor employees, including Subcontractor employees, shall comply with the applicable Interim Program Protection Plan (IPPP)/ Program Protection Plan (PPP)/ or Technology

Protection Plan (TPP). The Contractor shall comply with DOD, DA, and AMC technology protection requirements in DODI 5200.39, AR 70-1, DA

PAM 70-3, and AMC-R-380-13.

5.3.18 OPSEC Standing Operating Procedure/Plan - The Contractor shall develop an OPSEC Standing Operating Procedure (SOP)/Plan within 90 calendar days of contract award, to be reviewed and approved by the responsible Government OPSEC officer, per AR 530-1, Operations

Security. This SOP/Plan will specify the projects critical information, why it needs to be protected, where it is located, who is responsible for it, and how to protect it. In addition, the Contractor shall identify an individual who will be an OPSEC Coordinator.

The Contractor will ensure that this individual becomes OPSEC Level II certified per AR 530-1. ARDEC OPSEC POC e-mail:

5.3.19 The Contractor is subject to compliance with the ARDEC Operations Security Plan, per AR 530-1, Operations Security. This SOP/Plan will specify the Government's critical information, why it needs to be protected, where it is located, who is responsible for it, and how to protect it.

5.3.20 Per AR 530-1, Operations Security, new Contractor employees, including Subcontractor employees, must complete initial OPSEC training within 30 calendar days of reporting for duty and must also complete annual OPSEC awareness training as provided by the appropriately designated OPSEC level II trained OPSEC Officer/Coordinator.

5.3.21 Per AR 530-1, Operations Security, an OPSEC review is required prior to all public releases. All Government information intended for public release by a Contractor will undergo a government OPSEC review prior to release.
